Two women were arrested and detained for three months for blocking a sand truck.

After six unsuccessful attempts to persuade residents not to block sand trucks from passing through residential areas, the district police temporarily detained two women among the protesters.

On December 15, Tan Chau District Police, Tay Ninh Province confirmed that they had initiated a case and detained two people for three months to investigate the act of "disturbing public order" for blocking a sand truck. The two people arrested were Ms. Tran Thi Nhan, 65 years old, and Ms. Vu Thi Cuong, 51 years old, both residing in Tan Phu Commune, Tan Chau District.

According to the investigation, a licensed enterprise to exploit and transport sand from the sand mine must go through route DH04 through Tan Phu commune. This is a route that the State and local people contributed funds to build.

Local residents believe that sand trucks frequently enter and exit the densely populated road, causing pollution and endangering people living along the road. After petitioning the authorities but not being resolved, local residents have protested by blocking the sand trucks from entering and exiting.

As the conflict escalated, the district and commune People’s Committees organized dialogues with the people many times but failed. In these dialogues, the authorities of Tan Chau district and Tan Phu commune claimed that the sand mining company also contributed to the road construction costs, so they persuaded the people to agree to let the sand trucks pass.

Some people did not agree and continued to block the sand trucks, so the police invited them to work many times and imposed administrative penalties. After many invitations, the police have now prosecuted two women among the protesters.

After the police initiated the case and arrested two people, the district People's Committee reported it to the higher authorities. Mr. Ta Chau Lam, Chairman of the Tan Chau District People's Committee, added that granting a license to a sand mining enterprise was the decision of the provincial People's Committee.

In terms of legal aspects, a lawyer from the Ho Chi Minh City Bar Association said that it is necessary to consider the people's protest behavior in the context of sand trucks affecting their lives.

"Why don't the authorities ask the company to temporarily stop transporting sand until the new road is completed?", the lawyer asked regarding the incident.

This lawyer believes that Tan Chau district authorities need to be cautious and find solutions based on respecting the legitimate rights of local people.

Discussing why the company was not asked to build another route to transport sand to avoid residential areas, Mr. Ta Chau Lam - Chairman of Tan Chau District People's Committee - said that the new route is currently flooded so construction cannot be completed yet.
