This is a new regulation introduced in Directive No. 08/CT-UBND of the Hanoi People's Committee on strengthening the management of food service and street food business activities.

Accordingly, Hanoi has requested the People's Committees of districts, towns, and communes to develop plans for implementing food safety measures for food service businesses and street food vendors in their localities.

In cases where inspections reveal establishments violating food safety regulations, the names of these establishments should be promptly announced on the local radio station so that consumers are aware and avoid consuming their products.

TThe Directive also clearly defines the responsibilities of the government and functional units in managing food service establishments and street food vendors, and strengthens inspections and resolutely imposes penalties for food safety violations according to the assigned responsibilities. The district/county Food Safety Steering Committee will periodically inspect the food safety management work of communes, wards, and towns every six months.

In addition, the city will also plan several streets focusing on food and street food services, ensuring adequate infrastructure and public services; and continue to maintain and expand model street food projects and improvement models in 30 urban civilized streets.

Therefore, it is necessary to proactively prevent food poisoning and foodborne illnesses in food service businesses and street food vendors. When food safety violations occur, the Hanoi People's Committee requires that the responsibilities of each level of government and unit be clearly defined.

The Department of Health implements plans, provides professional guidance, and coordinates inspections with districts, counties, and towns to manage food safety for food service businesses and street food vendors. It directs affiliated units to implement pilot models for improving food safety in food service establishments and provides professional support to lower-level units.

In addition, strengthen coordination with functional units at the district and county levels to inspect food service establishments and street food vendors managed by districts, counties, communes, and wards.
