1. Ensuring safety in chemical production and trading

The Government has just issued Decree 113/2017/ND-CP detailing and guiding the implementation of a number of articles of the Law on Chemicals.
This Decree details and guides the implementation of a number of articles of the Law on Chemicals regarding: General requirements to ensure safety in the production and trading of chemicals; chemicals produced and traded under conditions in the industrial sector; conditions, records, procedures and formalities for granting Certificates of eligibility for the production and trading of chemicals produced and traded under conditions in the industrial sector; conditions for the production and trading of industrial precursors; records, procedures and formalities for granting Licenses for the export and import of industrial precursors.
2. Simplify 71 administrative procedures under the management of the Ministry of Finance

Accordingly, the simplification content relates to 71 administrative procedures in 3 areas: Securities (32 procedures); customs (2 procedures); tax (37 procedures).
In particular, in the securities sector, simplify the licensing procedures, adjust the establishment and operation licenses of public securities investment companies due to mergers and acquisitions. Specifically, remove the copy of the valid identity card or passport of the expected member of the board of directors, the legal representative of the public securities investment company, founding shareholders; Director (General Director), Deputy Director (Deputy General Director) and fund manager (for Vietnamese citizens) as prescribed in Article 78 of Decree No. 58/2012/ND-CP.
The procedure for registering for a certificate of practice in tax procedures has also been simplified. Accordingly, the requirement to submit a CV certified by a competent labor management agency or the People's Committee of the commune, ward or town where the applicant resides as prescribed in Article 12 has been removed, and the criteria for date of birth, hometown and additional information on personal identification number have been removed in application forms 6a and 6b issued with Circular No. 117/2012/TT-BTC.
3. Criteria for Border Guard Stations in remote areas

According to regulations, Border Guard Stations in remote areas are Border Guard Stations that have one of the following criteria:
1- Stationing and managing mountainous communes, island communes, and coastal areas with complex, rugged, and isolated natural terrain, difficult transportation, and far from district-level administrative centers.
2- Stationing and managing mountainous and island communes with regional allowances of 0.2 or more and special allowances of 30% or more according to regulations of competent state agencies.
3- Stationing and managing communes and wards in areas of key importance for political security, order and social safety.
4. Live broadcast of Day for the Poor

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the meeting to prepare the Day for the Poor Program.
Deputy Prime Minister Vuong Dinh Hue assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with the Ministry of Information and Communications and the Vietnam Journalists Association to urgently complete the plan to organize the first Press Award on poverty reduction in the 2016-2020 period, and report to the Prime Minister.
The Ministry of Labor, War Invalids and Social Affairs has prepared a report on sustainable poverty reduction from January 1, 2016 to present and sent it to press agencies to inform and propagate poverty reduction and the organization of the Program.
The Ministry of Information and Communications shall preside over and coordinate with Vietnam Television, Voice of Vietnam, and Vietnam News Agency to organize a peak propaganda campaign on poverty reduction and this Program before, during, and after organizing the Program.
The live broadcast of the Day for the Poor is scheduled to take place on the evening of October 15, 2017 at two locations.
5. Support for domestic violence prevention

The Prime Minister has just approved the investment policy for the Project "Supporting the development and implementation of policies and programs to prevent and respond to gender-based violence, domestic violence and address prostitution based on evidence and human rights approach" funded by the United Nations Population Fund (UNFPA).
The project is implemented from 2017 - 2021 with non-refundable ODA capital of 3,757,083 USD.
The Project aims to support the development, improvement and implementation of laws, policies, programmes and services related to the prevention and response to gender-based violence (GBV), domestic violence (DV), and prostitution based on evidence and human rights approaches.
6. Accelerate the application of automatic non-stop electronic toll collection

Deputy Prime Minister Trinh Dinh Dung has just given instructions on the implementation of a non-stop electronic toll collection system on National Highway 1 and Ho Chi Minh Road through the Central Highlands (ETC Project).
The Deputy Prime Minister agreed in principle that the Ministry of Transport and the Investor of the Project on automatic electronic toll collection on National Highway 1 and Ho Chi Minh Road through the Central Highlands (ETC Project) continue to negotiate with the Investors of the road traffic project under the BOT Contract form (BOT Project) to add toll stations to the ETC Project to accelerate the application of automatic electronic toll collection, as required by the roadmap in Decision No. 07/2017/QD-TTg dated March 27, 2017, ensuring the interests between the BOT Project investor and the ETC Project investor.
7. Check to ensure safety in drainage system construction

Permanent Deputy Prime Minister Truong Hoa Binh requested Chairmen of People's Committees of provinces and centrally-run cities to direct Chairmen of People's Committees at all levels and relevant functional agencies to strengthen inspection and urge Project Management Boards, investors, supervision and construction units to strictly comply with legal regulations on ensuring safety in construction and traffic safety when constructing drainage system construction works in the area.
The Deputy Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to direct the Chairmen of the People's Committees at all levels and relevant functional agencies to strengthen inspection and urge the Project Management Board, investors, supervision and construction units to strictly comply with the provisions of law on ensuring safety in construction and traffic safety when constructing drainage system construction works in the area.
8. Check the reflection of high water transport costs due to bribery

The Prime Minister has just given instructions on some socio-economic information reflected in the press on October 3, 2017.
Specifically, regarding the reflection in Tuoi Tre newspaper (Waterway transport fees are higher than road, rail and sea transport fees, partly due to tolls on rivers, causing the potential and strength of the South, which is rivers, to not be fully exploited...), the Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministry of Public Security to organize a specific inspection and report to the Prime Minister in October 2017.
Regarding the reflection in Bizlive newspaper (Cai Mep-Thi Vai Container Port, Ba Ria-Vung Tau province, despite an investment of 2 billion USD, only operates at 15-20% capacity due to poor traffic connections and limited, localized coordination of goods flows in the area...), the Prime Minister assigned the Ministry of Transport to organize research on solutions and report to the Prime Minister in October 2017.
9. Handling the act of producing fake and poor quality fertilizers

The Deputy Prime Minister assigned the Ministry of Agriculture and Rural Development to promptly advise and propose amendments, supplements and completion of legal documents to strictly manage fertilizer quality; at the same time, coordinate with relevant forces to conduct focused inspections of prominent areas and hotspots of production and trading of fake and poor quality fertilizers.
The Ministry of Industry and Trade directs the Market Management force to strengthen inspection and control of the implementation of legal regulations on goods quality, production conditions, business, and preservation of fertilizer goods.
The Deputy Prime Minister assigned the Standing Office of the National Steering Committee 389 to closely monitor the situation, synthesize and report to the Prime Minister and the Head of the National Steering Committee 389 on the results of the fight against and handling of violations related to the production and trading of fake and poor quality fertilizers.
10. Transforming the model of the Cultural - Tourism Village of Vietnamese ethnic groups

The Government Office has just announced the conclusion of Prime Minister Nguyen Xuan Phuc at the Government Standing Committee meeting on the management model and organization of activities of the Vietnam Ethnic Culture and Tourism Village.
The conclusion announcement stated that if the Vietnam Ethnic Culture and Tourism Village continues to follow the current model, it will have difficulty mobilizing investment resources from society, will not be able to make a breakthrough in cooperation and implementation of the Village's activities, and will therefore continue to be ineffective. It is necessary to build a new model that is attractive enough with favorable conditions to strongly attract private investment, promote public-private cooperation, and radically reduce state subsidies.
The Prime Minister assigned the Ministry of Culture, Sports and Tourism to urgently complete the Project on converting the model of the Management Board of the Cultural and Tourism Village of Vietnamese Ethnic Groups, collect opinions from ministries, experts, scientists, cultural managers, and report to the Government Standing Committee at the end of the first quarter of 2018.
The Prime Minister agreed to continue implementing mechanisms and policies for the Management Board of the Vietnam Ethnic Culture and Tourism Village until the new Project is approved by the Prime Minister.
