Rectifying 5 companies that still provide study abroad consulting services without a license

In the province, there are currently 70 units that have been granted certificates of business in study abroad consulting services by the Department of Education and Training. Thereby, in 2018, the units sent nearly 1,250 students to study abroad in countries such as Japan, Korea, Australia, Thailand, Canada, Germany. Of these, 21 students were able to study abroad with scholarships.

According to the assessment of the Department of Education and Training, currently, study abroad consulting units have gradually stabilized and properly exercised their authority according to the provisions of law. However, besides that, there are still difficulties such as some units operating ineffectively, career education in general, and study abroad consulting in particular in high schools still face many difficulties, some units still take advantage of studying abroad to recruit workers to work abroad illegally...

Regarding studying abroad, in early 2019, the Inspection Team of the Department of Education and Training and the Provincial Police inspected the activities of a number of units operating in the field of study abroad consulting services. Thereby, a number of violations were discovered, such as not having been granted a certificate by the Department but still operating or having been granted a certificate but ceasing operations at the registered location.

In 2018, the Department of Education and Training revoked the operating certificates of 4 units for reasons such as the units voluntarily dissolved or did not meet the operating conditions according to regulations.

From these problems, at the conference, representatives of study abroad companies also discussed many existing problems in the current study abroad work such as the management of students when studying abroad, the monitoring and responsibility for students after studying language to transfer to university or college; the responsibility of the unit when students leave to work.

In addition, representatives of the Department of Foreign Affairs, the Provincial Police, and the Department of Labor, War Invalids and Social Affairs also gave their opinions on how to handle some study abroad companies that act as brokers, receive money, and even send people to work abroad, who are not eligible to study abroad.

From the beginning of 2019 until now, through inspection, the inspection team of the Department of Education and Training, the Provincial Police have discovered 5 units that have not been granted a certificate of business registration for study abroad consulting services by the Department but still organize enrollment, organize foreign language training and skills for students. They are: Representative office of Thanh Giang Conincom.JSC Company; Hanoi College of Finance; JPSC Vietnam Study Abroad Company - Nghe An branch; National Korean - Japanese Labor Consulting Company Limited; Van Thinh Trading and Mechanical Joint Stock Company.

As for 5 companies that have business registration certificates but are not operating, according to the plan from April 1, 2019, the Department of Education and Training will suspend operations and will revoke their licenses after one month if there is no feedback.
