Regarding information about difficulties in collecting fees and charges for quarantine and control of pig slaughter, the Department of Animal Health (Ministry of Agriculture and Rural Development) said that currently, local veterinary agencies only collect two types of fees for quarantine and control of pig slaughter, while the fee for taking samples for testing is at the request of pig farm owners.
According to the explanatory report of the Department of Animal Health, the transportation quarantine fee only collects one type of clinical examination fee for pigs weighing 15kg or less, which is 500 VND/pig, and pigs over 15kg are 1,000 VND/pig.
The Veterinary Departments do not organize ear tagging of pigs for meat and only seal the means of transport. For breeding pigs, most livestock owners themselves ear tag them during the rearing process, so when transporting, ear tagging is not organized and there is no charge for ear tagging.
The collection of pig slaughter control fees is implemented according to Circular 04 and Circular 113 amended by the Ministry of Finance. The fee level depends on the capacity of the slaughterhouse from 100 to 200 pigs/day. Periodic sampling for testing as a basis for recognizing disease-free facilities is carried out to pay for testing costs.
Currently, veterinary agencies across the country only collect clinical testing fees before transporting pigs for consumption, divided into 2 revenue streams for meat pigs and suckling pigs, and slaughter control fees in 4 revenue streams according to slaughter capacity.
