Details of the proposed merger plan of the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs of Nghe An

According to the project to merge the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs (LĐ-TB&XH) of Nghe An, the organizational structure of the (new) Department of Home Affairs is expected to reduce 3 specialized departments and 1 unit.

On February 25, the People's Council of Nghe An province will hold the 27th session (Special Session) to consider and approve the Resolution to establish the Nghe An Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs of Nghe An.

Organizational structure,for the block belonging to the structure at the Department

The number of focal points of the two previous agencies before the merger was 13 (Department of Home Affairs with 7 divisions, the unit includes 6 divisions under the Department and the Emulation and Reward Board. Department of Labor - Invalids and Social Affairs with 6 divisions merged with the Department of Home Affairs.

It is expected that after the arrangement, merger and consolidation, there will be 10 rooms left, a reduction of 3 rooms, equivalent to a rate of 23%. Of which:

Merge the Office of the Department of Home Affairs and the Office of the Department of Labor, Invalids and Social Affairs into the Office of the Department of Home Affairs; merge the Inspectorate of the Department of Home Affairs and the Inspectorate of the Department of Labor, Invalids and Social Affairs into the Inspectorate of the Department of Home Affairs.

Merge the Department of Government Building & Youth Work, Department of Home Affairs and Department of Children and Gender Equality, Department of Labor, Invalids and Social Affairs into the Department of Government Building.

Maintain the following Departments: Administrative Reform and Archives; Civil Servants and Public Employees; Organization, Staffing & TCPCP; Planning - Finance; Department of Labor - Employment - Occupational Safety and Hygiene; Meritorious People; convert the Emulation - Reward Board into the Emulation - Reward Department.

Organizational structure for affiliated units and public service units

Number of affiliated units and public service units of the two agencies before the merger: 6 (Department of Home Affairs: 1 unit (except the Religious Affairs Committee which merged with the Ethnic Affairs Committee), Department of Labor - Invalids and Social Affairs: 5 units (except 17 units which merged with the Department of Health and the Department of Education and Training).

Accordingly, it is expected to arrange, merge and consolidate to 5 units, reducing 1 unit, equivalent to a rate of 16.7%. Of which:

Merge Nghe An War Invalids Nursing Center with Nghe An Psychiatric War Invalids Nursing Area into Nghe An War Invalids Nursing Center.

Maintain 3 centers and 1 board including: Historical Archives Center; Nghe An Employment Service Center; Nursing Center for People with Meritorious Services to the Revolution of Nghe An Province; Management Board of Vietnam-Laos Martyrs' Cemetery.

Thus, the Department of Home Affairs (new) consists of 10 departments, equivalent to the structure block at the Department, including: Office of the Department of Home Affairs; Inspectorate of the Department of Home Affairs; Department of Government Construction; Department of Administrative Reform and Archives; Department of Civil Servants and Public Employees; Department of Organization, Staffing and Non-Governmental Organizations; Department of Planning - Finance; Department of Labor - Employment - Occupational Safety and Hygiene; Department of Meritorious People; Department of Emulation - Rewards.

The block of affiliated units and public service units has 5 units including: Nghe An War Invalids Nursing Center; Historical Archives Center; Nghe An Employment Service Center; Nursing Center for People with Meritorious Services to the Revolution of Nghe An Province; Management Board of Vietnam-Laos Martyrs Cemetery.

2 principles for selecting department heads

Regarding the personnel plan, the project states: For the Department Director, the Deputy Directors will follow the decision of the competent authority. It is known that before the merger, the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs both had a Director and 3 Deputy Directors.

For the head-level personnel of agencies and units after the merger, the selection of head-level personnel is based on the following principles: Priority is given to personnel with higher-level planning (for personnel within the planning age); priority is given to personnel who are not under disciplinary review, review, or are in the disciplinary period.

For redundant chief personnel, they will be arranged at agencies and units that do not have other chiefs with suitable capacity, qualifications, and management experience. In case they cannot be arranged, they will be arranged in deputy positions at the post-merger unit, but will be given the position allowance coefficient of the Chief and equivalent for a period not exceeding 5 years (or the end of the current position reappointment period) from the date of job re-arrangement.

For deputy heads of agencies and units after the merger, the deputy heads of agencies and units after the merger will be mechanically added together; until the end of a term not exceeding 5 years (or the end of the current position reappointment term) from the date of job re-arrangement, there is no limit on the average number of deputies at the units subject to the merger.

Do not appoint new deputy heads of agencies and units subject to merger or reorganization due to merger until the number of deputies of these agencies and units is ensured in accordance with the regulations of competent authorities. Continue to appoint new deputy heads of units that do not have enough deputies (after balancing and arranging the leadership personnel of departments and units under the Department).

For civil servants not holding leadership or management positions, the arrangement, reorganization, and restructuring of civil servants in the Department's specialized departments after the merger will be carried out to ensure reasonableness and suitability with the qualifications, capacity, and experience of the civil servants; on that basis, the arrangement and reorganization of civil servants in the Department's specialized departments will be carried out reasonably to ensure compliance with regulations.

After the Department of Labor, War Invalids and Social Affairs merged with the Department of Home Affairs, the (new) Department of Home Affairs had 90 people working at the Department (83 civil servants, 1 public employee, 9 labor contracts); 194 people working at units under the Department (152 public employees, 3 public employees receiving salaries from the unit's revenue and 39 labor contracts).

Regarding policies for cadres, civil servants, public employees, and workers who retire: The Department of Home Affairs (new), after merging, synthesizing, and counting the number of cadres, civil servants, public employees, and workers who apply for early retirement, will coordinate with the Department of Finance to advise the Provincial People's Committee to make payments according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers, and armed forces in implementing the organization and arrangement of the political system.

The headquarters of the Department of Home Affairs (new) is at No. 30, Phan Dang Luu Street, Vinh City (Old headquarters of the Department of Home Affairs) and at No. 12, Truong Thi Street, Vinh City (Old headquarters of the Department of Labor, War Invalids and Social Affairs). The current headquarters of the affiliated units and public service units of the Department of Home Affairs (new) will be maintained.
