To ensure progress and requirements for implementing the task of reorganizing the apparatus according to the 2-level local government organization model in the province according to the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the Central Steering Committee, and the Government Steering Committee; the Provincial Party Standing Committee requests:
The subordinate Party Committees, based on their assigned functions and tasks, continue to make efforts, try, focus on leadership and direction to urgently complete the contents and tasks according to the set schedule and requirements; in which, note:
Continue to strictly implement the direction of the Provincial Party Standing Committee in Official Dispatch No. 3529-CV/TU, dated April 9, 2025 and Official Dispatch No. 3669-CV/TU, dated May 12, 2025 on strengthening the direction of discipline and order. Enhance the responsibility and exemplary role of party members, leaders and managers, especially heads of agencies, units and localities in performing public duties. Strengthen inspection, promptly detect and handle violations of discipline and administrative order; resolutely and strictly handle cases of lack of responsibility, causing obstacles and delays in performing tasks. Avoid laxity, inaction and loss of sense of responsibility among cadres due to changes in organizational structure. Ensure the stability of the government in the transition period. Strengthen the effectiveness and efficiency of state management, ensuring the rights of the people.
“Associate the personal responsibility of the leader with the results of implementing common tasks, especially in key and urgent tasks. The results of implementing political tasks are important criteria for evaluating, arranging and assigning cadres,” the Standing Committee of the Provincial Party Committee pointed out.
In addition, focus on closely directing the management, storage of records, digitization of documents, inventory, control, preparation of final settlement of accounts, assets, and public projects; in particular, pay attention to checking and supervising the steps of reviewing, counting, and managing records and documents to prepare for handover when not organizing at the district level, merging with commune-level administrative units (preventing the risk of losing or destroying documents in violation of regulations, especially records related to land, investment projects, etc.).
The Provincial Party Standing Committee also requested the Standing Committees of district, city and town Party Committees to focus on leading and directing functional agencies and units at the district level to fully implement their responsibilities and authority according to regulations before July 1, 2025, including the following requirements:
Regarding financial and budget work:Direct the specialized department to urgently organize the 2024 budget settlement in accordance with regulations and assigned deadlines; complete the settlement, send it to the Department of Finance for synthesis, advise the Provincial People's Committee to submit to the Provincial People's Council for approval. The district and commune levels are responsible for handing over all used funds and remaining estimates to the newly receiving administrative unit. The handover must be accompanied by complete, clear and transparent documents and records. Review and classify specific state budget revenues; development investment expenditures; regular expenditures; target program funds; advances, debts, receivables, etc. to ensure accurate data, avoid loss and duplication. Continue to urge the work of budget collection and expenditure according to schedule. The handover of finances and budget must be confirmed by the State Treasury and completed before June 30, 2025.
On public property work:Organize the inventory of all public assets, classify, make a detailed list and have legal documents attached. Ensure completeness, accuracy, publicity and transparency; classify assets according to usage needs after the arrangement: Assets that need to continue to be used, assets that are no longer needed, surplus assets, etc. to transfer, handle or liquidate in accordance with legal regulations. The District Party Committee and the District People's Committee are responsible for preparing and submitting a plan to handle public assets under their management; closely coordinate with provincial departments, branches and sectors during the implementation process; organize the handover and receipt of assets to agencies, organizations and units after the arrangement of administrative units according to the plan for arrangement, placement and handling of public assets approved by competent authorities; prevent loss of assets during the arrangement.
Regarding construction investment projects:The district-level People's Committee urgently synthesizes, reviews, and classifies projects and works in the management area invested by the district level. In particular, it requires a report clarifying the management of capital sources (allocated capital, disbursement data, advance balance, etc.) to transfer capital sources in accordance with regulations, avoiding loss and misuse. At the same time, clarify and handle debts and unsettled advances related to the project; conduct inspections and assessments of the current status of assets and works formed after investment in the area expected to be proposed for handover for management and maintenance and be responsible for statistics, updating, and handing over assets to update the public asset management system in accordance with regulations.
The People's Committees at district and commune levels are responsible for synthesizing and handing over documents and records related to construction investment projects in the area. The handover must ensure complete and accurate legal documents such as: investment approval decisions, technical designs, estimates, construction contracts, acceptance, related technical documents, completion drawings, quality acceptance records, labor safety, according to regulations.
About records and archives:Hand over archived documents in accordance with progress requirements and professional instructions; have a plan to preserve and protect and take full responsibility for ensuring safety (prevention of fire, loss, pests, etc.) of the document block (edited and unedited); after July 1, 2025, hand over to the new commune or ward (assigned to manage the district-level headquarters).
