According to the report of the Finance and Budget Committee, in 2015, the management and use of capital, funds and state assets had many positive changes; however, there were still many shortcomings and limitations. Specifically, the state apparatus was still cumbersome, operated inefficiently and was a burden on state budget expenditure with the regular expenditure ratio being 67.7% of the total state budget expenditure in 2015.

Violations in the management and use of construction investment capital from the state budget occur in almost all stages of the investment process without effective solutions, causing loss and waste of the state budget and are slow to be resolved.

Investment is still spread out, project approval is not really in line with actual requirements, causing loss of investment capital, and project operations are ineffective.

Among them, 5 projects are receiving public attention and raising big questions about budget loss and waste, namely: Dinh Vu Fiber Factory, Thai Nguyen Iron and Steel Factory Phase 2 with an investment of over 8,000 billion VND are still "shelved" after nearly 10 years of implementation; Ninh Binh Nitrogen Plant, ethanol gasoline plant in a northern province; student dormitories in Hanoi and some provinces and cities invested thousands of billions of VND but no students use them; Hanoi Museum after nearly 5 years of operation has very low efficiency.

In particular, the project that voters are most interested in is the Cat Linh - Ha Dong high-speed railway, which is being constructed slowly compared to the original target, with construction costs exceeding estimates, causing capital waste and labor safety risks during construction.

Thus, the streamlining of staff is not effective; the management of investment capital still has many limitations from the project approval stage to loose construction supervision, causing great loss and waste, weighing heavily on the State Budget.
