The chapel was built on plot number 54, map number 2, area 297.6m2 of Mr. Tran Van Son and Mrs. Nguyen Thi Hong's family (living in Nghi Dien commune, Nghi Loc district) and was granted a land use right certificate by the town People's Committee on February 17, 2014 for the purpose of residential land (200 m2).2), perennial crop land (97.6 m2).

On February 16, 2017, Mr. Son and Ms. Hong transferred this land lot to Tran Van Cay (secretary of the Pastoral Council of Duc Xuan parish) for 450 million VND, but only in the form of a handwritten document, without completing the land transfer procedures according to the provisions of law.

The "chapel" area is being illegally built in block 8, Nghi Tan Ward, Cua Lo Town.

One week after hand-writing the land sale and purchase contract, Mr. Tran Van Cay mobilized people to illegally build houses. Performing the state management function of construction order management in the area, Nghi Tan Ward People's Committee coordinated with the Urban Order Management Team of Cua Lo Town to inspect the construction of the project at land plot No. 54, map sheet No. 02, block 8, Nghi Tan Ward.

At the time of inspection, the construction investor, Mr. Tran Van Cay, residing in Block 7, Nghi Tan Ward, Cua Lo Town, built a house with a corrugated iron roof and box-shaped columns with an area of ​​about 146.85m2.2 but could not present a construction permit, nor could they prove legal ownership of the above land plot. Therefore, the inspection team made inspection record No. 862/BBKT dated March 22, 2017 requesting the suspension of construction.

After making a record of the inspection, Mr. Tran Van Cay still did not comply and continued to construct the project, so on March 24, 2017, the People's Committee of Nghi Tan Ward - Cua Lo Town issued Decision No. 35/QD-UBND on suspending the construction of the project that violated the above construction order and sent a notice inviting Mr. Cay to work.

At first, Mr. Cay justified the purpose of the construction as "to provide construction materials". However, in the minutes of the meeting at Nghi Tan Ward People's Committee on March 22 and 24, 2017, Mr. Cay justified the purpose of the construction as: "Because the area has 32 Catholic households who need a place to pray in the morning and evening, I bought the land from Mr. Son to build a temporary house, build a zinc roof for the people to borrow as a place to pray", "the project is a place for people to pray".

Although the local government has persistently propagated, explained, and requested Mr. Tran Van Cay to temporarily stop the project to complete the construction licensing procedures according to regulations and construct according to the licensed content, use land and construction for the right purpose according to the law, he still challenged: "If the government does not create conditions, the parishioners are upset, the households will continue to build on their own."

Although the urban order management team of Cua Lo Town continued to make a record requesting Mr. Tran Van Cay and related people to strictly comply with the decision to suspend construction of Nghi Tan Ward People's Committee, these subjects still deliberately ignored the provisions of the law, deliberately organized the illegal construction of the chapel.

Some people filmed and took pictures and posted them on social networks, deliberately distorting the truth and claiming that the government prevented people from building structures to serve their spiritual needs.

Many agitated parishioners used insulting words towards the authorities.

Only after Mr. Tran Dinh Chin, Chairman of the Parish Pastoral Council of Tan Loc, gave his opinion did the parishioners disperse.

On the morning of March 26, about 10 people continued to build this illegal structure. In the afternoon, the number of people and construction workers here was nearly 20.
