(Baonghean) - On September 9, 2015, the Party Central Committee issued Directive No. 48-CT/TW on leading the congresses of women's delegates at all levels towards the 12th National Congress of Women's Delegates. The full text of the Directive is as follows:

Over the past five years, the Party and State of Vietnam have consistently paid attention to and created favorable conditions for women and the Vietnam Women's Union at all levels to best develop their roles, potential, creativity, strengths, and contributions to the cause of national construction and defense. Many policies and guidelines related to women have been issued and effectively implemented, and many gender equality goals have achieved positive results. The material and spiritual lives and status of women in the family and society have been increasingly improved. Women from all walks of life have upheld the tradition of solidarity and mutual support, striving in their studies and work, achieving many outstanding accomplishments, and making significant contributions in all fields of the country.

The Vietnam Women's Union and its branches at all levels have proactively and creatively innovated the content and methods of their activities; united, gathered, and motivated women from all walks of life to effectively implement the Party's guidelines and policies, and the State's laws; organized many practical and effective emulation movements and campaigns, especially the "Women actively studying, working creatively, and building happy families" movement and the campaign to cultivate four moral qualities: "Self-confidence, self-respect, loyalty, and diligence," contributing positively to achieving socio-economic development goals, ensuring national defense and security, participating in building a strong Party and political system, and effectively building new rural areas.

However, some of the Party's guidelines and the State's policies and laws on women's affairs have not been effectively implemented. In many places, women still face difficulties in their lives and employment due to low professional and technical skills and societal gender stereotypes. A segment of women shows signs of moral and lifestyle degradation, falling into social vices and violating the law. The activities of women's associations at all levels in some areas have not been truly innovative, remaining formal and bureaucratic; the rate of attracting women from all walks of life to participate in the associations is not high; the work of female cadres in some places is still limited; and the capacity and qualifications of association cadres in many places do not meet the requirements.

2016 was the year of organizing women's congresses at all levels leading up to the 12th National Congress of the Vietnam Women's Union, for the 2017-2022 term. This was an important political event, a grand celebration for women of all social strata nationwide; marking the development of women and the Vietnam Women's Union in a new phase. To ensure the successful implementation of this event, the Secretariat of the Central Committee requested Party committees and organizations at all levels to focus on directing the effective implementation of the following key tasks:

1. Continue to thoroughly understand and effectively implement the Party's guidelines and policies, and the State's laws on women's affairs, especially Resolution No. 11-NQ/TW dated April 27, 2007, of the Politburo of the 10th Party Congress on women's affairs during the period of accelerated industrialization and modernization of the country. Further enhance the awareness and responsibility of Party committees, government agencies, political and social organizations, and all strata of the people regarding the position, role, and capabilities of women and the sense of responsibility to achieve gender equality; condemn and combat thoughts and acts of violence, trafficking, abuse, insult, and discrimination against women. Improve the overall skills and care for the material and spiritual lives of women. Continue to build, perfect, and effectively implement policies and laws for female workers and female cadres. Strengthening comprehensive leadership and guidance in building and consolidating the organization and improving the quality and effectiveness of the activities of all levels of the Vietnam Women's Union, creating conditions for the Union to effectively fulfill its role and functions.

2. Leaders of the executive committees of women's unions at all levels should prepare well the content for their respective congresses. The reports presented to the congresses should accurately assess the current state of the women's movement and the activities of the unions at all levels over the past five years; affirm the achievements and contributions of women from all walks of life; clearly state shortcomings, weaknesses, and their causes; draw lessons learned; and forecast the situation, identifying opportunities and challenges for the union and women in the next five years. Based on the Resolution of the 12th National Party Congress, Resolution No. 11-NQ/TW dated April 27, 2007, of the Politburo of the 10th Party Congress, and the resolutions of the Party congresses at each level, each union should develop directions, objectives, tasks, and solutions to implement the women's movement and union activities more creatively and effectively in the coming period.

This includes focusing on strongly innovating the content and methods of operation, diversifying forms of organization to attract a large number of women from all walks of life to participate in the organization; strengthening political and ideological education, encouraging women and their families to cultivate moral qualities and exemplary lifestyles; and simultaneously mobilizing and creating conditions for women to improve their capacity, education, vocational training, employment, and income, and stabilize their lives, especially women in rural areas and ethnic minority regions. All levels of the organization need to strengthen the function of social supervision and criticism; actively participate in building the Party and the State; and expand people-to-people diplomacy.

During the process of leading the congress, Party committees and authorities at all levels need to combine an assessment of the 10-year implementation of Resolution No. 11-NQ/TW dated April 27, 2007, of the Politburo of the 10th Party Congress, and other documents of the Central Party and State on women's work and gender equality.

3. Leaders shall prepare personnel and organize elections in accordance with regulations. The selection and nomination of personnel to participate in the executive committee, standing committee, and key positions of the Women's Union at all levels shall ensure standards, quantity, and reasonable structure, with a unified spirit, continuity and development, and truly be exemplary individuals in terms of character, ability, prestige, and health to perform the tasks of the Union. Attention shall be paid to training, nurturing, and assigning young cadres, ethnic minority cadres, and cadres with practical experience to leadership positions in the Women's Union at all levels; at the same time, recommending female cadres to the Party and the State. Assigning capable, qualified, and reputable Party committee members to directly oversee the Union's work and to run for leadership positions in the Women's Union at the corresponding level.

4. Directing all levels of government, the Fatherland Front, and political and social organizations to coordinate and ensure the conditions for the successful organization of congresses by women's unions at all levels. Strengthening propaganda work before, during, and after the congresses; giving importance to propaganda through mass media to create a vibrant atmosphere nationwide regarding this important political event for women and the organization. Congresses from the grassroots to the provincial level will be held in 2016; the 12th National Congress of Women's Representatives will be held in the first quarter of 2017.

5. The Central Committee's Department of Mass Mobilization shall preside over and coordinate with the Party Committee of the Vietnam Women's Union, the Central Organization Department, the Central Propaganda Department, the Central Inspection Committee, and the Central Party Office to assist the Secretariat in monitoring and directing the implementation of this Directive.
