1. Establish a National Steering Committee on economic restructuring and growth model innovation

The Prime Minister has just decided to establish a National Steering Committee on economic restructuring and growth model innovation, with the Prime Minister as Chairman. The Standing Deputy Chairman is Deputy Prime Minister Vuong Dinh Hue. The Deputy Chairman is the Minister of Planning and Investment.
The Steering Committee has the function of advising and assisting the Government and the Prime Minister in directing, urging, regulating and coordinating ministries, ministerial-level agencies, government agencies and localities in restructuring the economy and renewing the growth model.
The Steering Committee's task is to research, synthesize and propose to the Government and Prime Minister good examples, good practices and bad examples in restructuring the economy and transforming the growth model in sectors, fields and localities; recommend to the Government and Prime Minister solutions to replicate good examples and good practices; recommend and propose the Party and State's policies and solutions on restructuring the economy and renewing the growth model...
2. Report to the Prime Minister on the establishment of criteria for golf course formation

To consider supplementing the planning and approving the golf course investment policy in the coming time, the Prime Minister assigned the Ministry of Planning and Investment to urgently report to the Prime Minister on the development of golf course criteria in November 2017; study decentralization, take responsibility, and regulate golf course investment policies in the process of amending and supplementing the Investment Law, and submit to the National Assembly.
The Prime Minister noted that in the process of researching and amending and supplementing the above regulations, the Ministry of Planning and Investment will periodically synthesize the needs of localities every 6 months, submit to the Prime Minister the supplementary planning and approve the investment policy of golf courses, not submit it individually as is currently the case.
3. Commendation of the force that arrested the subject producing fake lubricants

Permanent Deputy Prime Minister Truong Hoa Binh praised the Department of Investigation Police on Economic Crimes and Corruption (PC46) of Ho Chi Minh City Police and coordinating units in the case of detecting and arresting subjects producing and trading fake and poor quality lubricants.
Previously, a newspaper published on October 14, 2017 reported that the Economic and Corruption Crime Investigation Police Department, Ho Chi Minh City Police, had discovered and arrested 6 subjects who produced and traded large quantities of counterfeit lubricants bearing the brand names of several famous brands.
Regarding this, the Deputy Prime Minister commended the PC46 Department of Ho Chi Minh City Police and the coordinating units in the case of detecting and arresting subjects producing and trading fake and poor quality lubricants.
4. Support students to start a business

The Prime Minister has just approved the Project "Supporting students to start businesses until 2025".
The project aims to promote the entrepreneurial spirit of students and equip them with knowledge and skills on entrepreneurship during their time at school. Create a favorable environment to support students in forming and realizing ideas and start-up projects, contributing to creating jobs for students after graduation.
By 2020, 100% of universities, academies, colleges and junior colleges will have plans to support students in starting a business; at least 90% of students of universities, academies, colleges, junior colleges, high schools and vocational education and continuing education centers will be educated and provided with knowledge and skills on starting a business before graduation.
5. Completing the Financial Management Regulations of the Parent Company - Oil and Gas Group

The Government Office has just announced the conclusion of Prime Minister Nguyen Xuan Phuc on the draft Decree promulgating the Financial Management Regulations of the Parent Company - Vietnam Oil and Gas Group (PVN).
The Prime Minister assigned the Ministry of Justice to preside over and coordinate with relevant agencies to review the draft Financial Management Regulations of the Parent Company - Vietnam Oil and Gas Group submitted by the Ministry of Finance to the Government, creating favorable and proactive conditions for PVN in business investment in accordance with the characteristics of the oil and gas industry, while ensuring strict compliance with current laws, and reporting to the Government at the regular meeting in November 2017.
The Prime Minister also assigned the Vietnam Oil and Gas Group to urgently propose solutions to the issue of granting guarantees for the Long Son Petrochemical Project, including analyzing and clarifying the positive and negative aspects of each solution, reporting to the Ministry of Industry and Trade for consideration, completion, and submission to the Prime Minister before November 5, 2017.
6. Shorten the time to confirm Vietnamese citizens' personnel abroad

The Government has just issued Resolution No. 112/NQ-CP on simplifying administrative procedures and citizen papers related to population management under the state management functions of the Ministry of Public Security. Accordingly, the procedures for granting personnel certificates to Vietnamese citizens abroad will be simplified.
Specifically, shorten the time for verifying and handling administrative procedures at the Immigration Management Office of the Provincial Police from 25 working days to 20 working days as prescribed in Clause 8, Article 1 of Joint Circular No. 08/2013/TTLT-BCA-BNG dated August 20, 2013.
At the same time, remove the requirement to present identity card; birth certificate or household registration book for people under 14 years old for the procedure "Issuing border exit and entry passes for Vietnamese citizens permanently residing in communes, wards and towns adjacent to the Vietnam - China border at the commune-level police" stipulated in Article 6 of Circular No. 67/2013/TT-BCA dated December 11, 2013 of the Ministry of Public Security.
7. Strengthening forest management and protection

The Government Office has just announced the conclusion of Prime Minister Nguyen Xuan Phuc at the National Online Conference on "Strengthening forest management and protection and solutions for implementation in the coming time".

The Deputy Prime Minister assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with relevant ministries and agencies to propose and supplement policies and measures to solve specific issues related to people's lives in the short and long term according to the direction of the Prime Minister in Document No. 904/VPCP-TKBT dated April 11, 2017 and No. 2723/VPCP-TKBT dated September 9, 2017 of the Government Office.
Including issues related to the authority to approve projects in Decision No. 64/2014/QD-TTg dated November 18, 2014 of the Prime Minister in the direction of authorizing provinces to approve projects to stabilize the lives and production of people after resettlement of hydropower projects with total investment capital belonging to group B and C projects to comply with the Law on Public Investment and related regulations.

The Prime Minister has just approved the Target Program on Climate Change Response and Green Growth for the 2016-2020 period.
The program aims to promote the capacity of the whole country, simultaneously carry out solutions to adapt to the impacts of climate change and reduce greenhouse gas emissions, ensuring the safety of people's lives and property. Strengthening the capacity of people and natural systems to adapt to climate change; green growth, moving towards a low-carbon economy, and enriching natural capital become the main trends in sustainable economic development.
In particular, by 2020, strive to complete 30 transitional projects in Document No. 1443/TTg-QHQT dated September 19, 2012 of the Prime Minister; 42 coastal mangrove planting projects, watershed protection and a number of urgent priority projects in Document No. 78/TTg-QHQT dated January 16, 2015 of the Prime Minister and a number of urgent priority projects after being reviewed.
10. Ensuring traffic order and safety for APEC

The Government Office has just announced the conclusion of Deputy Prime Minister Truong Hoa Binh - Chairman of the National Traffic Safety Committee at the online conference to review the work of ensuring traffic order and safety in the first 9 months of the year and tasks for the fourth quarter of 2017.
The conclusion announcement stated that, in order to reduce traffic accidents by 5% - 10% in all three criteria of number of cases, number of deaths and injuries in 2017, and to overcome traffic congestion in large cities, the Ministries and branches, members of the National Traffic Safety Committee, Traffic Safety Committees of provinces and centrally run cities must continue to effectively implement Directive No. 18-CT/TW dated September 4, 2012 of the Central Party Secretariat; Resolution No. 88/NQ-CP dated April 28, 2011 of the Government, and the directions of the Prime Minister and the Chairman of the National Traffic Safety Committee.
The Deputy Prime Minister assigned the National Traffic Safety Committee to organize activities in response to the World Day of Remembrance for Road Traffic Victims launched by the United Nations; regularly monitor the situation and promptly direct the work of ensuring traffic order and safety for the activities of the APEC Summit in November in Da Nang and related localities.
