Rectify illegal mineral exploitation.
The abundant mineral resources in the area are a major resource for the socio-economic development of Quy Hop district. However, during the exploitation of these resources, due to limited state management in this field, environmental pollution and chaos in mineral exploitation have occurred. Therefore, focusing on rectifying illegal exploitation and addressing environmental pollution is a group of urgent issues that need to be addressed immediately after the self-criticism and criticism review meeting in accordance with the spirit of Central Resolution 4.

One of the mineral processing sites that has been widely reported for its environmental pollution is the mineral processing cluster in Na Ty hamlet, Chau Loc commune. According to information from the Chau Loc Commune People's Committee, there are a total of 11 stone processing factories in this cluster. This is a spontaneously formed industrial cluster, lacking proper planning and integrated infrastructure, thus causing water, air, and noise pollution.
Mr. Sam Van Cuong, Chairman of the Chau Loc Commune People's Committee, assessed: "With a very small area and a high density of factories, coupled with an inconsistent wastewater treatment system and rudimentary treatment methods, wastewater from the processing process overflows into the Chau Loc stream. In addition, waste rock from the processing spills into the stream, affecting its flow." Faced with this situation, Chau Loc commune and Quy Hop district established an inspection team to address these issues at the stone processing cluster. The inspection resulted in penalties for six businesses violating environmental protection regulations. Also related to handling violations by businesses in the field of natural resources and environment in Chau Loc, the Quy Hop District Department of Natural Resources and Environment recently inspected and penalized Long Dinh Private Enterprise, Lam Son Co., Ltd., and Lien Hop Cooperative, forcing three businesses to remove waste rock and imposing administrative fines of 15 million VND.

While the environmental situation in Na Ty and Chau Loc is no longer as critical as before, the residents' concerns about a long-term recurrence of pollution are entirely justified.
Chau Loc is just one of many units in Quy Hop district affected by the negative impacts of mineral exploitation and processing. According to data from the District Department of Natural Resources and Environment, 44 out of 101 licensed mines (still valid) and 80 out of 117 operating stone quarries in Quy Hop have not leased land. During their mineral exploitation and processing operations, approximately 30% of mines and 70% of quarries fail to comply with environmental protection commitments and environmental impact assessment reports, causing environmental pollution. Therefore, in the spirit of implementing the directive of the Standing Committee of the Quy Hop District Party Committee on immediate actions following the review in accordance with Central Resolution 4, the Quy Hop District People's Committee, and specifically the Department of Natural Resources and Environment, has been and will continue to implement many comprehensive and resolute measures to restore order and discipline in the environmental sector.
Following self-criticism and criticism in accordance with the spirit of Central Resolution No. 4, the Standing Committee of the Quy Hop District Party Committee issued Directive No. 09-CT/HU on leading and directing the implementation of five immediate tasks, including rectifying management in mineral exploitation and processing, demonstrating the complexity of the issues in this field in Quy Hop. Based on the clear identification of immediate tasks by the Standing Committee of the District Party Committee, the commune Party committees, based on the actual situation, also outlined immediate tasks after the review, especially regarding the management of mineral exploitation and environmental protection in key communes.
In Chau Loc commune, initial results have shown positive changes. In key communes in the mineral exploitation and processing area, such as Chau Hong and Chau Quang, the commune Party Committee has clearly defined tasks and implemented them with specific solutions. Although only the initial steps have been taken, it is believed that with determination and a high sense of responsibility following the recent extensive political activities, the natural resources and environment sector in Quy Hop will be rectified and developed in accordance with the law, making a sustainable contribution to the overall economic growth of the district and province.
