Spending more than 2,300 billion VND to increase income for officials
This year, the income of officials and civil servants will increase by 0.6 times; it will continue to nearly double in the next two years.
Ho Chi Minh City People's Committee has just completed the draftPilot project to pay additional income to officials, civil servants and public employees- one of the issues implemented according to Resolution 54 of the National Assembly on piloting special mechanisms and policies for urban development.
Based on the principle of "based on work efficiency and not equalization", this year the city is expected to adjust the income increase coefficient for officials by a maximum of 0.6 times; in 2019 it was 1.2 times; in 2020 it was 1.8 times.
Currently, the city has more than 11,600 civil servants; nearly 122,160 officials and 6,440 non-professional cadres of communes, wards and towns. Accordingly, this year alone the city needs more than 2,342 billion VND to pay for their increased income.
In the 2019-2020 period, the payment budget is determined based on the rank and position of the staff; according to the Government's salary increase roadmap and the annual income adjustment coefficient based on the ability to balance the budget.

To create a source for salary reform, administrative agencies and public service units must allocate 40% (35% for the health sector alone) of their annual retained revenue.

The desire to increase income for officials has been proposed and prepared by Ho Chi Minh City for many years, because the productivity of an employee (in state management agencies in the city) is 1.5 times higher than in other localities.
