Dien Chau Tax Department: Overcoming difficulties and striving to exceed the target.
(Baonghean) - Aggregate data up to September 2016 shows that: Dien Chau Tax Sub-department collected 185.9 billion VND, equivalent to 85.5% of the provincial target and 168.5% compared to the same period last year.
Every year, collecting budget revenue is a challenging task because the target for the following year is higher than the previous year. Every district understands this, but with a sense of responsibility, leveraging the intellectual capacity of its staff, improving management solutions, and seeking new revenue sources, the Dien Chau District Tax Office has achieved its budget revenue collection targets and is determined to achieve even higher results in the remaining months of the year.
The provincial budget revenue target for 2016 was 226 billion VND. Total revenue collected in the district for the first nine months reached 185.9 billion VND, equivalent to 85.5% of the provincial target and 84.8% of the district People's Council target, representing a 118% increase compared to the same period last year. Excluding land use fees, the revenue reached 107.321 billion VND, equivalent to 78.11% of the target and 168.5% compared to the same period in 2015. According to estimated figures for the first ten months, the Dien Chau Tax Department has collected 205 billion VND, indicating a high likelihood of achieving the target ahead of schedule.

Several revenue items met or exceeded the projected targets, including: Corporate income tax of VND 10.857 billion, reaching 108.6% of the target; Business license tax of VND 2.059 billion, reaching 106.6% of the target; Other budget revenue of VND 4.781 billion, reaching 106.2% of the target; Fees and charges of VND 3.454 billion, reaching 98.7% of the target,…
Tax revenue from non-state-owned industrial, commercial, and service enterprises in the area largely depends on tax revenue from construction enterprises in the area. Meanwhile, in the first nine months of the year, the production and business situation of enterprises in the area faced many difficulties; construction enterprises had no new projects, new investment activities were limited, and businesses mainly engaged in trade and services had limited purchasing power.
Furthermore, the impact of the environmental disaster in the central coastal region has made business and seafood trading activities in the area very difficult. In the first nine months of the year, 52 new businesses registered in the area, but 25 businesses dissolved or went bankrupt, and 81 businesses did not generate any tax revenue.

One of the reasons for Dien Chau's high tax revenue is the effective leadership and guidance from the Tax Department, the local Party committee and government, and the successful collection of outstanding tax debts. The head of the Tax Sub-department stated: "The handling of outstanding tax debts has been implemented decisively, and the tax debt has decreased significantly."
Mr. Nguyen Xuan Hue, Head of the Dien Chau Tax Department, said: The department is aggressively implementing measures and solutions to increase budget revenue in the last three months of the year, striving to exceed the annual target. Measures and solutions are being applied to urge debt collection and enforce tax debt recovery in order to limit the 발생 of new debts.
In addition, the Sub-Department will closely monitor the progress of budget revenue collection, specifically evaluate and analyze each revenue collection area, each revenue zone, and each tax type. Simultaneously, it will identify potential revenue sources and areas/types of taxes where revenue is being lost, in order to promptly propose effective management solutions and direct relevant departments and levels at the local level to cooperate with the tax authorities in implementation.
The Sub-Department also focused on directing and effectively implementing the Law amending and supplementing a number of articles of the Law on Value Added Tax, the Law on Special Consumption Tax, and the Law on Tax Administration, based on strengthening information and communication through mass media; organizing training and dialogue to provide information and resolve difficulties for taxpayers; and promptly conveying new tax policies via the internet so that taxpayers are aware of and comply with them.

Strengthen the inspection and supervision of tax declarations by taxpayers, focusing on inspecting business sectors with high risk indicators; and business sectors showing signs of incomplete or untimely declaration of tax liabilities.
Strengthen efforts to collect outstanding tax debts and aggressively apply coercive measures to recover them. Widely publicize cases of taxpayers with large and long-standing debts through mass media, especially on the public address systems of communes; direct relevant agencies to coordinate measures in the recovery of outstanding tax debts.
Continue to comprehensively review and reform administrative procedures in the field of tax management, reducing the time and costs involved in carrying out tax-related administrative procedures. Promote the application of information technology in tax management, widely implement electronic tax declaration and payment, ensuring that 100% of businesses maintain electronic tax declaration and payment, and regularly urge the timely and complete payment of fixed taxes at the commune level into the state budget through the State Treasury.
