After storm No. 10 passed, many localities recorded prolonged heavy rain causing floods, rising water inundating many residential areas, especially in low-lying areas in the old Yen Thanh district and Hoang Mai commune.

After a night of running from the flood, by the morning of July 23, hundreds of houses in Tuong Duong commune, Nghe An province were still submerged in water. Many houses were still flooded up to the roof, and Highway 7 was so deeply flooded that it was impassable.
The flood rose too quickly, Muong Xen (Nghe An) was submerged in water, many places were flooded up to the necks of adults, people fled the flood at night.

This evening (July 22), due to prolonged heavy rain, rising water levels of the Nam Mo River and the release of floodwaters from hydroelectric plants, many areas in Muong Xen Commune (former Ky Son District) and along National Highway 7 were severely flooded. The water rose so quickly that people had to evacuate urgently at night, many households were unable to save their property.
