(Baonghean.vn) - The Prime Minister approved the plan to restructure the agricultural sector; Focused on investing in 3 high-quality university urban areas; Policies for workers when equitizing state-owned enterprises; Perfecting investment policies in the form of PPP;... are the outstanding directions of the Government and the Prime Minister last week.

1. Prime Minister approves plan to restructure agriculture sector

The Prime Minister has just approved the Agricultural Restructuring Plan for the 2017-2020 period.

Specific targets by 2020 are: agricultural GDP growth rate reaches about 3%/year; average labor productivity growth rate reaches 3.5%/year; the proportion of agricultural labor decreases to below 40%; trained agricultural labor reaches about 22%.

Rural residents' income increased at least 1.8 times compared to 2015; 50% of communes met new rural standards; 15,000 agricultural cooperatives and cooperative unions operated effectively; most of the rural population had access to clean water.

There are two restructurings: Restructuring by sector and product and Restructuring agriculture by region. In which, restructuring by region aims to exploit the maximum advantages and potentials of each region and each locality; organize close links between localities in the region; mobilize and effectively use investment resources; enhance competitiveness in the context of international integration and effectively respond to climate change.

2. Focus on investing in 3 high-quality university cities

The Government will focus on investing in developing Hanoi National University, Ho Chi Minh City National University, and Da Nang University into three high-quality university cities of the country in the North, Central, and South regions.

The Government Office has just issued Notice No. 542/TB-VPCP on the conclusion of Prime Minister Nguyen Xuan Phuc at the Government Standing Committee meeting on specific mechanisms and policies to develop Hanoi National University, Ho Chi Minh City National University, and Danang University into prestigious training and research centers in the country and the region.

The announcement stated that Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, and Danang University play an important role in the education and training system, and need to be pioneers in innovation, creativity, and improving the quality of higher education, contributing to promoting fundamental and comprehensive innovation in education and training; meeting the country's human resource training needs; and contributing to the country's sustainable development.

3. Policy for employees when equitizing state-owned enterprises

Decree No. 126/2017/ND-CP stipulates that employees are allowed to buy shares at preferential prices when enterprises are equitized, including:

1- Employees working under labor contracts and business managers of the equitized enterprise at the time of determining the value of the equitized enterprise;

2- Employees of the equitized enterprise at the time of determining the value of the equitized enterprise have been assigned to represent capital at other enterprises and have not enjoyed preferential stock purchase policies at other enterprises;

3- Employees working under labor contracts and business managers of level II enterprises (not yet enjoying preferential stock purchase policies at other enterprises) at the time of determining the value of the equitized enterprise for enterprises specified in Point a, Clause 2, Article 2 of this Decree.

4. Perfecting investment policy in the form of PPP

Pursuant to Resolution No. 437/NQ-UBTVQH14 dated October 21, 2017 of the National Assembly Standing Committee, the Government assigned the Ministry of Planning and Investment to promptly research, develop and submit to the National Assembly for promulgation of a Law to create a high, unified and synchronous legal basis for the PPP investment form.

However, in the immediate future, it is necessary to amend and complete Decree No. 15/2015/ND-CP on investment in the form of public-private partnership and Decree No. 30/2015/ND-CP guiding the Law on Bidding on investor selection.

Deputy Prime Minister Trinh Dinh Dung assigned the Ministry of Planning and Investment to urgently complete and submit to the Government for promulgation the Decrees replacing the above two Decrees in November 2017.

5. Change of Standing Member of the National Committee on the Elderly

Ms. Dao Hong Lan, Deputy Minister of Labor, War Invalids and Social Affairs, Standing Member of the National Committee on Ageing in Vietnam.

According to the decision, Ms. Dao Hong Lan, Deputy Minister of Labor, War Invalids and Social Affairs, will replace Mr. Nguyen Trong Dam as a Standing Member of the National Committee on Aging in Vietnam.

The Vietnam National Committee on the Elderly has the following tasks: Assisting the Prime Minister in developing policies, programs, and plans for caring for and promoting the role of the elderly; Assisting the Prime Minister in directing, guiding, urging, inspecting, and evaluating the activities of ministries, branches, and localities in implementing the State's laws and policies on caring for and promoting the role of the elderly; Assisting the Prime Minister in organizing coordination between ministries, branches, localities, and organizations in propagating, disseminating, and mobilizing people to implement the Party's policies and the State's laws on the elderly; Assisting the Prime Minister in directing international cooperation activities in the field of the elderly; Synthesizing and periodically reporting to the Prime Minister on the implementation of the work of caring for and promoting the role of the elderly.

6. Explanation of land area recovered for Long Thanh airport

The Government Office has just issued a document conveying the Prime Minister's direction on clarifying the land area that needs to be recovered of 5,000 hectares of the Long Thanh International Airport Project.

The recovery of 5,000 hectares of land to invest in the construction of Long Thanh International Airport Project has been appraised by the State Appraisal Council and the Government has submitted it to the National Assembly since 2014.

The Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of National Defense, the People's Committee of Dong Nai province and relevant agencies to review and inspect; on that basis, assigned the Minister of Transport to, on behalf of the Prime Minister, report to the National Assembly as prescribed.

7. Prime Minister directs preliminary review of implementation of "National Border Defense Day"

The Prime Minister has just issued Directive No. 42/CT-TTg on organizing a preliminary review of the implementation of "People's Border Defense Day" in the period 2009 - 2019.

Through the preliminary review, select collectives and individuals with outstanding achievements in implementing the movement "National Border Defense Day", in building, managing and protecting the borders and seas and islands of the Fatherland in the past 10 years; propose rewards according to the authority of each level.

The Ministry of National Defense shall preside over and closely coordinate with the Central Committee of the Vietnam Fatherland Front to guide ministries, branches, organizations and People's Committees of provinces and centrally-run cities to implement this Directive; request the Central Committee of the Vietnam Fatherland Front to preside over and coordinate with the Ministry of National Defense to organize a Conference on typical examples in implementing the "People's Border Defense Day" in the period 2009 - 2019 at the Central level in February 2019 in Hanoi.

8. Providing radios to ethnic minority and particularly disadvantaged areas

The Prime Minister has just approved the Project "Piloting radio provision for ethnic minority and mountainous areas, especially difficult and border areas".

The above project is being piloted in 10 provinces in 4 regions: Northwest, Central Highlands, Southwest and Central Coast including: Cao Bang, Ha Giang, Lai Chau, Nghe An, Quang Nam, Kon Tum, Dak Nong, Ninh Thuan, Tra Vinh, Kien Giang.

Beneficiaries of the Project include: Village elders, village and hamlet chiefs, prestigious people, religious dignitaries in particularly disadvantaged villages in communes of region III in selected provinces.

Party cell secretaries, heads of women's associations, youth union secretaries, heads of veterans' associations, heads of farmers' associations; heads of the front work committee; judicial officers, and cultural and information officers in extremely disadvantaged villages in communes in region III and border communes in the province were selected for the pilot.

Border guard stations, stations, working teams and border guard comrades were reinforced to the border communes in the selected pilot provinces.

9. Support in preparing documents for the Public Administration Law project

The Government Office has just issued a document conveying the Prime Minister's direction on the proposal of the Drafting Committee of the Public Administration Law project.

The Prime Minister assigned ministries and ministerial-level agencies to create favorable conditions for leaders and experts who are members of the Drafting Committee and the Editorial Board of the Law project to continue participating in and supporting the Drafting Committee in the process of preparing the dossier of the Public Administration Law project; coordinate and support the Drafting Committee of the Law project in summarizing and evaluating the implementation of policies and laws on related issues within the content of the Law project according to the provisions of the Law on promulgation of legal documents.

The Ministry of Justice shall preside over and coordinate with the Ministry of Home Affairs and relevant ministries and agencies to closely coordinate with the Drafting Committee to research and carefully evaluate the system of laws related to public administration, clearly determine the necessity of promulgation, scope, and subjects of regulation of the Law, avoid overlap and duplication with current laws, and report to the Government.

10. Handling the settlement of equitization of Postal Materials Joint Stock Company

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the meeting to discuss the handling of existing problems to approve the equitization settlement of Postal Materials Joint Stock Company (Potmasco).

The Deputy Prime Minister requested the Ministry of Information and Communications to direct VNPT to approve financial settlement, settlement of equitization costs, settlement of funds to support redundant employees, settlement of proceeds from equitization and announce the actual value of state capital at the time Potmasco was granted its first business registration certificate in accordance with current authority and regulations.

The Ministry of Information and Communications reviews, identifies errors and handles the responsibility of relevant collectives and individuals in accordance with the direction of the Prime Minister in Official Dispatch No. 4588/VPCP-DMDN dated May 5, 2017 of the Government Office. Report to the Prime Minister the results of the handling.
