(Baonghean)On the occasion of the 81st anniversary of the Traditional Day of the Party Organization and Construction Sector (October 14, 1930 - October 14, 2011), a reporter from Nghe An Newspaper interviewed Comrade Nguyen Huu Lam - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Organization Department of Nghe An.

PV:Comrade, could you tell us about the traditions and outstanding contributions of the industry over the past 81 years?

Comrade Nguyen Huu Lam:It can be affirmed that the maturity and development of the Party Organization and Construction sector has made worthy contributions to the glorious revolutionary cause of the Party and the nation; contributing to building our Party into a truly revolutionary political party with firm political resolve, a loyal representative of the interests of the working class, the working people, and the nation.

Along with the growth of the Party Organization and Construction sector nationwide, the Party Organization and Construction sector in Nghe An province has also been continuously strengthened and improved, increasingly meeting the requirements of each revolutionary period over the past 81 years. Notably, it has advised Party committees on solutions to enhance the leadership capacity and fighting strength of Party organizations to meet the requirements of each revolutionary stage, including the development of Party organizations and members in ethnic minority areas and difficult regions. As a result, Party organizations and the Party membership have developed strongly: from 117 Party branches with 1,172 members (in 1930), the province now has 10,170 subordinate Party branches, 1,569 grassroots Party organizations, and over 168,000 Party members. In Party building, emphasis has been placed on improving the quality of activities of Party committees at all levels, paying attention to the accurate assessment and classification of the quality of cadres and Party members. The department has implemented relatively synchronized reforms across all aspects of personnel work; emphasized promoting democracy and gradually increasing transparency in personnel management; and used the effectiveness of political tasks as a key criterion for evaluating cadres, with task requirements serving as the basis for personnel placement. In particular, it contributed to advising on and successfully organizing the Party Congresses at all levels for the 2010-2015 term; after the congresses, it focused on consolidating and strengthening Party organizations; and arranging, assigning, and transferring cadres to meet the requirements of the assigned tasks. The department has conducted evaluations, summaries, and preliminary reviews, and proposed solutions to continue implementing several specialized resolutions of the Party committees effectively and substantively.

The Party's organizational staff has been educated, trained, and has matured, constantly developing in both quantity and quality. To date, nearly 250 comrades are working in the organizational departments of Party committees at all levels, many of whom have been promoted or appointed to key positions in Party and State agencies.

PV:Comrade, compared to the requirements, what are the shortcomings in Party building and organization work in Nghe An that need to be overcome?

Comrade Nguyen Huu Lam:
Besides the achievements, the work of Party building and organization still has limitations that need to be overcome to meet the requirements of the revolutionary cause in the new stage. These include: the quality of some grassroots Party organizations is not high, and in some places, there are still weak Party organizations. Some cadres and Party members lack exemplary conduct, self-cultivation, and even violate the Party Charter and the law, affecting the people's trust in the Party. Although there has been determination and decisiveness in directing the development of Party members and consolidating grassroots Party organizations, in reality, some villages and hamlets still lack Party branches and Party members. Currently, the entire province still has 103 villages and hamlets without Party branches and 75 villages and hamlets without Party members. Some Party organizations have not clearly demonstrated their role as the political nucleus leading all aspects of the activities of agencies and units. The process of advising on the reform of some aspects of personnel organization work is still slow and uneven; The implementation of mechanisms and policies to identify and utilize talent effectively is still not very high,...

PV:To continue to bring about strong changes in Party building and organization, and to make positive contributions to the overall development of the province, what, in your opinion, are the key tasks of the sector in the coming period?

Comrade Nguyen Huu Lam:
As the advisory body of the Nghe An Provincial Party Committee in the fields of organization, personnel, party members, and internal political security of the political system; and also as the specialized professional agency on organization, personnel, party members, and internal political security of the Provincial Party Committee and of Party committees at all levels, the tasks of the Provincial Party Committee's Organization Department and the organization departments of Party committees at all levels are very heavy, requiring each cadre and Party member in general, and those working in advisory roles on Party building and organization in particular, to constantly train and improve their skills in all aspects to meet the new requirements of the current revolutionary cause. The central task of Party building and organization work in the coming period is, first and foremost, to focus on reviewing and reorganizing the system of Party organizations in a rational manner, in accordance with the Party Charter and the realities of the province. Actively and proactively advise the Provincial Party Committee on solutions to focus on consolidating and improving the quality, leadership capacity, and fighting strength of grassroots Party organizations, especially those in difficult areas, striving to eliminate weak Party organizations. Pay attention to building a team of cadres and Party members, primarily by summarizing Resolution No. 42 of the Politburo on the planning of leadership and management cadres during the period of accelerated industrialization and modernization of the country, and Resolution No. 11 of the Secretariat on the rotation of leadership cadres; aiming to both raise awareness and prepare a team of cadres for the next term; and effectively implement the training and development of cadres. Focus on building a team of cadres working in organizational work at all levels of Party committees, in terms of political acumen, qualifications, capabilities, and moral character, to meet the increasingly high demands of Party organization building. Thorough preparation of guidelines, evaluations, and classifications of Party organizations and Party members should be based on genuine understanding, thereby developing sound content and solutions to improve the quality of Party organizations and the quality of cadres and Party members, contributing to the successful implementation of resolutions of Party congresses at all levels.
