1. Regulations on the operation of the Prime Minister's Working Group

The Prime Minister has just issued Decision No. 1289/QD-TTg to complete and promulgate the Operating Regulations of the Prime Minister's Working Group to monitor, urge, and inspect the implementation of tasks, conclusions, and directions of the Government and Prime Minister.
The working group is responsible for advising and assisting the Prime Minister in monitoring and urging ministries, agencies and localities to carry out tasks, conclusions and directions assigned by the Government and the Prime Minister; and is authorized by the Prime Minister to inspect ministries, agencies and localities in carrying out tasks, conclusions and directions of the Government and the Prime Minister.
Perform coordination tasks in implementing tasks, conclusions, and directions assigned by the Government and Prime Minister when ministries, agencies, and localities have different opinions.
2. Implementing the Law on State Compensation Liability

The Prime Minister has just issued a Plan to implement the Law on State Compensation Liability.
The purpose is to specifically determine the work contents, time, completion progress, responsibilities of ministries, ministerial-level agencies, government agencies (hereinafter referred to as ministries), localities and relevant agencies and organizations in carrying out activities to implement the Law on State Compensation Liability nationwide.
At the same time, determine an effective coordination mechanism between ministries with the Supreme People's Court and the Supreme People's Procuracy in implementing the Law on State Compensation Liability nationwide.
According to the Plan, the Ministry of Justice and the Supreme People's Court shall preside over and coordinate with relevant ministries, agencies and organizations to develop legal documents detailing and guiding the implementation of assigned contents in the Law on State Compensation Liability; organize the review of legal documents related to the Law on State Compensation Liability; promptly cancel, amend, supplement or propose to competent authorities to issue new documents in accordance with the Law on State Compensation Liability.
3. Adjusting the Vietnam Coal Industry Development Plan

The Prime Minister has just approved adjustments and supplements to the Vietnam Coal Industry Development Plan to 2020, with a vision to 2030 (adjusted).
According to the adjustment, by 2020, the coal industry will invest in building new coal screening plants such as: Vang Danh 2 with a capacity of about 2.0 million tons/year; Khe Than with a capacity of about 2.5 million tons/year; Hon Gai region's centralized coal processing and storage center with a capacity of about 5.0 million tons/year (newly build module 1 with a capacity of 2.5 million tons/year in Ha Khanh Ward and maintain Nam Cau Trang screening plant until the end of 2018; after 2018, move Nam Cau Trang screening plant to the location of the built centralized coal processing and storage center to install module 2 with a capacity of 2.5 million tons/year); Khe Cham with a capacity of about 7.0 million tons/year; Lep My with a capacity of about 4.0 million tons/year.
4. Investing in developing the local health system

The Prime Minister has just approved the Target Program for Investment in Developing the Local Health System for the 2016 - 2020 Period.
Accordingly, by 2020, strive to contribute to achieving the target of 26.5 hospital beds/10,000 people; continue to focus on investment, complete 64 transitional projects that were invested in during the period 2011-2015 but not completed due to lack of capital and implement at least 28 new projects in the period 2016-2020 and increase when supplemented with central budget sources but not more than 52 projects.
The total capital for implementing the Program is 19,829 billion VND (adjusted to increase when there is a source but not exceeding 22,500 billion VND), of which the central budget development investment capital is 2,389 billion VND (adjusted to increase when there is a source but not exceeding 5,060 billion VND); ODA capital and aid 4,940 billion VND; local budget capital and lottery 10,000 billion VND; other capital sources 2,500 billion VND.
5. Timely information on changes in US import policy

The Government Office has just issued a document conveying the Prime Minister's direction on information reflecting changes in US import policy.
Previously, in the document on some socio-economic news on August 22, 2017, it was reported that in the past 7 months, the US Food and Drug Administration (FDA) had issued 32 warnings to Vietnamese enterprises exporting goods to the US, because the enterprises did not promptly grasp and adapt to changes in US import policies. A series of enterprises exporting goods to the US were eliminated from the market due to not promptly meeting the new regulations (Sai Gon Giai Phong Electronic Newspaper, August 22, 2017).
Regarding this content, the Prime Minister assigned the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development to regularly study and grasp changes in US import policies and regulations and strengthen information, propaganda, and timely and complete dissemination to relevant agencies, associations, and enterprises to have effective response measures and minimize damage to Vietnamese export enterprises.
6. Continue to improve health insurance policies and laws

Deputy Prime Minister Vuong Dinh Hue requested the Ministry of Health to accept and explain the recommendations of relevant ministries and agencies, and complete the Draft Decree amending Decree No. 105/2014/ND-CP dated November 15, 2014 of the Government detailing the implementation of the Law on Health Insurance, ensuring compliance with the provisions of the Law on Health Insurance and related laws, in accordance with reality, the balance capacity of the state budget and the balance capacity of the Health Insurance Fund. For the contents that are not accepted, there must be a specific and convincing explanation.
In addition, there must be a comprehensive assessment report on the implementation results of the Law on Health Insurance, the management and use of the Health Insurance Fund, specific recommendations for solutions, and a report to the Government.
The Ministries of Health, Finance and Vietnam Social Security, based on their assigned functions and tasks, shall strengthen the inspection and examination of the implementation of health insurance policies; promote the application of information technology in the management and implementation of health insurance policies.
The Ministry of Health and Vietnam Social Security strengthen coordination in building and implementing health insurance policies; proactively discuss and resolve difficulties, and have regulations to ensure regular, timely and effective coordination between the two agencies.
7. Request to check information of businesses accusing customs of 'eating' money

The Prime Minister requested the Ministry of Finance to check and handle information posted in Tien Phong newspaper through the article: "Enterprises are again upset to accuse customs of "eating" money without invoices".
Previously, on August 19, 2017, Tien Phong newspaper published an article "Enterprises again indignantly accuse customs of "taking" money without invoices", stating: "After more than a year, the representative of the Import-Export Department of Duc Giang Detergent and Chemical Joint Stock Company accused of having to pay extra costs without invoices to customs officers at Dinh Vu port, on August 18, the company's Chairman, Mr. Dao Huu Huyen, personally spoke up to say that the enterprise still had to pay extra costs to customs with a reduction from 10 million VND to 5 million VND/container".
The Prime Minister requested the Ministry of Finance to check and handle the above reflected information, and report the results of the check and handling to the Prime Minister before September 30, 2017.
8. Accurately forecast teacher needs, overcome local surpluses and shortages

The fact that the number of trained teachers is greater than the demand for teachers, leading to the situation where pedagogical graduates have difficulty finding jobs, is the main reason for the low admission scores to some pedagogical colleges and universities.
To overcome the above limitations, Deputy Prime Minister Vu Duc Dam requested the Ministry of Education and Training, localities and relevant ministries and branches to focus on directing and implementing a number of tasks. Specifically, the Ministry of Education and Training will preside over and coordinate with the Ministry of Home Affairs and localities to review and count the number of teachers at each level and subject. On that basis, forecast the need for training and retraining, and overcome local surpluses and shortages.
The Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to review, evaluate, and develop standards for local pedagogical schools to plan and rearrange pedagogical schools in the direction of forming a number of key schools (which may have branches in localities) to ensure uniform quality of teacher training. Improve the quality of teachers at all levels.
9. Inspect and strictly handle acts of destroying natural forests.

Prime Minister Nguyen Xuan Phuc assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with localities and relevant agencies to strengthen inspection, examination, and strictly handle violations of regulations and destruction of natural forests nationwide.
Recently, Thanh Tra newspaper reported: Many forces participated in contracting, protecting, and looking after Ba Be National Park, but rare ironwood trees were still cut down; including many ironwood trees that were cut down right at the place where the District Police and the Ba Be District Military Command received the contract to protect.
The Prime Minister assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with localities and competent agencies to strengthen inspection, examination, and strictly handle violations of regulations and destruction of natural forests nationwide, and promptly report to the Prime Minister.
10. Review of the proposal for the coastal road project

Deputy Prime Minister Trinh Dinh Dung has just given instructions regarding the investment project to build a coastal road section through Hai Phong city and 9 km in Thai Binh province.
Previously, Pacific Shipbuilding Joint Stock Company and Khien Ha Trading Company Limited had a request regarding the operation of shipyards being affected by the overpass project on Van Uc River, Hai Phong City.
The Deputy Prime Minister assigned the Ministry of Transport to preside over and coordinate with the People's Committee of Hai Phong city and relevant agencies to organize the inspection and review of the proposed investment project to build the coastal road section through Hai Phong city and 9 km in Thai Binh province under the form of public-private partnership, and report to the Prime Minister before September 20, 2017.
The project to build a coastal road section passing through Hai Phong and Thai Binh province is 29.7 km long (20.782 km in Hai Phong city and 8.925 km in Thai Binh province).
There will be 8 bridges built on the Hai Phong - Thai Binh route. Of these, the 2 largest bridges are the Van Uc River overpass, nearly 2 km long, and the Thai Binh River overpass, more than 1 km long.
