Personnel reorganization for party congresses at all levels

The Party Congresses at all levels leading up to the 13th National Party Congress are a significant political event for the country, a broad political activity across the country. To successfully carry out the assigned tasks, each Party Committee at all levels must pay special attention to the work of cadres, the “key of the key”, because cadres are the “root of all work”. Only cadres with sufficient capacity and ethics, who dare to innovate, dare to think, dare to do, and are devoted to the nation and the country can succeed.

It can be seen that in this term, personnel preparation is still limited. Specifically, from the beginning of the term until now (January 2016), over 70 cadres and party members under the management of the Politburo and Secretariat have been subject to Party discipline and criminal proceedings; including very high and important cadres such as Politburo members, Deputy Prime Ministers, Ministers of Information and Communications, Deputy Ministers of Public Security and National Defense... Many high-ranking cadres and cadres at all levels have violated ethics, conduct, and lifestyle; there are also a number of cadres with "limited capacity".

Looking back at recent negative incidents shows us the need to continue to innovate personnel work, select and screen a team of qualified and capable officials, especially high-ranking officials and leaders, to meet current revolutionary requirements, which is an objective requirement of the renovation process.

The Central Party Secretariat's issuance of Conclusion No. 55-KL/TW on continuing to rectify personnel work to prepare well for the personnel of Party congresses at all levels and the 13th National Party Congress is an urgent task, trusted and supported by the people, and at the same time a warning and deterrence to cadres who show "term thinking". At the beginning of the term, they listen and wait, in the middle of the term, they lobby and make money, at the end of the term, they may do nothing, hold their breath and wait, wait for the congress or do a "sweep train" before the congress, "sunset" of the term, regardless of everything. Cadres of the next term blame their predecessors even though at that time he was a deputy. Or the situation of "localism", "familiarity", "group interests" where husbands plan for wives, fathers pass on to sons, brothers pass on to brothers, "the whole family becomes officials"; appointments are made at lightning speed; officials have backyards, even family backyards; making money by any means...

The situation of lack of democracy, lack of exemplary role models, "respect, leniency", "lobbying, lobbying, and taking advantage of each other" in planning, promotion, appointment, rank promotion, and implementation of policies for cadres... , the Secretariat also pointed out that in some places, Party committee members, especially heads of Party committees who are still eligible for re-election, are self-serving, avoidant, afraid of conflicts, and do not pay attention to building a team of successor cadres; are not proactive in implementing all aspects of work, especially difficult, sensitive, and complicated tasks for fear of "losing votes", affecting themselves, causing stagnation in handling and solving common work. In some places, the head reaches retirement age, but does not proactively prepare a replacement; There are cadres with poor sense of organization and discipline, who do not comply with the assignments and dispatches of competent authorities... According to the Secretariat, these are manifestations that often appear in cadre work every time the time comes to prepare for the end of the term of party congresses at all levels.

In the current context, the Secretariat requests Party committees and organizations at all levels to focus on leading and directing the preparation and implementation of Party congresses at all levels, first of all paying special attention to and attaching importance to personnel work; requesting Party committees, Party organizations, and collective leadership of agencies and units to continue to tighten discipline and order, strictly implement the Party and State's regulations and rules on personnel work; and prepare well for Party congresses at all levels towards the 13th National Party Congress.

The planning, promotion, appointment, rank promotion, designation, introduction, transfer, rotation and implementation of policies for cadres must be based on standards, conditions (structure, quantity, age, credibility...), procedures, regimes, and policies in accordance with current regulations, ensuring Party principles. Resolutely do not propose or decide on personnel who do not meet standards on age, prestige...; violate the principles of democratic centralism, lack of solidarity, "localism", "group interests"; lack of exemplary behavior, unwillingness to comply with the assignment and transfer of competent authorities; corruption, waste, negativity, causing loss of money and assets of the State; limited qualities and capacity, showing signs of "running around, lobbying, and taking advantage of each other"; lack of initiative in work, fear of responsibility, "peace is precious"... and other manifestations mentioned in Directive No. 35 of the Politburo./.
