The electric bus model is deployed from the green energy conversion strategy, environmentally friendly and increasingly popular in Vietnam.

To specify the tasks assigned in Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the Action Program on green energy conversion, carbon and methane emission reduction of the Transport sector; Direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 8685/VPCP-CN dated November 25, 2024 of the Government Office to organize the implementation to ensure the completion of the goals and tasks of green energy conversion in the Transport sector in the period of 2025-2030 in the province. The Provincial People's Committee issued Plan No. 336/KH-UBND dated May 9, 2025, on the conversion to the use of electric cars for buses and intra-provincial passenger cars in the period of 2025-2030 in Nghe An.

Conversion roadmap:

  • Roadmap for converting to using electric cars for passenger transport business by bus:

- From 2025: 100% of buses will be replaced and new investments will use electricity and green energy (Including: Pure electric vehicles are motor vehicles using electric drive systems; Pure fuel cell electric vehicles are electric motor vehicles using pure fuel cells, in which the fuel cell system is the sole source of energy on the vehicle for the vehicle's powertrain.), green energy (hydrogen fueled vehicles).

- By the end of 2030, strive for at least 20% of buses operating in the province to use electricity and green energy.

  • Roadmap for converting to using electric cars for fixed-route intra-provincial passenger transport business:

- From 2025, encourage replacement of fixed-route intra-provincial buses, new investments to convert to using electricity and green energy..

-By the end of 2030, at least 10% of fixed-route vehicles operating in the province will use electricity and green energy.

  • Electric vehicle charging station infrastructure

To ensure the implementation of the conversion, the Provincial People's Committee focuses on directing and ensuring the planning and development of an infrastructure system of electric car charging stations across the province to meet the needs of electric cars participating in passenger transport business activities in the province.

Tasks and solutions:

On mechanisms and policies:Will coordinate with central ministries and branches in perfecting the legal system, mechanisms and policies to implement the conversion to electric cars. Apply policies to support, encourage and prioritize creating conditions for transport enterprises to invest in and convert vehicles using fossil fuels to electric cars (financial support when investing in purchasing vehicles, support for electric charging prices, priority on routes, operating areas, etc.).

Developing charging station infrastructure for electric cars: Develop policies to support, encourage, and attract investment incentives to develop a charging station system for electric cars. Build charging stations at bus stations, rest stops, gas stations, parking lots, tourist areas, and traffic hubs to ensure technical conditions and fire safety, etc. Plan and complete the charging station system to meet the needs of public transport using electricity throughout the province.

Improve the efficiency of using electric cars:Disseminate to people and businesses about the roadmap, policies, positive effects and benefits of converting fossil fuel vehicles to electric cars and green energy vehicles.

- Research on the application of science and technology on electric vehicles and equipment; application of technology and smart traffic in the organization, management, operation and effective exploitation of electric cars when participating in the transportation business.

Duties of relevant departments, branches and units

Department of Construction: Take charge of researching and advising on general and specific policies to promote bus and passenger transport enterprises in the province to switch to electric cars; coordinate, monitor, guide and urge relevant departments, branches, agencies, units and localities to implement the contents of this Plan in a synchronous and timely manner; periodically synthesize and advise the Provincial People's Committee to report on implementation results. Take charge of and coordinate with relevant departments, branches, units and localities to deploy and guide the implementation of relevant central mechanisms and policies to support and encourage investment; develop a communication plan and organize communication to people and businesses about the roadmap, policies and benefits of buses and passenger transport in the province to switch to electric cars.

Department of Industry and Trade: Preside and coordinate with the Department of Construction, agencies, units, and localities to deploy planning and develop the charging station infrastructure system in the province and plans to ensure electricity supply for charging stations.

Department of Finance: Coordinate with relevant departments, branches and units on financial plans in building mechanisms and policies to support and encourage investment in converting the use of buses and intra-provincial passenger cars to electric cars, and develop a charging station system for electric cars according to current regulations of law.

Department of Science and Technology: Research and advise the Provincial People's Committee to consider prioritizing the ordering of scientific and technological tasks on the development, application and transfer of electric transport technology in the province.
