The Government issued the Program 'Supporting Youth Startups' for the period 2022-2030
Deputy Prime Minister Vu Duc Dam has just signed Decision No. 897/QD-TTg approving the Program "Supporting Youth Startups" for the period 2022 - 2030.

The specific goal of the Program Phase 1 (2022 - 2025) is to support at least 8,000 young people to start businesses, including 1,000 young people to start innovative businesses; every year, 100,000 young people are equipped with knowledge and trained to improve their capacity in entrepreneurship and business administration.
At least 80,000 youth-owned businesses receive advice and support in business development.
Support the establishment of 200 youth-owned cooperatives. Annually support the maintenance of at least 200 communes implementing the One Commune One Product (OCOP) Program and having youth products that meet OCOP standards.
Training and fostering basic knowledge for young people about starting a business
One of the tasks and solutions of the Program is to support young people in starting and developing businesses: Searching, screening and consolidating potential start-up ideas; supporting the improvement of business and start-up capacity for young people; supporting young people in starting up to access capital sources and domestic and foreign investors; building and developing channels to support the distribution and consumption of young people's start-up products; supporting legal advice for young people in starting up; supporting the connection and development of a network of start-up businesses.
In particular, training and fostering basic knowledge for young people about starting a business and developing enterprises such as: knowledge about production management, human resource management, marketing, quality management, supply chain management...
Organize training courses on financial management, accounting, tax, guidance on management and use of capital for small and micro enterprises, for young people starting a business; introduce, advise, connect young people with business ideas, start-ups to visit factories, typical enterprises in each field and industry.
Provide in-depth training and education for young entrepreneurs on digital transformation, application of digital technology in business administration, product manufacturing, service provision, transportation, promotion, product consumption and other contents in the production and business process; support young entrepreneurs to improve business capacity along the value chain on the basis of exploiting the strengths and potentials available in regions and localities.
Support young entrepreneurs to access capital sources
Support young people to access capital sources and financial support through programs and preferential policies for young people starting businesses and establishing businesses of the Government; build idea trading floors to connect young people with investment funds.
Increase capital support for production and business establishments owned by union members, youths through loans from the National Employment Fund managed by the Central Committee of the Ho Chi Minh Communist Youth Union and the Provincial People's Committee; mobilized by the Social Policy Bank, capital entrusted by the Social Policy Bank from localities, organizations and individuals at home and abroad to lend to support job creation, maintain and expand employment and other legal capital sources.
Promote activities to search for and connect newly established enterprises with investment funds to support startups; advise and support enterprises, cooperatives, cooperative groups, and individual business households of young people to access preferential credit sources from the Vietnam Bank for Social Policies and commercial banks.
Proactively advise local Party committees and authorities to allocate budget resources to build preferential credit programs to support youth startups; mobilize resources to build a fund to support youth startups in the locality.
Build and develop channels to support product distribution and consumption
Build and develop channels to support the distribution and consumption of youth startup products. Specifically, periodically organize exhibitions and fairs of startup products; organize trade promotion activities to introduce startup products.
Connect with large shipping companies to offer preferential shipping costs for young entrepreneurs' products.
Training, fostering, and consulting young entrepreneurs on import-export operations, providing information on international markets; organizing consulting programs, supporting newly established businesses, small and medium enterprises, and youth cooperatives to apply e-commerce in product consumption.
Develop e-market models, link with major e-commerce platforms to support product introduction and consumption; build brands, build product identities for young entrepreneurs.
