On the afternoon of November 27, Major Pham Viet Hung, Captain of the Traffic Police Team of Phu Ly City Police, Ha Nam Province, confirmed that at noon that day, a young man set fire to his motorbike after being stopped by the Traffic Police for violating traffic laws.
Accordingly, at around 11:00 a.m. on November 27, when the traffic police were on duty at the traffic checkpoint on National Highway 1 connecting to Bien Hoa Street, Phu Ly City, they discovered a young man driving an Attila motorbike traveling from Ha Nam to Hanoi, going in the wrong lane.

At this time, two traffic police officers signaled the vehicle to stop to handle the violation. However, after failing to stop, the young man - identified as Nguyen Van Hiep, born in 1983; residing in Nghia Thinh commune, Nghia Hung district, Nam Dinh province - cursed and insulted the two traffic police officers on duty.
Not stopping there, when asked to sign the penalty notice, the young man threw the key in the faces of two traffic police officers, then drove his motorbike a distance, then set it on fire.
The Traffic Police Team reported the incident to Phu Ly City Police for investigation and handling according to authority.
