(Baonghean) - Implementing the Resolution of the 19th Party Congress of Chau Thon commune, term 2010-2015, the Party Committee and people of Chau Thon commune (Que Phong district) have upheld the spirit of solidarity, overcome difficulties, and strived to achieve many important results in various fields, bringing the people's lives to a higher level. Chau Thon is a remote and isolated commune in the mountainous district of Que Phong, with difficult transportation and challenging living conditions for its people. However, through unity and solidarity, the involvement of the Party committee, village heads, influential individuals, and the support of the district, the local socio-economic situation is developing steadily. The people are gradually abandoning outdated customs, striving to overcome poverty, and effectively implementing the policies and guidelines of the Party and the State.

During the 2010-2015 term, the Chau Thon Commune Party Committee implemented numerous policies and resolutions to guide and promote socio-economic development in line with the people's wishes. Typical examples include resolutions on concentrated buffalo and cattle farming in grazing areas; the development of farm economies, mushroom cultivation models, and various vegetable crops; contributing to achieving many targets (including three targets exceeded: local budget revenue; average per capita food production per year; total number of pigs, buffaloes, and cattle); the total area of ​​rice cultivation reached 398 hectares by 2015, with an estimated average annual yield of 51.85 quintals/hectare; and total food production reached 2,151 tons by 2015. To date, the three key economic development areas of Chau Thon – vegetable production, mushroom cultivation models, and livestock farming – have all achieved positive results.

Despite being a remote and isolated commune with difficult transportation, Chau Thon is a relatively prosperous commune in Que Phong district in terms of livestock development, considered a key supplier of livestock and poultry products. The total production value in the final year of the term was 53.805 billion VND, an increase of 15.277 billion VND compared to 2010; the average growth rate over the five years reached 6.91%, exceeding the target set by the congress; average per capita income reached nearly 10 million VND/year, an increase of over 3 million VND compared to the previous term; the poverty rate decreased to 48.68%. The commune now has nearly 10 trucks and passenger vehicles of various types, and 32 commercial establishments (an increase of 28 establishments compared to the beginning of the term). Over the past five years, the commune has invested in the construction of 28 projects, mainly canals, new rural roads, schools, community houses in hamlets and villages, etc., with the largest investment being the multi-story secondary school with a total investment of over 11 billion VND.

Significant progress has been made in the cultural and social sectors thanks to the leadership and guidance of the Party Committee and government, and the involvement of various departments, agencies, and mass organizations at all levels. The quality of teaching and learning in schools has improved; the percentage of children attending school at the appropriate age has reached 100%; the graduation rate for primary and secondary school students has also reached 100%; and in the field of public health care, the commune has maintained its national standard for healthcare.

Traditional cultural and artistic movements reflecting national identity are gradually being restored, contributing to improving the spiritual life of the people. Chau Thon is one of the communes that has successfully implemented the "All people unite to build a cultured life in residential areas" campaign, linked with the "Reforming backward customs in weddings, funerals, and hygienic living" project. National defense and security work is always recognized and highly appreciated by the district, and the villages are united and peaceful...

For the 2015-2020 term, Chau Thon commune set the goal of continuing to leverage internal resources, taking advantage of external resources, and effectively exploiting all the potential and strengths of the locality, focusing on livestock farming, developing the potential for farm development, mushroom cultivation, and vegetable farming models; ensuring solid national defense and security. At the same time, promoting democracy, maintaining discipline, and building increasingly strong organizations within the political system. The aim is to make Chau Thon one of the relatively prosperous communes in the Southwest cluster of Que Phong district by 2020. Regarding specific goals, the target is an average economic growth rate of 6-6.5% over the five years (2015-2020); per capita income reaching 18-20 million VND by 2020; and an average annual increase of 10-15% in the commune's budget revenue. Total food production reached 2,438 tons by 2020 (585 kg/person/year). Three schools in the commune met national standards; the poverty rate decreased by an average of 2-3% annually...; the commune Party Committee achieved the "clean and strong" status annually; 15 new Party members were admitted each year.

In the coming term, Chau Thon commune will also identify its strengths in agricultural production, focusing on commercial livestock farming. Besides emphasizing the quality of breeding stock, the commune will effectively implement planning for concentrated grazing areas, encourage the development of livestock farming groups in existing farming areas such as Huoi Xai, Xoong Con, Nam Cong, Pha Lai, etc.; maintain a veterinary medicine cabinet in the commune to effectively serve disease prevention and control in livestock; and expand the area of ​​aquaculture ponds in the commune. In addition, it will encourage the development of traditional crafts such as brocade weaving and basket weaving. Particularly, it will focus on directing and strongly developing the movement of women helping each other in family economic activities, raising healthy children, and educating them well; the movement of young people striving for livelihood and establishing careers; and the movement of farmers excelling in production and business.
