The key to implementing reforms and rectifying Party organizations.

(Baonghean) - In implementing Resolution No. 4 of the Central Committee (11th term) "Some urgent issues concerning Party building today," grassroots Party organizations and individual Party members have actively promoted strengths while frankly assessing and overcoming limitations and weaknesses. As a result, many long-standing weaknesses and shortcomings spanning multiple terms have been addressed, affirming the people's trust in the Party.

Uniform motion at all levels

In the spirit of facing the truth, assessing the facts objectively, without favoritism or avoidance, the Central Resolution No. 4 outlined four main groups of solutions that ensured consistency, focus, and feasibility, while combining "combating and building," "building and combating," and "matching words with actions"; focusing on resolving the most pressing and prominent issues; and especially emphasizing ideological work, linked to the implementation of the Politburo's Directive No. 03 on continuing to promote the study and emulation of Ho Chi Minh's moral example. Therefore, after only three years, significant changes have been made at the grassroots level, gradually overcoming limitations and weaknesses in Party building; each cadre and Party member has enhanced their responsibility to contribute to improving the leadership capacity and fighting strength of grassroots Party organizations, and promoting the implementation of political tasks at each level, sector, agency, unit, and locality.

In Quynh Doi commune, Quynh Luu district, the Central Resolution No. 4 and the Politburo's Directive No. 03 have been put into practice with concrete evidence. Comrade Phan Dinh Hien, Secretary of the Commune Party Committee, affirmed: "During the implementation process, the Party Committee has overcome the situation of cadres being distant from the people and lacking a sense of responsibility; the Party committees have lacked inspection, supervision, and urging of organizations and cadres and Party members in carrying out assigned tasks. The sense of responsibility of cadres, Party members, and civil servants has improved, becoming more exemplary and self-motivated in their work according to their assigned duties, especially the role of the heads of agencies and organizations."

In particular, the awareness of self-criticism and criticism within each organization has become more frank and responsible for the growth of the organization and the maturity of its members. The Party Committee always clearly demonstrates its stance and protects what is right, without covering up or concealing the shortcomings of the collective or individuals; it innovates methods of leadership, guidance, and management, respects the collective, is close to the people, understands the people, and listens to the opinions of the people in the process of leadership and management. From these movements, Quynh Doi commune successfully built a model new rural commune in 2014, creating a foundation for this locality to continue building a model new rural commune.

In An Hoa commune (Quynh Luu district), based on studying and researching the Resolutions and Directives, the commune Party Committee has developed regulations for the operation of the Executive Committee, assigning Party committee members to be responsible for specific areas and points; Party members are held accountable for each residential area, acting as the core in neighborhood groups, promoting pioneering and exemplary leadership in all local movements. The exemplary role of cadres and Party members has truly created a ripple effect, providing spiritual motivation to encourage all strata of the people to implement the Party's Resolutions in conjunction with local movements such as building new rural areas, land consolidation and exchange, poverty alleviation, and fulfilling civic duties.

Along with that, strengthening the inspection and supervision work of the Party Committee and the Inspection Committee has helped to limit organizational misconduct and the moral decay of cadres and Party members, contributing to purifying the organization and its cadres and members. Through inspections, one Party branch committee and 16 Party members were found to have signs of violations. Of these, disciplinary action was taken, including dismissing one Party branch secretary, reprimanding two comrades for causing internal disunity, and reprimanding 13 cadres and Party members for violating population and family planning policies.

In Thai Hoa Town, the Standing Committee of the Town Party Committee annually holds a serious collective and individual review meeting. All members of the Standing Committee contribute their opinions. The speeches are meticulously prepared, and the discussions are democratic, frank, sincere, and constructive. Important issues related to the leadership and guidance role of the Standing Committee are raised for analysis and examination. “In addition to the year-end review, the Standing Committee of the Town Party Committee periodically reviews and evaluates the results of its leadership in implementing tasks related to economic and social development, national defense and security, Party building, and the political system every three, six, and nine months. This is compared with the targets and objectives of the annual work plan as well as the resolutions of the Party Congress, in order to promptly find effective solutions for implementation in all areas,” said Comrade Pham Quang Toan, Deputy Secretary of the Standing Committee of the Thai Hoa Town Party Committee.

At the provincial level, the Standing Committee of the Provincial Party Committee conducted a serious self-criticism and criticism review and identified nine immediate tasks. Following this, the Standing Committee issued Directive No. 11 on leading and directing the implementation of these immediate tasks following the self-criticism and criticism review, in accordance with Central Resolution No. 4. Accordingly, the Standing Committee assigned specific responsibilities to Party organizations to closely monitor the content according to their respective sectors and fields, and to develop concrete implementation solutions. For example, the Provincial Party Committee's Organization Department, in coordination with relevant departments and agencies, advised on amending and supplementing regulations on personnel work; and implemented decisive measures to address and overcome negative practices in personnel work.

The Party Committee of the Provincial People's Committee is leading the Provincial People's Committee in rectifying the licensing and management of mineral activities, resolutely and thoroughly handling violations; reviewing investment projects that use land but are not implemented or lack the capacity to implement them, and projects whose land use purposes are not in accordance with the planning, especially those using land in urban areas, to resolutely handle them... Comrade Dau Van Thanh, Deputy Head of the Provincial Party Committee's Organization Department, affirmed: "In recent years, grassroots Party organizations have seriously and decisively implemented the tasks on time and according to schedule, basically completing the set work content. Central Resolution 4 has been implemented synchronously by Party committees from the province to the grassroots level with 4 groups of solutions, with particular emphasis on self-criticism and criticism, and upholding the pioneering and exemplary role, which has contributed to creating changes in each cadre and Party member, thereby creating new fighting strength for grassroots Party organizations."
