(Baonghean.vn) - Continuing the afternoon session, the 13th meeting of the 16th Provincial People's Council, term 2011-2016, held a question-and-answer session.

Comrades Tran Hong Chau – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Son - Member of the Standing Committee, Vice Chairman of the Provincial People's Council; and Tran Van Mao - Standing Member of the Provincial People's Council presided over the session.

Attending the session were comrades Ho Duc Phoc - Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; National Assembly delegates from Nghe An province; comrades in the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee; representatives of leaders of provincial departments, agencies and district-level leaders.

Comrade Tran Hong Chau delivered the opening remarks at the question-and-answer session of the meeting.

Entering the question-and-answer session, Comrade Tran Hong Chau stated: Questioning and answering is one of the important contents of the session, attracting the attention of provincial People's Council delegates and a large number of voters and people of the province. Based on various information channels, the Standing Committee of the Provincial People's Council has selected issues belonging to three sectors to be raised for questioning at this session, including Labor - War Invalids and Social Affairs; Planning - Investment; and Health.

To ensure the quality and effectiveness of the question-and-answer session, it is requested that the assigned Directors of Departments provide clear, specific, and focused answers to the questions, accurately assessing the current situation, existing shortcomings, limitations, and their causes, clearly stating the responsibilities of the relevant departments and the Provincial People's Committee, and outlining solutions for the future. For issues where the leaders of the departments provide unclear answers or relate to other fields, it is requested that the leaders of the Provincial People's Committee provide further explanations. It is requested that the Provincial People's Council representatives ask concise, focused questions that address the issues being questioned and are within the authority of the person being questioned.

Next, on behalf of the Provincial People's Committee, Mr. Hoang Viet Duong – Vice Chairman of the Provincial People's Committee – reported on the results of addressing the opinions and recommendations of voters and provincial People's Council representatives; the issues that were promised, accepted, and noted during the questioning session at the 11th meeting of the 16th Provincial People's Council (held in July 2014); and the results of addressing the recommendations of the supervisory delegations of the Standing Committee and the Committees of the Provincial People's Council.

In the Q&A session, the Director of the Department of Planning and Investment, Nguyen Van Do, explained that attracting investment is a crucial task for the province's development, but implementation after the issuance of investment certificates remains slow. The Director also clarified several limitations in investment attraction, particularly the slow implementation after the issuance of investment certificates. According to Director Nguyen Van Do's explanation, there are five causes and responsibilities of the relevant agencies, including the Department of Planning and Investment; relevant departments and agencies; the responsibility of the district-level People's Committees; and the responsibility of the investors. He also proposed several solutions to address these issues.

Representative Pham Van Tan questioned the situation where many projects are not implemented after being granted permits.

During the questioning session with Director Nguyen Van Do, six provincial People's Council delegates raised questions clarifying the shortcomings and deficiencies in investment attraction efforts over the past period. The questions were focused and of high quality, clearly demonstrating the responsibility of the provincial People's Council delegates towards the province's common issues. The Director of the Department of Planning and Investment also answered frankly, without avoiding the issues raised by the delegates, acknowledging the department's responsibilities and outlining solutions for the future.

During the remainder of the afternoon, the 13th session of the 16th Provincial People's Council also held a ceremony to discuss emulation and commendation. Authorized by the President and the Prime Minister, Comrade Tran Hong Chau presented the Third-Class Labor Medal to three members of the Provincial People's Council: Comrade Nguyen Xuan Son - Vice Chairman of the Provincial People's Council; Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Committee; and Comrade Phan Van Tuyen - Vice Chairman of the Yen Thanh District People's Committee. He also presented Certificates of Merit from the Prime Minister to five members of the Provincial People's Council who had achieved outstanding results from 2009 to 2014.

On behalf of the authorized representative, Comrade Tran Hong Chau presented the Third-Class Labor Medal to 3 delegates of the Provincial People's Council.

The Prime Minister's Certificate of Commendation was awarded to 5 provincial People's Council delegates.

During the two-day session, through the hotline and the citizen reception department, the session received 14 citizen feedback submissions with 17 opinions related to land issues, tutoring, traffic safety violations among students, etc. The feedback from citizens will be forwarded by the Provincial People's Council to the relevant authorities for resolution.
