Tran Thi H, a sales employee at a car dealership in Vinh City, committed 13 fraudulent acts, appropriating 13 cars worth over 10 billion VND from people in Nghe An province. The case has just been investigated and clarified by the Office of the Criminal Investigation Agency (Nghe An Provincial Police).
Through intelligence gathering, the Investigation Agency Office (Nghe An Provincial Police) observed a situation where some residents in Nghe An province, after purchasing a car, received phone calls from individuals posing as employees of a car dealership, informing them that the dealership was running a tax refund promotion and offering free accessory packages.
Accordingly, customers will receive an amount equivalent to 10% of the vehicle's value, but are required to hand over the vehicle and its documents to the perpetrator for processing.

Some car buyers subsequently trusted the individual and handed over their vehicles and documents. After some time, when they wanted to get their cars back, the individual gave various excuses to delay the return, causing great frustration among the buyers.
At the same time, the Investigation Agency Office (Provincial Police) discovered that some pawn shops in the province were accepting automobiles as collateral in violation of the law.
Recognizing that the aforementioned case was very complex and affected public security, and that the actions of the suspects showed signs of the crimes of "Fraudulent appropriation of property" and "Receiving property obtained through the commission of a crime by others" with very sophisticated methods, the provincial police leadership directed the establishment of an investigation.
