Details of 27 key projects with capital of tens of thousands of billions of VND in Vinh city waiting for investors

(Baonghean.vn) - In order to be determined to build Vinh City into the center of the North Central region, Vinh City has reviewed and built 27 key projects in 6 fields.

Specific projects are as follows:

Science and technology fields:

Smart city construction project; Location: Vinh City; Total expected investment is 200 billion VND, 100% Central Budget.

Infrastructure and urban beautification sector:

Project to renovate and upgrade National Highway 1A through Vinh city;Location: Vinh City; Starting point: Ben Thuy Bridge; Ending point: End of Vinh City (Nghi Lien Commune). Scale: Length 15.5km; Width: 35-100m (upgrading and expanding the road surface according to the planned road boundary, completing the sidewalk system, trees, and lighting on both sides of the route).

Total expected investment: 1,000 billion VND State budget: Of which Central budget: 70% of total investment; Provincial budget: 30% of total investment.

Project to upgrade and expand National Highway 46 (Vinh - Kim Lien, Nam Dan section):Location: National Highway 46A (section from Vinh city to Nam Dan district); Scale: Length 24km; Section through Vinh city is 3.5km long, expanded 52m (according to urban planning); upgrade and expand the road surface according to the planned road boundary, complete the sidewalk system, infrastructure on both sides of the route; Section outside the urban area: Scale of 4 lanes for motor vehicles.

Phase 2 upgrade project of Provincial Road 535 (Vinh - Cua Hoi road);Location: Provincial Road 535 through urban area (Vinh city); Starting point: Intersection with Nguyen Sy Sach street; Ending point: End of Vinh city boundary; Scale: Length 3.5km; Width: 45m (upgrading and expanding the road surface according to the planned road boundary, completing the system of sidewalks, trees, and lighting on both sides of the route).

Total expected investment is 500 billion VND from the state budget (Central budget: 60% of total investment, Provincial budget: 40% of total investment).
Project to bury overhead power lines on main roads in Vinh city:Location: Vinh City.

Scale: Urban roads (priority for 31 main roads in the immediate future). Total estimated investment: 1,000 billion VND Central budget + Socialized resources (Northern Power Corporation, VNPT, Mobifone, Viettel, FPT...)

Project to renovate the tree system on main roads of Vinh city;Location: Vinh City. Scale: 31 main streets.

Total expected investment: 150 billion VND, 100% calling for socialization (funding by route).

Project to renovate and upgrade the public lighting system of Vinh city;Location: Vinh City (there are no projects to renovate and build energy-saving lighting systems - Led technology on the city's roads). Scale: About 30 routes. Total estimated investment is 250 billion VND. Public-private partnership (PPP) capital source.

New construction investment projects include:

Investment project to build an overpass directly connecting the intersection between National Highway 1A (Mai Hac De - Nguyen Trai) and 72m road; Location: Intersection between Nguyen Truong To Street and North-South Railway (Quan Bau Ward, Ha Huy Tap, Vinh City); Scale: Pre-stressed reinforced concrete overpass; 4 lanes for motor vehicles. Total estimated investment: 400 billion VND; ODA loan source.

Investment project to build public transport routes connecting Vinh - Quan Hanh - Cua Lo;Location: Vinh City, Quan Hanh Town, Cua Lo Town; Scale: BRT bus route. Hung Nguyen – Vinh – Cua Lo axis (Hung Tay – Vinh – Cua Lo road): is the route connecting the high-speed railway station (Hung Nguyen) with Vinh and Cua Lo; 17.7km long; North-South axis: the route connecting Vinh market – Vinh airport – Quan Hanh – Economic zone (National Highway 1A); length = 16.7km; Vinh central urban ring axis: Connecting key points of Vinh central urban area (Airport, Vinh station, Vinh market, Ho Chi Minh square, Lenin street); 15.5km long.

Vinh City Eastern Belt Road Construction Project;Location: Hung Dung Ward, Hung Loc Commune, Vinh City; Starting point: Intersection with Nguyen Viet Xuan Street; Ending point: End of Vinh City boundary at Hung Loc Commune. Scale: Length 4.1km; Width: 35m (complete construction of the entire route according to the planning scale). Total estimated investment: 270 billion VND. State budget (Central budget: 50% of total investment. Provincial budget: 50% of total investment).

Tran Hung Dao Street Extension Construction Project;Location: Cua Nam Ward, Vinh Tan, Vinh City; Starting point: Intersection with Dang Thai Than Street; Ending point: National Highway 1A bypass. Scale: Length 2.1km; Width: 35m (complete construction of the entire route according to the planning scale + bridge over Vinh River). Total estimated investment: 350 billion VND. State budget (Central budget: 50% of total investment. Provincial budget: 50% of total investment).

Cao Xuan Huy extended road construction project.Location: Vinh Tan Ward, Vinh City; Starting point: Vinh Market Bus Station Gate; Ending point: Intersection with Pham Hong Thai Street. Scale: Length 0.7km; Width: 30m (complete construction of the entire route according to the planning scale) + bridge over Vinh River.

Total estimated investment is 100 billion VND. State budget (Central: 50% of total investment. Province: 50% of total investment).

Sustainable urban development and climate change adaptation in Vinh city, Nghe An province;Location: Vinh City.

Investment items include renovating and constructing new sewer lines in the drainage basin of Hong Bang canal (about 6 km); renovating and constructing new sewer lines in the drainage basin of canal No. 2, with a total length of about 8 km; constructing new sewer lines in the drainage basin of canal No. 1 (about 4 km); renovating and constructing new sewer lines in the drainage basin of the Moat around the ancient citadel and Cua Nam Lake (about 4 km); upgrading Hung Hoa wastewater treatment plant; constructing Le Mao road to extend the Vinh river section - Vinh bypass; renovating Vinh river; constructing a regulating lake and pumping station at the end of Rao Dung river.

Project to build landscape lighting system, art lighting of Vinh city;Location: Vinh City (main urban routes). Scale: About 15 routes.

Total expected investment: 200 billion VND (100% calling for socialization (funding according to route)).

The tourism sector includes projects:

Quyet Mountain Forest Park Tourist Area Project;Location: Belonging to the national relic and scenic complex of Quyet Mountain Forest Park and Phuong Hoang Trung Do area (Trung Do ward, Vinh city). Area: 147.70 ha, of which: Effective exploitation area: 17 ha; Quyet Mountain and remaining forest park area: 30.7 ha. Implementation items: According to the approved detailed planning of Quyet Mountain Forest Park and Phuong Hoang Trung Do tourist area: It is a tourist area with a system of cultural, historical, entertainment and commercial service works of Vinh city, including: Reception area, small war relic park; Entertainment service area; Natural landscape ecological area; Cultural and historical park area; Buddhist construction planning area; Restoration of Phuong Hoang Trung Do Imperial Citadel relic. Lam River tourism project; Location: Trung Do Ward, Ben Thuy, Hung Hoa Commune, Vinh City (along Lam River through Vinh City). Area of about 100 hectares; including the area on both sides of Vinh bypass from Ong Hoang Muoi Temple to the end of Ban Forest, Hung Hoa Commune.

Total expected investment: 1,500 billion with 100% investor capital.

Cultural fields include:

Vinh Citadel Park Project;Location: Nghe An Citadel belongs to the administrative boundaries of 3 wards: Cua Nam, Doi Cung, Quang Trung and Vinh city.

Total expected investment: 1,000 billion VND with 100% investor capital.

Project of the Reconciliation Lake Amusement Park in Hung Loc Commune - Hung Hoa;Location: Belonging to the boundaries of Hung Loc and Hung Hoa communes, Vinh city. Northeast borders: Rao Dung River; Southwest borders: Nguyen Sy Sach extended road; Southeast borders: High-tech industrial park and new residential area of Hung Hoa commune; Northwest borders: Eastern ring road, Vinh city. Implemented items include: Amusement park, sports, recreational activities associated with water (boating, swimming...); Water park, thrilling games; Commercial and supporting service works (restaurants, hotels...); Regulating lake.

Total expected investment: 1,000 billion VND with 100% investor capital.

North borders: Nguyen Sy Sach extended road; West borders: 30m planned road, Hung Hoa commune; East borders: Project of Viet Lao Technical Support Corporation; South borders: Existing residential area. Implemented items include: Amusement park, sports, recreational activities associated with water surface (boating, swimming...); Amusement park; Auxiliary commercial service area; Sports area.

Total investment is expected to be 1,000 billion VND with 100% investor capital.

Vinh Temple of Literature Restoration Project;Location: Nghe An Temple of Literature (also known as Vinh Temple of Literature) in block 10, Hong Son ward, Vinh city.

Items to be implemented: Peripheral area (Ceremony gate, Management Board house, Service house - toilet, security house, Parking lot, yard, walking path, trees); Entrance area - Stele house (Temple of Literature gate, stele house, Thien Quang lake); Dai Thanh area (memorial works for some people such as Confucius, great figures in Confucianism of the locality and the country: bell tower, Ta Vu house, Huu Vu house, Bai Duong house, Thuong Dien house, Tho Dia temple, votive burning house...). Total estimated investment: 196 billion VND. State budget source (Central: 50% of total investment, Provincial 30% of total investment, City budget: 20%).

Project of Construction, Business and Management of Vinh Market, Hong Son Ward;Location: Hong Son Ward, the North borders Le Hong Son Street, planned width 21m; the West borders the planned width 15m; the East borders Le Huan Street, planned width 15m and the South borders Tran Dang Ninh Street, planned width 15m. Implemented items (according to approved detailed planning): Main communal house, 3 floors high, construction area 9,000 m2; West communal house, including 9 communal houses, 1 floor high, construction area: 7,975 m2; East communal house, including 4 communal houses, 1 floor high, construction area: 3,725 m2; parking lot, 1 floor high, waste collection area.
