Provide decisive leadership to quickly achieve the goals of restructuring and reforming enterprises.

(Baonghean.vn) -Following a survey and meetings with several limited liability companies (LLCs) in agriculture and forestry in the province, on the morning of June 26th, a working group from the Central Steering Committee for Enterprise Reform and Development, led by Deputy Chairman Pham Quoc Doanh, held a meeting with the Provincial People's Committee to discuss the results of the restructuring of state-owned enterprises and Resolution 30 of the Politburo.

Working with the delegation, on the provincial side were Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Enterprise Innovation and Development Board, along with leaders of several provincial departments and agencies.

According to the plan approved by the Prime Minister, during the period 2011-2015, the Provincial People's Committee transformed the NA Industrial Park Development Company - a revenue-generating public service unit - into the NA Infrastructure Development Investment Company Limited; simultaneously, it is directing the conversion of the Song Con Agricultural Company Limited into a two-member limited liability company with capital contribution from the Song Con Sugar Cane Joint Stock Company; and is appraising the plan to reorganize the Nghe An Newspaper Printing House to operate in accordance with the Enterprise Law and the spirit of Central Resolution 4.

The People's Committee of Nghe An province has also issued a decision to implement the equitization of 5 limited liability water supply companies and is preparing to move into the phase of determining the value of these enterprises. Regarding enterprises undergoing divestment, the province is awaiting the government's new classification decision before implementation. Concerning the implementation of Resolution 30 of the Politburo on continuing to restructure, innovate, and develop to improve the efficiency of agricultural and forestry companies, the Provincial People's Committee has assigned relevant departments, localities, and units to review and adjust land use planning accordingly, conduct land surveying and mapping, issue land use right certificates, and lease or allocate land in accordance with the law. However, to date, the review, demarcation, and issuance of land use right certificates have not been carried out due to a lack of funding.

Speaking at the meeting, Comrade Pham Quoc Doanh highly appreciated the results that Nghe An has achieved in implementing enterprise restructuring in the past period. He also requested that Nghe An focus on decisively directing efforts to soon complete the goal of reorganizing and reforming enterprises, with a focus on equitization according to the plan approved by the Prime Minister for the 2011-2015 period; contributing to the achievement of the Government's goals. Regarding equitized units with state capital that need to divest, the province needs to review and determine the divestment plan in accordance with the guiding regulations.

For the 12 agricultural and forestry companies undergoing transformation under Resolution 30 of the Politburo, the most important and difficult task is reviewing, marking boundaries, issuing land use right certificates, and leasing land – the province needs to focus on decisively directing implementation to complete it by 2015. The Central Steering Committee for Enterprise Reform and Development will study a reasonable funding plan for localities and units to implement this; initially, if a company has the means, it can advance capital to carry out the work, and the state will deduct it from the land lease fees. The Government will soon issue decrees and circulars guiding the continued restructuring, reform, and development to improve the operational efficiency of agricultural and forestry companies so that localities have a basis for implementation.
