From contributing feedback on the political report with a sense of responsibility to movements celebrating the congress such as "Green Sunday," beautifying village roads, organizing youth football tournaments, and promoting production and business... all have created a new and extremely enthusiastic atmosphere.

Prior to the merger and the implementation of the resolution for the 2020-2025 term, the Party Committees of the former communes of Cat Van, Phong Thinh, and Minh Son faced many difficulties due to limited resources, inadequate infrastructure, the impact of the Covid-19 pandemic, and natural disasters. However, thanks to the spirit of solidarity, self-reliance, and self-improvement, the results achieved were quite comprehensive.

The economic structure has shifted positively, reducing the proportion of agriculture, forestry, and fisheries, and increasing industry, construction, and services. Specifically, in agriculture, models of product consumption linkages and crop restructuring have been promoted; many specialties such as Phong Thinh mandarin oranges, black olives, tea, and oranges are preserved and developed in a commercial direction.

Regarding fruit trees, the entire commune has 13 hectares where high technology is applied in planting and cultivation. Four products in the area have been developed and certified as OCOP 3-star products.

Livestock farming, including hybrid cattle, deer, and honeybees, is thriving; forestry is developing sustainably, with over 423 hectares of forest achieving FSC certification for sustainable forest management out of a total of 1,825 hectares.

The service and trade sectors, as well as the industrial and construction sectors, continue to experience growth. Currently, there are 15 businesses operating in the construction and trade sectors, and 158 individual households engaged in diverse business activities. During the past term, 73 essential infrastructure projects were completed and put into operation, contributing to improving the living standards and appearance of rural areas.

The new rural development program has been focused on and has brought about significant changes. Before the merger, all three former communes had met the new rural development standards, with Phong Thinh commune achieving advanced new rural development status.

“What is special about the new rural development in the former communes of Cat Ngan today is that, understanding the economic conditions of the locality, which was formerly a disadvantaged area of ​​Thanh Chuong district, cadres, Party members, and the people have demonstrated a spirit of self-reliance and self-improvement, unanimously contributing their efforts and money to complete each criterion, especially rural infrastructure such as martyrs' cemeteries, cultural centers, sports fields, roads, and lighting systems… The total funds mobilized from the people and their children living away from home during the 2020-2025 term is nearly 20 billion VND,” shared Comrade Tran Xuan Ha – Deputy Secretary of the Party Committee and Chairman of the People's Committee of Cat Ngan commune.

A significant achievement in the socio-cultural field is that 100% of schools in the area have met national standards, with all 8 schools meeting the standards; contributing to a transformation in the overall quality of education, especially in the areas of excellence and the continued development of general education.

Infrastructure and cultural and sports facilities have received significant investment, both meeting and improving the spiritual life and health of the people. National defense and security have been maintained, social order and safety have been ensured; and the work of Party building and strengthening the political system has been enhanced.

Entering a new term, Cat Ngan commune, with a natural area of ​​over 59km² and a population of nearly 23,000 people, is facing a great opportunity for breakthroughs. Abundant resources, diverse potential, along with outstanding achievements and valuable lessons learned from the 2020-2025 term, form a solid foundation, further boosting the confidence of the Party Committee and the people in setting new aspirations and determinations.

According to Comrade Tran Ngoc Thanh – Secretary of the Party Committee and Chairman of the People's Council of the commune: The lessons learned will continue to be creatively applied in the leadership and guidance process in the new term 2025-2030. These include maintaining the comprehensive leadership role of the Party and the effective management of the government; correctly identifying priorities and breakthroughs; promoting unity and consensus among the people; emphasizing the responsibility of leaders; and encouraging the spirit of daring to think and act among cadres and Party members.
