Chief Justice of the Supreme People's Court of the Lao People's Democratic Republic visited and worked at the People's Court of Nghe An province
(Baonghean.vn) - On the afternoon of August 24, Comrade Vieng Thoong Si Phan Don - Chief Justice of the Supreme People's Court of the Lao People's Democratic Republic, and his delegation visited and worked with the People's Court of Nghe An province.
Attending the meeting, on behalf of the Supreme People's Court of Vietnam, there were comrade Pham Quoc Hung - Member of the Party Committee, Deputy Chief Justice of the Supreme People's Court; comrade Tran Ngoc Son - Member of the Provincial Party Executive Committee, Chief Justice of the People's Court of Nghe An province, along with many officials and two-level People's Courts in Nghe An.
Nghe An is a locality with a common border of more than 468km long, adjacent to 3 provinces of Xieng Khouang; Hua Phan and Bo Ly Kham Xay of the Lao People's Democratic Republic, stretching across 6 districts and 27 communes of the province.


The natural terrain, history and culture of the border area between Nghe An and the localities of Laos have many similarities. The residents here live in harmony and close to each other; have long-standing family relationships, regularly visit relatives and exchange culture and economy with each other. The Party Committee, government and people of Nghe An province have identified strengthening and promoting comprehensive cooperation with the localities of Laos as one of the important political tasks. Up to now, in addition to traditional cooperation with the three provinces sharing the border mentioned above, Nghe An has expanded cooperation with the provinces of Vientiane, Khammouane, Sa Van Na Khet and Xay Som Bun in many fields.

Regarding the People's Court of Nghe An province, with the consent of the Supreme People's Courts of the two countries, on May 20, 2011, the People's Court of Nghe An province and the People's Court of Xieng Khouang province signed a memorandum of understanding on cooperation. Since then, the two units have regularly exchanged professional expertise, organized delegations to learn from each other's experiences, and built an increasingly close and strong relationship. The leaders of the two units regularly had phone calls to visit, encourage and congratulate each other on special days of the two countries. In addition, the People's Court of Nghe An province was also honored to welcome the People's Court units of neighboring provinces under the Lao Supreme People's Court to visit and work in Nghe An. In 2022, the Chief Justice of the People's Court of Nghe An province was also honored to join the high-ranking delegation of the Supreme People's Court of Vietnam to attend the Conference of the Supreme People's Courts of the three countries of Laos - Vietnam - Cambodia.

At the meeting, the two sides also discussed the work situation and issues of mutual concern to build a more and more developed court system in each country. In particular, Nghe An Provincial People's Court currently has 7 court units and departments; District People's Court has 21 units. On average, in recent years, Nghe An Provincial People's Court at two levels has handled about 13,000 cases, of which the Provincial People's Court handled about 1,500 cases. On average, each judge handles about 8 cases/month; there are units with 12-15 cases/month...

During the meeting, Comrade Vieng Thong Si Phan Don - Chief Justice of the Supreme People's Court of the Lao People's Democratic Republic, highly appreciated the solidarity and close relationship between the two countries in history as well as in recent times. He appreciated the warm welcome from the People's Court of Nghe An province during this visit. From the information exchanged by the People's Court of Nghe An province, the Lao Supreme People's Court will study and disseminate it to all levels of courts in Laos.
In the coming time, Comrade Vieng Thoong Si Phan Don hopes that the People's Court of Nghe An province will continue to maintain and strengthen the cooperative relationship with the People's Court of Xieng Khouang province, a locality adjacent to Nghe An. Especially exchanging professional work and training the staff of the People's Court of Xieng Khouang province...
