Female staff quota in 2020 linked to party congresses at all levels for the 2020-2025 term

The Provincial Party Committee's Organizing Committee has just issued Official Dispatch No. 3436-CV/TU, on implementing female cadre targets in 2020.

Accordingly, in order to implement Plan No. 172-KH-UBND, dated March 31, 2020 of the Provincial People's Committee on the national program on gender equality and activities for the advancement of women in 2020; in order to effectively develop and implement the targets on female cadres in 2020 in conjunction with the targets on female cadre work of the Party Congresses at all levels for the 2020-2025 term, the election of the National Assembly and People's Councils at all levels for the 2021-2026 term, the Provincial Party Committee's Organizing Committee requests the Organizing Committees of district, city and town Party Committees; Party Committees directly under the province; departments and units in charge of organizing cadres of departments, branches, sectors, the Fatherland Front and provincial-level unions, public universities, colleges and public service units under the province to advise the Standing Committee of Party Committees and leaders of units to implement the following contents:

1. Advise the Party Committee and unit leaders to develop female staff targets for 2020 in conjunction with the targets of the Congress for the 2020-2025 term, and the election of the National Assembly and People's Councils at all levels for the 2021-2026 term.

Plan 172-KH-UBND, dated March 31, 2020 of the Provincial People's Committee on the national program on gender equality and activities for women's advancement in 2020 sets out the following targets for female cadre work in 2020:

- Percentage of women participating in Party committees at all levels: Provincial level 15%; district level 20%; commune level and equivalent: 25%.

- The proportion of departments, branches, sectors and People's Committees at all levels with key female leaders: provincial level 50%, district level 80%, commune level: 40%.

- In Party agencies and socio-political organizations (with a female cadre, civil servant and public employee ratio of 30% or more), there must be female key leaders: 100% at provincial level, 100% at district level, 100% at commune level.

2. Advise the Party Committee and unit leaders to pay attention to effectively implementing the national program on gender equality and activities for women's advancement, effectively carry out the planning work to create female cadres at each level, each sector, each agency and unit; link planning work with training, fostering and arranging the use of female cadres, ensuring the requirements for continuous and sustainable development of female cadres in the period of promoting industrialization and modernization of the country.
