(Baonghean.vn) - On the morning of September 23, a working delegation of the Ministry of Transport led by Minister and member of the Party Central Committee Truong Quang Nghia had a working session with leaders of Nghe An province.

Also accompanying the delegation were comrades Le Dinh Tho, Deputy Minister of Transport; Khuat Viet Hung, Vice Chairman of the National Traffic Safety Committee.

At the beginning of the working session, Chairman of the Provincial People's Committee Nguyen Xuan Duong reported on the socio-economic situation in the first 9 months of the year as well as evaluated the results after 3 years of implementing Resolution 26 of the Politburo.

The Chairman of the Provincial People's Committee said that in recent years, Nghe An has achieved many positive results, including many strategic breakthroughs in the field of transportation.

According to comrade Nguyen Xuan Duong, in recent times, Nghe An has focused on mobilizing resources to build key infrastructure. The planned traffic routes have been seriously implemented. Rural traffic, especially in mountainous areas, has been invested in more, and the movement to build rural traffic has also achieved many good results.

Many routes have been invested in, such as 25 routes to communes without roads to the center; upgrading Vinh airport terminal and infrastructure, opening more Vinh - Da Lat flights and Vinh - Vientiane (Laos) and Vinh - Bangkok international flights. Promoting planning and upgrading Cua Lo port, ensuring smooth entry and exit of 30,000-ton ships; investing in the construction of Dong Hoi port cluster, Cua Lo deep-water port...

Many important road traffic projects have also been invested in and built at a rapid pace, such as the western Nghe An traffic route; the road connecting National Highway 1A - Nghia Dan district - Thai Hoa town; the N5 - Hoa Son (Do Luong) connecting road serving the transportation of raw materials for the Song Lam cement factory; Lam River overpasses (Dung, Thanh Chuong bridges; Yen Xuan bridges); 5 railway overpasses on National Highway 46 and National Highway 1A. Nghe An has also continued to build Vinh - Cua Lo Avenue and many national highways, provincial roads, and roads to the centers of communes that do not have car roads.

To create conditions for Nghe An province to develop the transport infrastructure system, speed up progress, and soon put the projects into operation, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the Ministry of Transport to pay attention and agree on some contents such as allocating funds from the surplus capital of the project to upgrade and expand National Highway 1A to invest in the construction of 2 overpasses at the intersection of National Highway 46, National Highway 46B with the Vinh city bypass with a total estimated investment of 400 billion VND.

At the same time, renovate and expand National Highway 1A from Quan Banh to Ben Thuy Bridge with a total estimated investment of 250 billion VND and upgrade and expand Binh Minh Street (Cua Lo town), with a total investment of about 391 billion VND.

Nghe An province also requested the Ministry of Transport to pay attention and consider early investment in projects such as Hieu bridge (Thai Hoa town), Dinh bridge, Hieu bridge on National Highway 48E...

In particular, according to the Chairman of the People's Committee of Nghe An province, Cua Hoi bridge across Lam River is a project located on the planned coastal route, connecting Nghe An and Ha Tinh provinces. This is a project of great significance in regional connectivity, creating momentum to promote socio-economic development, ensuring national security and defense and creating an architectural highlight, suitable for the development of seaports and tourism in the Southeast of Nghe An and Northeast of Ha Tinh.

Therefore, Nghe An proposed the Ministry of Transport to invest in a cable-stayed bridge, 2 planes, permanent reinforced concrete with a total investment according to the design consultant's report of 1,685 billion VND, of which construction cost: 1,282 billion VND.

Regarding the investment plan, to ensure feasibility due to the current difficulties in the State budget, it is recommended to invest in the project in the form of public-private partnership - PPP, in which the investor contributes a part of the capital. The local budget is responsible for carrying out a part of the site clearance work. The remaining part is proposed to be supported by the Central Budget.

In addition, Nghe An province also requested the Ministry of Transport to consult with the Government, the Ministry of Planning and Investment, and the Ministry of Finance to include key projects of the province in the government bond capital plan for the 2016-2020 period.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh analyzed the difficulties as well as the advantages and the necessity when proposing investment in transport infrastructure. The head of Nghe An Provincial Party Committee expressed his hope that the Ministry of Transport would pay attention and support Nghe An to complete these urgent projects.

At the meeting, most of the recommendations of Nghe An province were agreed by the working group. Leaders of the Ministry of Transport also analyzed and gave valuable suggestions on investment and traffic management in Nghe An province.

Concluding the meeting, Minister Truong Quang Nghia highly appreciated the economic growth rate of Nghe An province in recent times. In particular, the "commander" of the transport sector expressed his interest and agreement in investing in three international projects of Nghe An: the renovation of Vinh Airport, the planning of Cua Lo port cluster and the expressway connecting from Pacxan (Laos).

“Vinh airport must be renovated to be aesthetically pleasing, to give it the appearance of an international terminal. This project will be implemented by the end of the year at the latest. The province should not rush, to avoid the situation of getting bored before the work is finished, so it is necessary to carefully study the design,” said Minister Nghia.

According to the Minister of Transport, the Pacxan - Thanh Thuy - Hanoi expressway project, once completed, will be a great advantage for Nghe An. “I think the route through Thanh Thuy border gate is very suitable. In Vietnam, we have not focused on horizontal connections to promote regional advantages. This route will be strategic after completion,” Minister Truong Quang Nghia emphasized.

Regarding the proposal to build Cua Hoi bridge using the cable-stayed method, Minister Truong Quang Nghia and the working group agreed with this proposal of Nghe An. Cua Hoi bridge was previously planned to be invested with a prestressed reinforced concrete design, with a total length of about 6.2km, of which the bridge section is 1.63km long, the approach road is 4.57km long. Of which, the bridge width is 12m with a total investment of more than 1,000 billion VND.

Nghe An province proposed to design the bridge with a width of 19 meters, however, the working group of the Ministry of Transport did not agree and agreed with the 16 meter plan. “16 meters is enough to meet the travel needs as well as aesthetics and safety,” said Minister Nghia.

According to Minister Nghia, the cable-stayed option means that the total investment will increase to 1,700 billion VND. Currently, the central government will support 450 billion VND, and investors will contribute about 700 billion VND. For the rest, Minister Nghia suggested that Nghe An and Ha Tinh provinces commit to supplement from the local budget. “If the original proposed scale is not a cable-stayed bridge and the width is 12 meters, there is basically no need to worry about capital. But now it is very difficult to change because the central budget is also in difficulty. Regarding the policy of building Cua Hoi bridge, we strongly agree because Nghe Tinh, although being two provinces, has an inseparable cultural tradition. This project will become a symbol, very important so it needs attention,” said the head of the Ministry of Transport.

Minister Nghia also requested Nghe An province and relevant agencies to study the most economical solution to reduce the cost of bridge construction. Agree on the scale and investment policy so that the Ministry of Transport can submit a document to the Prime Minister.

At the end of the working session, Provincial Party Secretary Nguyen Dac Vinh expressed his gratitude for the support and sharing of the working delegation and presented a souvenir to the Minister of Transport.
