Details of 10 circulars on recruitment and management of civil servants and public employees proposed to be abolished

The Ministry of Home Affairs is seeking public opinions on a draft Circular to abolish a number of Circulars issued by the Minister of Home Affairs.

Specifically, the Ministry of Home Affairs plans to abolish all of the following Circulars:

1- Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs detailing a number of articles on recruitment and promotion of civil servants of Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating recruitment, use and management of civil servants.

2- Circular No. 05/2012/TT-BNV dated October 24, 2012 of the Minister of Home Affairs amending and supplementing a number of articles of Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs detailing a number of articles on recruitment and promotion of civil servants of Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating recruitment, use and management of civil servants.

3- Circular No. 06/2013/TT-BNV dated July 17, 2013 of the Minister of Home Affairs abolishes Article 19 of Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs detailing a number of articles on recruitment and promotion of civil servants of Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating recruitment, use and management of civil servants, effective from September 1, 2013.

4- Circular No. 03/2015/TT-BNV dated March 10, 2015 of the Minister of Home Affairs amending and supplementing Article 9 of Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs detailing a number of articles on recruitment and promotion of civil servants of Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating recruitment, use and management of civil servants.

5- Circular No. 05/2017/TT-BNV dated August 15, 2017 of the Minister of Home Affairs amending and supplementing a number of articles of Circular No. 11/2014/TT-BNV dated October 9, 2014 and Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs on professional standards, appointment of ranks and salary classification for administrative civil servant ranks and organization of civil servant promotion exams.

6- Circular No. 12/2012/TT-BNV dated December 18, 2012 of the Minister of Home Affairs regulating professional titles and changes in professional titles for civil servants.

7- Circular No. 15/2012/TT-BNV dated December 25, 2012 of the Minister of Home Affairs providing guidance on recruitment, signing of employment contracts and compensation for training and development costs for civil servants.

8- Circular No. 04/2015/TT-BNV dated August 31, 2015 of the Minister of Home Affairs amending and supplementing Article 6 of Circular No. 15/2012/TT-BNV dated December 25, 2012 of the Minister of Home Affairs guiding on recruitment, signing of employment contracts and compensation for training and development costs for civil servants.

9- Circular No. 15/2001/TT-BTCCBCP dated April 11, 2001 of the Minister, Head of the Government Organization and Personnel Committee (now the Minister of Home Affairs) guiding the implementation of Decree No. 68/2000/ND-CP dated November 17, 2000 of the Government on implementing the contract regime for certain types of work in state administrative agencies and public service units.

10- Circular No. 03/2019/TT-BNV dated May 14, 2019 of the Minister of Home Affairs amending and supplementing a number of regulations on recruitment of civil servants and public employees, promotion of civil servants, promotion of professional titles of public employees and implementation of contract regimes for certain types of work in state administrative agencies and public service units of Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs detailing a number of articles on recruitment and promotion of civil servants of Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating the recruitment, use and management of civil servants; Circular No. 12/2012/TT-BNV dated December 18, 2012 of the Minister of Home Affairs regulating professional titles and changes in professional titles for public employees; Circular No. 15/2012/TT-BNV dated December 25, 2012 of the Minister of Home Affairs guiding the recruitment, signing of employment contracts and compensation for training and development costs for civil servants; Circular No. 15/2001/TT-BTCCBCP dated April 11, 2001 of the Minister, Head of the Government Organization and Personnel Committee (now the Minister of Home Affairs) guiding the implementation of Decree No. 68/2000/ND-CP dated November 17, 2000 of the Government on implementing the contract regime for certain types of work in state administrative agencies and public service units.
