1. Prime Minister directs preparation for the Population and Housing Census

The Prime Minister has just issued Directive No. 44/CT-TTg on preparing for the General Population and Housing Census at 0:00 on April 1, 2019.
The Law on Statistics stipulates that the Population and Housing Census is a national statistical census, chaired by the Central Statistics Office (General Statistics Office), in coordination with ministries, branches and localities.
To implement the Law on Statistics and to have a basis for evaluating the results of implementing socio-economic development policies and plans for the 2011-2020 period and developing socio-economic development policies and plans for the 2021-2030 period, our country will conduct the fifth General Population and Housing Census at 0:00 on April 1, 2019.
The Prime Minister requested ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to perform specific tasks to prepare for the General Census.
2. Prime Minister assigns state budget estimate for 2018

The Prime Minister authorizes the Minister of Finance to assign the 2018 state budget estimates to ministries, ministerial-level agencies, government agencies, other central agencies, and centrally run provinces and cities for the following revenue and expenditure tasks:
Fees and charges within the state budget of ministries, ministerial-level agencies, government agencies, and other central agencies; expenditures for environmental protection of provinces and centrally run cities; expenditures for national science and technology tasks; regular expenditures of national target programs, detailed target programs by field, and projects of each program for ministries, ministerial-level agencies, government agencies, and other central agencies; targeted additional expenditures from the central budget to the budget of each province and centrally run city to implement the national target program on Sustainable Poverty Reduction and the national target program on New Rural Development...
3. Scoring ministries, branches and localities in the fight against smuggling and counterfeit goods

The assessment and classification of the level of task completion in the fight against smuggling, trade fraud and counterfeit goods of ministries, branches and People's Committees of provinces and centrally run cities are based on criteria such as: Building and implementing annual plans and tasks of ministries, branches, People's Committees of provinces and centrally run cities; implementing the directions of the Government, the Prime Minister, the National Steering Committee 389 on the fight against smuggling, trade fraud and counterfeit goods; implementing the directions on arrests, investigations, and handling of violations;... Each criterion has a standard score and deduction points. The total standard score of the criteria is 100.
The Standing Office of the National Steering Committee 389 classifies ministries, branches, and People's Committees of provinces and centrally run cities into four levels: Type A (excellent task completion) with 91-100 points; Type B (good task completion); with 71-90 points; Type C (task completion) with 51-70 points; Type D (task failure) with less than 50 points.
The time for evaluating work results for scoring is from November 16 of the previous year to November 15 of the reporting year.
4. Government's anti-corruption action program

The objective of the Program is to effectively implement the Government's tasks in anti-corruption work to successfully implement the 5-year socio-economic development plan 2016-2020 approved by the 13th National Assembly, 11th session on April 12, 2016 in Resolution No. 142/2016/QH13 and implemented by the Government in Resolution No. 63/NQ-CP dated July 22, 2016; overcome limitations and weaknesses, create clear changes in the coming time, prevent and gradually push back corruption, effectively implement the Resolution of the 12th National Party Congress, Resolution of the 3rd Central Committee, 10th tenure, Conclusion No. 21-KL/TW of the 5th Central Committee Conference, 11th tenure, Conclusion No. 10-KL/TW of the Politburo. Strengthen people's trust, build a clean and strong Party and State.
The Action Program is a specific plan to implement the National Strategy on Anti-Corruption until 2020 and the Plan to implement the United Nations Convention against Corruption; it is the basis for ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, economic groups, state-owned corporations (collectively referred to as ministries, branches, and localities), relevant agencies, organizations, and units to develop specific plans and organize the implementation of anti-corruption solutions and tasks.
5. Providing vaccines and plant varieties to support localities

Specifically, the Deputy Prime Minister directed the Ministry of Agriculture and Rural Development to provide Quang Tri province with 17,050 doses of foot-and-mouth disease (FMD) vaccine type 2 (O, A), 5,000 liters of Benkocid disinfectant and 60 tons of 65% min Chlorine;
Thua Thien Hue province: 10,000 doses of LMLM 2 type (O, A) vaccine and 10,000 liters of Benkocid disinfectant; Da Nang city: 10,000 doses of LMLM 2 type (O, A) vaccine, 50,000 doses of Swine Fever vaccine, 5,000 liters of Benkocid disinfectant and 20 tons of 20% Sodium Chlorite;
Quang Ngai Province: 20,000 doses of LMLM vaccine 2 types (O, A), 100,000 doses of Swine Fever vaccine, 10,000 liters of Benkocid disinfectant and 30 tons of 20% Sodium Chlorite;
Phu Yen province: 20,000 doses of LMLM vaccine 2 types (O, A), 20,000 doses of Swine Fever vaccine, 15,000 liters of Benkocid disinfectant and 50 tons of 20% Sodium Chlorite; Khanh Hoa province: 15,000 liters of Benkocid disinfectant and 50 tons of 65% min Chlorine.
The People's Committees of provinces and cities shall receive, manage and use the above vaccines and chemicals in accordance with regulations.
6. Summary of 24 years of implementing the Ordinance on Protection of National Defense Works and Military Zones

Prime Minister Nguyen Xuan Phuc has just signed Directive No. 43/CT-TTg dated December 4, 2017 on summarizing 24 years of implementing the Ordinance on Protection of National Defense Works and Military Zones (1994 - 2018).
Regarding the method and time of summary, the Directive clearly states: People's Committees of districts, towns, and cities under the province shall prepare summary reports (without organizing conferences) and send them to the People's Committees of provinces and centrally run cities before April 30, 2018.
The People's Committee of the province or centrally-run city organizes a summary conference; participants include: local departments, branches, and military units stationed in the area. The summary conference must be completed and the report sent to the Ministry of National Defense before June 30, 2018.
Ministries and branches prepare summary reports (without holding conferences) and send them to the Ministry of National Defense before June 30, 2018. The Ministry of National Defense develops a plan and organizes a summary conference chaired by the Minister, completing the summary in the third quarter of 2018.
7. Recognize Sa Pa as a National Tourist Area

The Prime Minister has just signed a Decision to recognize Sa Pa Tourist Area, Sa Pa District, Lao Cai Province as a National Tourist Area.
The Prime Minister assigned the People's Committee of Lao Cai province to preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant ministries and branches to organize the announcement of the Prime Minister's Decision to recognize Sa Pa National Tourist Area to promote the image, promote investment, and attract tourists to Sa Pa National Tourist Area.
At the same time, carry out the organization of management, exploitation and development of Sa Pa National Tourist Area; research and submit to the Prime Minister for consideration and decision on appropriate policies and mechanisms to promote sustainable tourism development in accordance with the approved Planning orientation and Management Regulations.
8. Checking the results of post-inspection handling of Vietnam Rubber Industry Group

Prime Minister Nguyen Xuan Phuc has just given instructions on handling complaints from the press and inspectors of the Vietnam Rubber Industry Group.
Prime Minister Nguyen Xuan Phuc assigned the Government Inspectorate to inspect and summarize the results of post-inspection handling according to Inspection Conclusion No. 2341/KL-TTCP dated October 2, 2014, and report to the Prime Minister before February 1, 2018.
Vietnam Rubber Industry Group shall report to the Prime Minister before July 1, 2018 on compliance with legal provisions on management and use of capital, assets and land at Vietnam Rubber Industry Group and its member units during the period from 2012 to 2017.
The Prime Minister assigned the Ministry of Public Security to report to the Prime Minister before January 1, 2018 the results of the investigation and handling of violations with signs of crime occurring at a number of member units of the Vietnam Rubber Industry Group whose files were transferred by the Government Inspectorate to the Investigation Agency.
9. Research on opening a tour connecting Uncle Ho's Mausoleum with the Imperial Citadel, K9

Prime Minister Nguyen Xuan Phuc assigned the Hanoi People's Committee to preside over and coordinate with the Mausoleum Management Board and relevant agencies to study the opening of a tour, with the center being Uncle Ho's Mausoleum, connecting with valuable relic sites in the area such as Thang Long Imperial Citadel, Hanoi Flag Tower, One Pillar Pagoda, Ho Chi Minh Museum, and K9 Relic Site so that people have the opportunity to visit and pay their respects to Uncle Ho.
This is the content of the announcement of the conclusion of Prime Minister Nguyen Xuan Phuc at the working session with the Management Board of President Ho Chi Minh Mausoleum.
The conclusion announcement stated: Given the important location and nature of the Mausoleum, the Ho Chi Minh Mausoleum area and the Ba Dinh Political-Administrative Center, the Mausoleum Management Board needs to proactively improve its capacity, promote the glorious tradition of the unit, and the sense of responsibility before the Party, State and people to best perform the task of long-term preservation, absolute protection of the body of President Ho Chi Minh and keep the Mausoleum always spacious, clean and beautiful.
10. Resolving compensation issues for site clearance of 500kV power line projects

To ensure the progress of the operation of the 500 kV Vinh Tan - Song May - Tan Uyen transmission line, the 500 kV Song May - Tan Uyen transmission line, the 500 kV Tan Uyen transformer station and the connecting line, following the Official Dispatch No. 905/CD-TTgOn June 28, 2017, the Prime Minister requested:
1. The Chairman of the People's Committee of Dong Nai, Binh Duong and Binh Thuan provinces directly directs:
- Establish a Steering Committee for compensation and site clearance for the above-mentioned power grid projects (in the province) headed by the Provincial People's Committee leader to directly direct and thoroughly resolve difficulties and problems in compensation and site clearance for the projects, in order to speed up the progress of putting the projects into operation on schedule (March 2018).
- Complete approval of compensation plan to pay households and hand over all remaining column foundation positions of the projects before December 25, 2017; hand over all power line corridors before January 10, 2018.
- Take resolute measures, in accordance with the law, against households that do not comply with compensation and support policies.
2. Vietnam Electricity Group closely coordinates with the above localities in the implementation process, ensuring the progress of the projects./.
