Details of regional minimum wage in Nghe An applied from January 1, 2018
(Baonghean.vn) - The Government has just issued Decree 141/2017/ND-CP regulating regional minimum wages for employees working under labor contracts, effective from January 1, 2018.

According to the list of areas applying the regional minimum wage issued with Decree 141/2017, Vinh City is classified in Region III. The remaining localities including 3 towns: Cua Lo, Hoang Mai, Thai Hoa and 17 districts: Anh Son, Con Cuong, Dien Chau, Do Luong, Hung Nguyen, Quy Chau, Ky Son, Nam Dan, Nghi Loc, Nghia Dan, Que Phong, Quy Hop, Quynh Luu, Tan Ky, Thanh Chuong, Tuong Duong, Yen Thanh are classified in Region IV.
Therefore, based on Decree 141/2017, the minimum wage in Vinh City is 3,090,000 VND/month (an increase of 190,000 VND); the remaining localities in region IV are 2,760,000 VND/month (an increase of 180,000 VND).
The subjects of application include employees working under labor contracts as prescribed by the Labor Code. Enterprises established, organized, managed and operated under the Law on Enterprises. Cooperatives, cooperative unions, cooperative groups, farms, households, individuals and other organizations in Vietnam that hire employees under labor contracts.
Foreign agencies, organizations, international organizations and foreign individuals in Vietnam that hire workers under labor contracts (except in cases where international treaties to which the Socialist Republic of Vietnam is a member have provisions different from those of this Decree).
The regional minimum wage stipulated in this Decree is the lowest level used as a basis for enterprises and employees to negotiate and pay wages.
In which, the salary paid to employees working under normal working conditions, ensuring enough normal working hours in a month and completing the agreed labor norms or work must be guaranteed: not lower than the regional minimum wage for employees doing the simplest work and at least 7% higher than the regional minimum wage for employees doing work requiring employees to have undergone vocational training.
When implementing the regional minimum wage stipulated in this Decree, enterprises are not allowed to eliminate or reduce wage regimes when employees work overtime, work at night, work in arduous and hazardous working conditions, in-kind allowances for arduous and hazardous job titles and other regimes as prescribed by labor law.
Other allowances, supplements, subsidies and bonuses stipulated by the enterprise shall be implemented according to the agreement in the labor contract, collective labor agreement or in the enterprise's regulations.
