Nguyen Thi Loan (26 years old), residing in Hamlet 1, Dien Lam Commune, Dien Chau District, has a husband and children. Due to poor health, unable to do farm work, Loan sells goods on the street, but still cannot afford two meals a day to support herself.

Thinking that she was in dire straits, in 2010, Loan stole property and was arrested by the police. The People's Court of Do Luong district sentenced her to 9 months in prison with a suspended sentence.

In October 2016, Loan continued to commit theft, was arrested by Vinh City Police and sentenced to 12 months in prison by Vinh City People's Court for the above crime. Due to mental illness, which limits the ability to perceive and control behavior, the Court gave Loan a suspended sentence.

Despite being on a suspended sentence, Loan rarely stayed in her hometown, living mainly in Vinh City. There, Loan coincidentally met Nguyen Thi Yen (22 years old), who had permanent residence in Block 3, Cua Nam Ward, Vinh City, and rented a room in Dong Vinh Ward. Sharing the same situation, the two became close. To have money for personal expenses and to raise their children, Loan and Yen thought of stealing property.

At about 8:40 a.m. on October 5, after reaching an agreement, Yen and Loan drove a Honda Vision motorbike, license plate 37F1-904.70, to wait next to the clothing kiosk at number 88, Nguyen Van Cu street, Truong Thi ward, Vinh city.

When she saw Ms. Thuy H. (born in 1980), residing in Nghi Hai ward, Cua Lo town, parking her Honda SCR motorbike, license plate 37L7-39.. on the street to enter the kiosk but forgetting to lock the trunk, Loan told Yen that her job was to act as a lookout while Loan carried out the act of theft. In just a few seconds, Loan opened the trunk to steal a handbag, inside were 22 million VND in cash and some personal documents, then both subjects quickly got on the motorbike and sped away.

Using the above trick, Yen and Loan continued to drive their motorbikes to the Que Quy clothing store at 66 Dinh Cong Trang Street, Le Mao Ward, Vinh City to steal. When they saw Ms. Pham Thi M. (born in 1977), residing in Ha Huy Tap Ward, Vinh City, parking her motorbike with license plate 37M-39.. on the street to enter the kiosk but did not lock the trunk, Loan opened the trunk and stole a bag, which contained 55 million VND and some personal documents. Receiving the report from the owner of the Que Quy kiosk, Lieutenant Colonel Tran Duc Long, Deputy Chief of Le Mao Ward Police, and 2 ward police officers promptly arrived at the scene, collected information, documents and made a plan to arrest the property thief.

After 18 hours of intensive investigation, in coordination with the Criminal Police of Vinh City Police, on the night of October 5, the police discovered and arrested Nguyen Thi Yen.

At Vinh City Police, Yen confessed to having committed the above thefts with Nguyen Thi Loan, and handed over the amount of 44 million VND that Loan and Yen had committed to the investigation agency.

Based on Yen's testimony, on October 6, the Vinh City Police Department issued an arrest warrant and conducted an emergency search of Nguyen Thi Loan, but the subject was not present in the area. On October 7, Vinh City Police and Le Mao Ward Police arrested Loan when she was preparing to board a bus to escape to her hometown in Dien Lam Commune, Dien Chau District.

During the investigation, the suspects also confessed that on October 5, after committing the two thefts, Loan and Yen continued to ride their motorbikes to a clothing store in Hung Phuc ward, Vinh city, to steal a handbag containing 6 million VND and some personal documents in the trunk of a SH motorbike, license plate 37F1-064...

Through investigation and verification, the police force learned that the victim was Ms. Tran Thi PT (born in 1988), residing in Hung Binh Ward, Vinh City. Ms. T. also did not expect that she was robbed so quickly. "I had just entered the booth for less than a minute, when I turned around, I saw that the trunk of the car was open, and my property was gone," Ms. T. confided.

After committing the three thefts, Yen drove Loan back to her boarding house in Dong Vinh ward, Vinh city. There, Loan took out the money and gave Yen 21 million VND. Before returning to Dien Lam commune, Loan took out 23 million VND and asked Yen to keep it for her, and Yen kept the remaining 34 million VND for spending. Loan disposed of the handbags and wallets containing the victims' money on the way back to her hometown.

After clarifying the crimes of the subjects, the Vinh City Police Department prosecuted Nguyen Thi Loan and Nguyen Thi Yen for theft. Because Loan was raising a child under 36 months old, suffered from mental illness, had limited awareness and behavior control; Nguyen Thi Yen committed the crime for the first time, repented, confessed honestly and handed over all stolen property; she herself was raising a child, had financial difficulties, so the Vinh City Police Department released Nguyen Thi Loan and Nguyen Thi Yen on bail but applied the measure of prohibiting them from leaving their place of residence.
