Maintain tuition fees for the 2022-2023 school year at the same level as the 2021-2022 school year

Deputy Prime Minister Vu Duc Dam signed and issued Resolution 165/NQ-CP dated December 20, 2022 of the Government on tuition fees for public educational and training institutions for the 2022-2023 school year.

The Decree states: For tuition fees of public universities and vocational training institutions, the tuition fee collection level for the 2022-2023 school year shall be kept stable at the same level as the tuition fee collection level for the 2021-2022 school year issued by the educational institution in accordance with the provisions of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government stipulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training. The State shall compensate for tuition exemption and reduction according to the tuition fee ceiling for the 2021-2022 school year prescribed in Decree No. 81/2021/ND-CP.

Prime Minister's telegram on ensuring traffic order and safety during Tet and Spring Festival 2023

Prime Minister Pham Minh Chinh signed Official Dispatch No. 1174/CD-TTg dated December 19, 2022 on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2023.

The telegram requests the National Traffic Safety Committee, ministries, branches, socio-political organizations and People's Committees of provinces and centrally-run cities to step up propaganda and mobilize people and traffic participants to voluntarily comply with traffic safety laws, obey the commands and instructions of functional forces; give way and help each other when participating in traffic; proactively participate in safe traffic and implement "If you drink alcohol or beer - do not drive"; do not speed or recklessly overtake; do not carry more people than prescribed; wear standard helmets when riding motorbikes, motorbikes, electric bicycles; prevent accidents at railway and inland waterway level crossings...

Prime Minister Pham Minh Chinh signed Directive No. 22/CT-TTg dated December 23, 2022 on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2023.

To ensure a joyful, healthy, safe and economical Lunar New Year 2023, the Directive requires ministries, branches and localities to: Prepare the supply of essential goods and goods with high consumer demand; strengthen inspection and control to prevent and combat smuggling and trade fraud; develop agricultural production, provide adequate supply of food and foodstuffs; strengthen measures to prevent and combat epidemics, especially the COVID-19 epidemic; pay attention to supporting workers with sharply reduced income, loss of jobs, and lack of jobs; prevent people from returning home late to celebrate Tet due to lack of transportation; deploy a peak period of attacking and suppressing crimes before, during and after the Lunar New Year; serve well the payment needs and cash withdrawal needs through the ATM system...

Issuing a Decree amending Decrees related to submission and presentation of paper household registration books

Deputy Prime Minister Vu Duc Dam signed Decree No. 104/2022/ND-CP of the Government amending and supplementing a number of articles of decrees related to the submission and presentation of paper household registration books and temporary residence books when performing administrative procedures and providing public services.

Decree No. 104/2022/ND-CP removes the regulation on submitting and presenting paper household registration books and temporary residence books when carrying out administrative procedures and providing public services, mainly in many fields such as: employment, health insurance, education, health, land, tax, housing, social housing, electricity, adoption, etc.

Instead, when performing the above procedures, people only need to present one of the following documents: Citizen identification card, identity card, certificate of residence information, personal identification number notification and citizen information in the National Population Database.

New functions, tasks and organizational structure of the Ministry of Agriculture and Rural Development

Deputy Prime Minister Pham Binh Minh signed Decree 105/2022/ND-CP dated December 22, 2022, stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development.

The Ministry of Agriculture and Rural Development is a Government agency performing the function of state management in the following sectors and fields: Agriculture, forestry, salt industry, fisheries, irrigation, natural disaster prevention, rural development; state management of public services in sectors and fields under the management of the Ministry according to the provisions of law.

Functions, tasks and organizational structure of the National Academy of Public Administration

Deputy Prime Minister Pham Binh Minh signed and issued Decision 27/2022/QD-TTg dated December 19, 2022, stipulating the functions, tasks, powers and organizational structure of the National Academy of Public Administration under the Ministry of Home Affairs.

Accordingly, the National Academy of Public Administration is a public service unit under the Ministry of Home Affairs.

The National Academy of Public Administration is a special-class public service unit, a national center performing the functions of training, fostering capacity, knowledge, and skills in administration, leadership, and management for cadres, civil servants, and public employees; training human resources; conducting administrative science research; advising and consulting the Ministry of Home Affairs in the field of administration and state management.

Simplify procedures for importing used technological lines

Deputy Prime Minister Le Minh Khai signed Decision No. 28/2022/QD-TTg dated December 20, 2022 amending and supplementing a number of articles of Decision No. 18/2019/QD-TTg dated April 19, 2019 regulating the import of used machinery, equipment and technological lines.

According to the new regulations, high-tech enterprises or high-tech application projects or projects subject to special investment incentives as prescribed in Clause 2, Article 20 of the Investment Law are allowed to choose to import used technological lines according to the import dossiers and procedures prescribed in Article 7 of Decision No. 18/2019/QD-TTg dated April 19, 2019 or according to the import dossiers and procedures according to the method of simplifying import procedures prescribed in Decision No. 28/2022/QD-TTg.

10 key tasks to ensure water security

Deputy Prime Minister Vu Duc Dam signed Decision No. 1595/QD-TTg dated December 23, 2022 promulgating the Action Plan to implement Conclusion No. 36-KL/TW dated June 23, 2022 of the Politburo on ensuring water source security and safety of dams and reservoirs until 2030, with a vision to 2045.

According to the Plan, there are 10 key tasks that ministries, branches and localities need to focus on implementing to ensure water security and safety of dams and reservoirs: 1- Strengthen propaganda and raise awareness among cadres, party members and people about ensuring water security and safety of dams and reservoirs in the new situation.

2- Perfecting institutions and policies on ensuring water security and safety of dams and reservoirs.

3- Improve the effectiveness and efficiency of state management of water resources, dam and reservoir safety.

4- Improve the quality of planning and basic investigation work.

5- Improve the capacity to store, regulate, distribute water resources, drain and drain water to serve production and people's lives.

6- Improve the quality and efficiency of management, operation and ensure the safety of dams and reservoirs.

7- Improve capacity to prevent and combat natural disasters related to water and climate change.

8- Improve the quality of research, development, application of science and technology, digital transformation in ensuring water security, safety of dams and reservoirs.

9- Strengthen environmental protection, protect water resources, prevent pollution, degradation and depletion of water resources.

10- Strengthen cooperation and diplomacy with international partners and countries sharing water resources with Vietnam.
