Directive of the Secretariat on leadership of women's congresses at all levels
(Baonghean) - On September 9, 2015, the Secretariat issued Directive No. 48-CT/TW on leading women's congresses at all levels towards the 12th National Women's Congress. The full text of the Directive is as follows:
Over the past five years, our Party and State have always paid attention to and created conditions for women and the Vietnam Women's Union at all levels to best promote their role, potential, creativity, strengths and ability to contribute to the cause of national construction and defense. Many policies and guidelines related to women have been issued and effectively implemented, and many gender equality goals have achieved positive results. The material and spiritual life and position of women in the family and society have been increasingly improved. Women of all walks of life have promoted the tradition of solidarity, mutual love and affection, made efforts in studying and working, achieved many outstanding achievements and made many contributions in all fields of the country.
The Vietnam Women's Union and all levels of the union have been proactive, creative, and innovative in their content and methods of operation; united, gathered, and encouraged women of all walks of life to effectively implement the Party's guidelines and policies, the State's policies and laws; organized many practical and effective emulation movements and campaigns, especially the movement "Women actively study, work creatively, build happy families" and the campaign to cultivate the four moral qualities "Confidence, self-respect, loyalty, and responsibility", actively contributing to the implementation of socio-economic development goals, ensuring national defense and security, participating in building a strong Party and political system, and effectively building new rural areas.
However, some Party guidelines, State policies and laws on women's work have not been well implemented. In many places, women still face difficulties in life and employment due to low professional qualifications and social gender prejudices. A number of women show signs of moral and lifestyle degradation, falling into social evils and violating the law. The activities of the Women's Union at all levels in some places have not really been innovated, are still formalistic and administrative; the rate of attracting women from all walks of life to participate in the organization of the Women's Union is not high; the work of female cadres in some places is still limited; the capacity and qualifications of the Women's Union cadres in many places do not meet the requirements.
2016 is the year of organizing women's congresses at all levels towards the 12th National Women's Congress, term 2017-2022. This is an important political event, a great festival for women of all classes nationwide; marking the development of women and the Vietnam Women's Union in the new period. To lead this event to achieve good results, the Secretariat requests Party committees and organizations at all levels to focus on directing the implementation of the following key tasks:
1- Continue to thoroughly grasp and organize the implementation of the Party's guidelines and policies, the State's policies and laws on women's work, especially Resolution No. 11-NQ/TW dated April 27, 2007 of the 10th Politburo on women's work in the period of accelerating industrialization and modernization of the country. Further raise the awareness and responsibility of Party committees at all levels, authorities, socio-political organizations, and people of all walks of life about the position, role, and capacity of women and their sense of responsibility for implementing gender equality; condemn and fight against thoughts and acts of violence, trafficking, abuse, insult, and discrimination against women. Improve all aspects of education and care for women's material and spiritual life. Continue to develop, improve, and effectively implement policies and laws for female workers and female cadres. Strengthen leadership and comprehensive direction in building, consolidating the organization and improving the quality and efficiency of operations of all levels of the Vietnam Women's Union, creating conditions for the union to effectively perform its roles and functions.
2- The leaders of the executive committees of the women's unions at all levels must prepare well the content of their congresses. The report submitted to the congress must correctly assess the current status of the women's movement and the activities of the unions at all levels in the past 5 years; affirm the achievements and contributions of women of all classes; clearly state shortcomings, weaknesses and causes, draw lessons and forecast the situation, identify opportunities and challenges for the union and women in the next 5 years. Based on the Resolution of the 12th National Party Congress, Resolution No. 11-NQ/TW dated April 27, 2007 of the 10th Politburo and the resolutions of the Party congresses at each level, each union level must develop directions, goals, tasks and creative solutions to implement the women's movement and union activities more effectively in the coming time.
In particular, it is necessary to focus on strongly innovating the content and methods of operation, diversifying the forms of gathering to attract a large number of women from all walks of life to participate in the organization; strengthening political and ideological education, mobilizing women themselves and their families to cultivate moral qualities and exemplary lifestyles; at the same time, mobilizing and creating conditions for women to improve their capacity, education, vocational training, find jobs and increase income, stabilize their lives, especially women in rural areas and ethnic minority areas. Associations at all levels need to promote the implementation of the function of social supervision and criticism; actively participate in Party and State building; and expand people's diplomacy activities.
In the process of leading the congress, Party committees and authorities at all levels need to combine the assessment of 10 years of implementing Resolution No. 11-NQ/TW dated April 27, 2007 of the 10th Politburo, documents of the Central Party and State on women's work and gender equality.
3- Leaders prepare personnel and organize elections in accordance with regulations. The selection and introduction of personnel to participate in the executive committee, standing committee, and key positions of the association at all levels must ensure standards, quantity, and reasonable structure, with solidarity, inheritance, and development, and they must be truly exemplary in terms of quality, capacity, prestige, and health to perform the association's tasks. Pay attention to training, fostering, and arranging young cadres, ethnic minority cadres, and cadres with practical experience in the association's leadership agencies at all levels; at the same time, introduce female cadres to the Party and the State. Assign capable, good-quality, and prestigious members of the executive committee to be directly in charge of association work and run for leadership of the women's union at the same level.
4- Directing authorities at all levels, the Fatherland Front and socio-political organizations to coordinate and ensure conditions for women's unions at all levels to successfully organize the congress. Strengthening propaganda work before, during and after the congress; attaching importance to propaganda work on mass media to create a vibrant atmosphere throughout the country about the important political event of women and the union. The congress from the grassroots to the provincial level will be held in 2016; the 12th National Women's Congress will be held in the first quarter of 2017.
5- The Central Committee for Mass Mobilization shall preside over and coordinate with the Party Delegation of the Vietnam Women's Union, the Central Organizing Committee, the Central Propaganda Department, the Central Inspection Committee and the Central Party Office to assist the Secretariat in monitoring and directing the implementation of this Directive.
