Deputy Prime Minister Le Minh Khai signed Resolution 53/NQ-CP dated April 14, 2023 implementing Resolution No. 74/2022/QH15 dated November 15, 2022 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste.

At the 4th Session of the 15th National Assembly, the National Assembly voted to pass Resolution No. 74/2022/QH15 dated November 15, 2022 on promoting the implementation of policies and laws on practicing thrift and combating waste based on the Report of the National Assembly's Supervisory Delegation on the results of supervising the implementation of policies and laws on practicing thrift and combating waste in the period 2016 - 2021.

Accordingly, the National Assembly assessed that the implementation of policies and laws on practicing thrift and combating waste in the 2016-2021 period has achieved very important and positive results, along with the great results of the fight against corruption and negativity, contributing to the successful implementation of socio-economic development goals and targets, finance, budget, mobilizing, managing and effectively using human resources, material resources, financial resources, ensuring national defense, security, foreign affairs, social security and social welfare of the country.

However, the implementation of policies and laws on practicing thrift and combating waste still has many shortcomings and limitations; law enforcement is not strict; in some cases, loss and waste are very large and serious. The above shortcomings and limitations are due to many causes. In addition to the cause of some legal regulations, norms, standards, norms, and unit prices being inadequate and not keeping up with development requirements, the main cause is the organization of implementation of policies and laws on practicing thrift and combating waste.

To continue to enhance the effectiveness and efficiency of implementing policies and laws on practicing thrift and combating waste and a number of solutions to remove difficulties and obstacles, and promote the implementation of policies and laws on practicing thrift and combating waste, the Government issued a Resolution implementing Resolution No. 74/2022/QH15.

Develop a propaganda project to raise awareness and responsibility for practicing thrift and fighting waste.

The Resolution clearly states the tasks and solutions for implementation, in which, regarding the general tasks and solutions on practicing thrift and combating waste, the Ministry of Information and Communications shall preside over the development and submission to the Prime Minister of the Project on propaganda and dissemination to raise awareness, consciousness and responsibility in implementing policies and laws on practicing thrift and combating waste at each agency, organization and individual, both in the public and private sectors, so that practicing thrift and combating waste truly becomes a behavioral culture of cadres, civil servants, public employees and the People.

Ministries, branches and localities must strengthen and tighten discipline, thoroughly practice thrift, combat waste, and improve the efficiency of mobilizing, managing and using the country's resources for rapid and sustainable development.

Improve the effectiveness and efficiency of supervision, inspection, examination, auditing, investigation, prosecution, trial, and execution of judgments related to the implementation of policies and laws on practicing thrift and combating waste. Strictly and promptly handle the responsibilities of organizations and individuals who commit violations in practicing thrift and combating waste.

From 2023, nationwide campaign on practicing thrift and fighting waste will be implemented.

From 2023, the campaign on practicing thrift and combating waste will be deployed nationwide. The Ministry of Home Affairs will preside over and coordinate with relevant ministries and agencies to advise the Government on organizing emulation movements on practicing thrift and combating waste in the emulation movement to promote the development of synchronous and modern infrastructure; practicing thrift and combating waste in all areas of production and consumption at all levels, in all sectors and among the people with practical and effective themes, contents and forms.

Timely commend, reward and replicate advanced examples in implementing thrift practice and anti-waste.

The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to advise the Government on innovation in the development, promulgation, implementation and reporting of the 5-year and annual Program on practicing thrift and combating waste, in a way that ensures both comprehensiveness and focus, with key points and themes for each year.

Based on assigned functions and tasks, ministries, branches and localities continue to perfect the system of policies and laws related to practicing thrift and combating waste to ensure consistency, unity and suitability to practical requirements.

Timely and strictly handle violations of the law to avoid loss and waste.

From 2023, regularly evaluate the effectiveness and quality of policies after promulgation to promptly adjust shortcomings and contradictions to limit loss and waste of resources. Focus on developing national policies on practicing thrift and combating waste in each period for a number of key areas such as energy saving, management, exploitation and use of land, resources and minerals.

Ministries, branches and localities must seriously rectify, learn from experience and promptly come up with synchronous solutions to overcome the shortcomings and limitations pointed out in the National Assembly's Supervision Delegation's Supervision Results Report.

Enhance the responsibility of leaders, individualize responsibility; ensure publicity and transparency; promote administrative procedure reform; strengthen discipline, order, and focus on directing to effectively implement thrift practice and combat waste.

Organize inspections, checks, prevent and promptly and strictly handle violations of the law to avoid loss and waste. Focus on carefully studying the solutions, proposals and recommendations stated in the Report of the National Assembly Supervision Delegation to strictly implement key tasks.
