Details of 27 Nghe An border communes whose new rural construction project has just been approved by the Government
(Baonghean.vn)- 27 communes in 6 districts including Ky Son (11 communes); Tuong Duong district (4 communes); Con Cuong district (2 communes); Que Phong district (4 communes); Anh Son district (1 commune); Thanh Chuong district (5 communes).
Deputy Prime Minister Vuong Dinh Hue has just approved the Project on building new rural areas in 27 communes in the border area of Nghe An province, aiming to develop socio-economy and ensure security and defense in the 2018-2020 period.
The project is implemented in 27 communes, with a natural area of 472,236.1 hectares in 6 districts, specifically: Ky Son district (11 communes); Tuong Duong district (4 communes); Con Cuong district (2 communes); Que Phong district (4 communes); Anh Son district (1 commune); Thanh Chuong district (5 communes).
The 27 communes in the project include: Nam Can, Ta Ca, Bac Ly, My Ly, Na Loi, Dooc May, Keng Du, Muong Tip, Muong Ai, Na Ngoi, Nam Can (Ky Son); Tam Quang, Tam Hop, Nhon Mai, Mai Son (Tuong Duong); Mon Son, Chau Khe (Con Cuong); Thong Thu, Hanh Dich, Tri Le, Nam Giai (Que Phong); Phuc Son (Anh Son); Hanh Lam, Thanh Thuy, Thanh Duc, Thanh Son, Ngoc Lam (Thanh Chuong).
Project implementation period from 2018 to 2020.
The general goal is to build border communes with infrastructure towards new rural standards; reasonable economic structure and forms of production organization, linking agricultural development with the development of small-scale industry and services; stable, peaceful rural society, rich in national cultural identity; improved knowledge, protected ecological environment; strengthened political system in rural areas under the leadership of the Party; ensuring the maintenance of national defense, stable security and building a peaceful, friendly, cooperative and sustainable border.
In particular, by 2020, the communes will meet the criteria according to the National Criteria for New Rural Communes for the period 2016 - 2020, specifically: an average of 11.4 criteria/commune, no communes with less than 08 criteria; average income per capita will reach over 22.9 million VND/person/year, equal to 54.5% of the province's average (about 42-45 million VND/person/year); the poverty rate will decrease to 30-32% (according to the multidimensional poverty standard).

The investment content of the Project includes: Criteria group on socio-economic infrastructure, criteria group on economy and production organization, criteria group on culture-society and environment, criteria group on political system. In which, criteria group on economy and production organization strives to achieve by the end of 2020: 10 communes (32%) meet income criteria; 27 communes (100%) meet employment criteria; 19 communes (70%) meet production organization criteria...
Based on the investment objectives, contents, and investment phases according to specific criteria groups in the Project, the People's Committee of Nghe An province assigned the investor and specialized agencies to review, synthesize the volume, estimate capital, and develop specific projects in the 27 communes to implement component projects in the area according to the provisions of the Law on Public Investment, ensuring the principle of mobilizing investment capital from enterprises for projects with the ability to recover capital directly; mobilizing people's contributions on a voluntary basis for each specific project, approved by the People's Council of the commune. The form of people's contribution can be in the form of working days, donating land to clear the ground for investment projects...
Solutions to implement the Project to strengthen the role of Party committees, authorities, the Fatherland Front and mass organizations in propaganda work to raise awareness for cadres, party members and people, creating high consensus in the entire political system, state management officials at all levels, enterprises and farmers, in which, mobilizing people to actively participate in restructuring agricultural production, converting crop structure, crop and livestock structure, promoting land conversion and accumulation; developing key agricultural products and specialties of localities according to the motto "one commune, one product"; promoting linkages in production, product consumption and investment socialization...
Regarding mechanisms and policies, effectively implement policies to support agricultural and rural development and new rural construction issued by the Central and the province; review, adjust and supplement policies of the Central and local governments to increase resources to support 27 communes implementing the Project; continue to strengthen and rotate cadres on the payroll of the district level and the armed forces (Provincial Border Guard) to work as key cadres in key border communes or communes with weak cadre work.
Promote agricultural commodity production
Regarding production organization, strengthen cooperation with localities, enterprises, domestic economic groups and provinces in the region; develop small and medium-sized agricultural enterprises to invest in agricultural production, to promote commodity agricultural production.
Encourage the form of production linkage between enterprises and farmers (including Lao enterprises investing in the area), in which: enterprises invest capital, science and technology, consume products and people organize production themselves to supply products for enterprises to consume or contribute land and labor; each commune selects 2-3 key crops, animals or industries to prioritize regional linkage development to promote the development of production of products with comparative advantages.
Focus on developing cooperative economy, building new-style cooperatives, consolidating and developing craft villages according to the advantages of each locality (each commune establishes at least 01 new cooperative); research and develop consumer markets; promote trade and build brands; strengthen brand protection for products of craft villages and craft villages to protect prestige, enhance reputation and competitiveness of products in the market, and increase income for people.
Building agricultural models in the direction of exploiting the strengths of each region, such as safe vegetable production, flower and ornamental plant areas, home gardens, high-quality rice areas, specialty fruit growing areas, livestock and aquaculture areas; building models applying scientific and technological advances in preliminary processing, preservation and processing of products from specialty plants and animals of each region, creating commodity products.
