Conscript soldier returns 23 gold bars he found.

After finding a handbag containing some gold and a large amount of cash, Pham Xuan Vinh reported it to his unit commander and contacted the owner to return it.

On the afternoon of March 8th, Colonel Nguyen Trong Doi, Head of the Police Protection and Mobile Unit (PC65) of Nghe An Provincial Police, stated that the unit is in the process of requesting the Director of the Provincial Police to commend and reward Sergeant Pham Xuan Vinh (born in 1994) for his act of returning lost property to its owner. Previously, the PC65 unit had also commended and rewarded Vinh for this commendable act.

Earlier, at 1:30 PM on March 19th, Pham Xuan Vinh and soldier Phan Tuan Hau were on duty at Ho Chi Minh Square. While leaving the guard post to check the area, Vinh discovered a woman's handbag left behind in a flowerbed to the right of the Ho Chi Minh monument. Pham Xuan Vinh took the bag to the guard post to check its contents and found gold, cash, and some personal items inside. The incident was quickly reported to the unit commander so they could contact the owner and return the bag.

Upon carefully inspecting the bag, the unit commander discovered two bracelets, a gold necklace weighing the equivalent of 23 taels of gold, and 5 million dong in cash.

A short while later, Ms. Nguyen Thi Phuong (born in 1963, residing in Cam Le District, Da Nang City) came to the headquarters of the Ho Chi Minh Square Security Police Team to report the loss of her property due to negligence. After verification, it was confirmed that Ms. Phuong was the owner of the property. The command of the Ho Chi Minh Square Security Police Team then completed the procedures and returned the property to Ms. Phuong.

Sergeant Pham Xuan Vinh is a soldier serving a fixed term in the People's Public Security Force. Vinh joined the military service in February 2013, and after training, was assigned to duty at the Ho Chi Minh Square Security Team from July 2013 to the present.
