If inspection centers are found to be violating again, inspection activities will be permanently terminated as a deterrent. If signs of violations or negativity are found at inspection centers, the files will be transferred to the police for investigation and handling according to their authority.

Traffic congestion continues to increase again
On April 26, Minister of Transport Nguyen Van Thang chaired a meeting to review the implementation of solutions to relieve traffic congestion and prevent negativity in vehicle inspection activities.
At the meeting, the Vietnam Register said that, up to now, the congestion at vehicle inspection has continued to increase again at 177 out of 215 inspection centers in 40/63 provinces and cities (accounting for 63%).
In addition, there was a reflection at the 99-05D Vehicle Inspection Center (Thuan Thanh district, Bac Ninh province) from the press about the phenomenon of collusion to "make laws" for quick vehicle inspection.
Regarding this incident, Mr. Nguyen To An - Deputy Director of the Vietnam Register said that on the evening of April 25, the Vietnam Register coordinated with the Inspectorate of the Ministry of Transport and the Department of Transport of Bac Ninh province to establish a working group to work with the 99-05D Registration Center.
According to the report of the investor of the 99-05D Vehicle Inspection Center, this unit affirmed that it did not intervene nor was involved in collusion with "car brokers" to quickly enforce the law.
The center's staff do not accept money from drivers or vehicle owners, and at the same time, do not cover up or condone collusion with "brokers" to bring vehicles in for inspection.
The fact that the "brokers" received money from the car owners to bring the cars in for inspection as reported by the press is because this unit has scheduled inspection appointments through issuing numbers but has not managed them closely, leading to the "brokers" taking advantage to bring the cars in for inspection.
Immediately after receiving the press's feedback, the 99-05D Vehicle Inspection Center inspected and verified that the above subjects were Vuong Dang T. and Tran Thi N. (both residing in Thuan Thanh district, Bac Ninh province) and sent a request to Tram Lo Ward Police and Thuan Thanh Town Police to verify and clarify the incident.
At the same time, this unit also committed that when there are verification results from the police agency, if the center's staff collude with the above two subjects, they will be strictly and thoroughly handled.
After listening to the report, the working group determined that the above incident was the responsibility of the investor and the 99-05D Inspection Center, seriously affecting the reputation and image of the industry, especially in the context that the whole sector is trying every day to regain the trust of people and businesses.
Detect violations and negative vehicle inspection, immediately report to the police
Regarding this issue, Minister Nguyen Van Thang acknowledged: The Ministry of Transport, the Vietnam Register, and the Ministry Inspectorate have resolutely taken action to implement many solutions to prevent negativity, including announcing a hotline to receive feedback, requesting localities to coordinate in inspecting, verifying, and handling negative behaviors that take advantage of registration congestion for personal gain.
In order to thoroughly prevent these acts, the Minister requested the Vietnam Register and the Ministry Inspectorate to coordinate with localities to continue to strengthen inspections and receive feedback from people. If inspection centers are found to be repeating violations, inspection activities will be permanently terminated as a deterrent.
At the same time, through inspection and examination, if any signs of violations or negativity are detected at the registration centers, the files will be transferred to the police for investigation and handling according to their authority.
Strengthening appointment booking application via app, preventing negative vehicle inspection
Minister Nguyen Van Thang highly appreciated the efforts of the Vietnam Register, the Department of Science, Technology and Environment and relevant agencies and units in recent times, who have been very active and proactive in advising and proposing amendments to legal documents; coordinating with the Ministry of Public Security, the Ministry of National Defense and local People's Committees to synchronously deploy many solutions and initially overcome a number of shortcomings and limitations, contributing to reducing congestion in motor vehicle registration activities before and after the Lunar New Year.
However, with the traffic congestion showing signs of recurring, the Minister requested the Vietnam Register and its units to be more proactive, promptly and flexibly adapt to the new context and situation, continue to closely coordinate and resolutely implement the directions of the Prime Minister and the Minister of Transport in coordinating with the Ministry of Public Security and the Ministry of National Defense to strengthen the force for registration centers and improve the capacity to serve the people.
Actively coordinate with localities to find solutions to direct inspection units to meet people's needs to stabilize society and ensure traffic safety after Tet. In particular, review all inspection units nationwide, grasp the situation, analyze and find solutions to coordinate inspectors at inspection units to serve people.
The Vietnam Register continues to effectively implement vehicle inspection flow plans and requests that inspection centers around Hanoi and Ho Chi Minh City increase maximum support for people.
Continue to apply information technology in vehicle inspection activities, especially implementing appointment registration via app.
This is also a solution to thoroughly prevent negativity in vehicle inspection, avoiding the situation of directly issuing appointment numbers, allowing "brokers" to take advantage of the psychology of vehicle owners wanting to have their vehicles inspected quickly, so they collude to "make the law".
Proactively implement as soon as the Government amends and supplements Decree 139/2018/ND-CP
The Minister also requested the Vietnam Register, as soon as the Decree amending and supplementing Decree 139/2018/ND-CP is issued by the Government, to proactively have a plan to arrange and re-arrange human resources between inspection centers to fully exploit facilities and inspection lines, increase the supply of inspection services, and relieve inspection congestion.
Increase inspection staff assessment and professional training to quickly handle existing problems, bringing inspection activities back to normal as soon as possible./.
