Regime for press inspectors

From October 1, 2017, the remuneration regime for readers, listeners, and viewers to check the archived press will be implemented according to the provisions of Circular 81/2017/TT-BTC newly issued by the Ministry of Finance.

The Circular clearly states that readers, listeners, and viewers to check archived newspapers and evaluate the content of archived newspapers include: Civil servants assigned to regularly read, listen, and watch archived newspapers of the Press Department, the Department of Radio, Television and Electronic Information under the Ministry of Information and Communications; civil servants assigned to regularly read, listen, and watch archived newspapers of the Department of Information and Communications; collaborators are people who are signed a contract by the Press Department, the Department of Radio, Television and Electronic Information, the Department of Information and Communications to read, listen, and watch to check archived newspapers...

The basis for calculating reading, listening, and viewing standards to check the archived press is news and articles published and broadcast in the press.

The maximum remuneration for reviewing the content of archived press is 500,000 VND/issue/document for comments (maximum 03 comments/01 issue).

For expenses for organizing appraisal council meetings on issues related to archived press: The chairperson pays 150,000 VND/person/meeting; for attending members, the expense is 100,000 VND/person/meeting.

The payment level for reading, listening, and viewing to check the archived press and evaluate the content of the archived press as prescribed in this Circular is the maximum payment level. The Minister of Information and Communications shall prescribe specific payment levels for the Press Department, the Department of Radio, Television and Electronic Information to make appropriate expenditures but not exceeding the prescribed maximum payment levels.

Based on the actual situation in the locality and the ability to balance the local budget, the People's Committee of the province or centrally-run city shall submit to the People's Council of the same level for decision on specific expenditure levels in the locality as appropriate, but not exceeding the maximum prescribed level.

This Circular takes effect from October 1, 2017.
