Faced with the complicated developments of the COVID-19 pandemic, threatening people's health and lives, on November 19, the Government issued Resolution 145/NQ-CP to adjust, amend and supplement a number of contents on policies and regimes in the prevention and control of the COVID-19 pandemic.

Adjusting the regime for people participating in COVID-19 prevention and control in units and localities with high numbers of COVID-19 infections

Specifically, the anti-epidemic allowance of VND 450,000/person/day is applied to those who directly examine, diagnose, treat, and care for people infected with COVID-19 or suspected of being infected with COVID-19 at COVID-19 admission and treatment facilities, except for the following cases: People performing epidemiological surveillance, medical monitoring, and monitoring the treatment of people infected with COVID-19 at commune, ward, and town health stations (including mobile medical stations and teams).

The anti-epidemic allowance of VND 300,000/person/day is applied to people working at COVID-19 treatment and admission facilities, including: People working in infection control; people working in cleaning, disinfecting, eliminating pathogens, collecting and processing tools after use for people infected with COVID-19; people washing medical clothes, clothes of doctors, people infected with COVID-19; people collecting waste, fabrics, bottles, jars, chemical boxes, household waste, medical waste; people on security duty.

The anti-epidemic allowance of VND 300,000/person/day is applied to: People performing epidemiological surveillance, medical monitoring, and monitoring the treatment of COVID-19 infected people at commune, ward, and town health stations (including mobile medical stations and teams); people taking samples, pooling samples, separating samples, people directly performing SARS-CoV-2 testing; people cleaning tools, preparing media for SARS-CoV-2 testing rooms; people transporting COVID-19 infected people and specimens; people transporting, preserving, and handling deaths caused by SARS-CoV-2 infection.

The anti-epidemic allowance of VND 225,000/person/day is applied to those working at COVID-19 treatment and care facilities (including officers and soldiers of the People's Army and People's Police reinforced for provinces and cities) but not falling under one of the above-mentioned categories.

Students of universities, colleges, secondary schools training in health sector, medical professionals who do not receive salaries from the budget are mobilized or volunteer to participate in the prevention and control of COVID-19 at facilities for receiving and treating COVID-19 patients: Receive one of the allowances as for medical staff when performing the above-mentioned tasks; receive a meal allowance of VND 80,000/person/day; daily living expenses of VND 40,000/person/day.

The above regulations apply to people participating in COVID-19 prevention and control at COVID-19 admission and treatment facilities in Ho Chi Minh City, Binh Duong, Dong Nai, Long An provinces and the Central Hospital for Tropical Diseases from August 1, 2021 to October 31, 2021.

In case the subject has received support funds, but at a lower level than the level prescribed in this Resolution, the difference will be paid in arrears. Other subjects will continue to enjoy the regime according to the provisions of Resolution No. 16/NQ-CP dated February 8, 2021 on medical isolation costs, medical examination and treatment and some special regimes in the prevention and control of the COVID-19 epidemic and Clause 1 of Resolution No. 58/NQ-CP dated June 8, 2021 of the regular Government meeting in May 2021.

Amending and supplementing a number of regimes for people participating in the prevention and control of COVID-19 epidemic

The Resolution also amends and supplements a number of regimes for people participating in the prevention and control of COVID-19.

Specifically, officers and soldiers of the military and police forces; students and trainees of schools under the military and police forces who are assigned to provinces and cities to perform tasks of preventing and fighting the COVID-19 epidemic that are not specifically regulated in Resolution No. 16/NQ-CP dated February 8, 2021 of the Government on medical isolation costs, medical examination and treatment and some special regimes in preventing and fighting the COVID-19 epidemic are entitled to an anti-epidemic allowance of VND 150,000/person/day and according to the actual number of days participating in the fight against the epidemic according to the decision of the competent authority.

COVID-19 infected people being treated in intensive care units, units with intensive care beds, and intensive care centers when prescribed appropriate treatment diets, feeding through tubes, and feeding through veins are covered by the State budget according to actual costs, but not exceeding VND 250,000/person/day.

The special allowance for the entire vaccination team is 12,000 VND/injection (maximum of 240,000 VND/person/day) when administering COVID-19 vaccines in the free vaccination program. This regime is applied to Ho Chi Minh City, Binh Duong, Dong Nai, and Long An provinces from August 1, 2021 to October 31, 2021.

The State budget covers the cost of renting accommodation (accommodation facilities), or staying in a centralized location according to regulations on business travel allowances for medical staff, workers, students, volunteers (during working time at COVID-19 admission and treatment facilities), and travel expenses (pick-up and drop-off) during the time participating in COVID-19 prevention and control.

This regime is applied from February 8, 2021 (the effective date of Resolution No. 16/NQ-CP). Cadres, civil servants, public employees, and workers participating in the prevention and control of the COVID-19 epidemic who go to support provinces in fighting the epidemic, in addition to the anti-epidemic allowance regime during the epidemic prevention period in the locality, which has been arranged for meals and accommodation by the locality, are entitled to the difference between the accommodation allowance according to Circular No. 40/2017/TT-BTC dated April 28, 2017 of the Ministry of Finance stipulating the regime of business trip expenses and conference expenses during business trips and the meal allowance of VND 80,000/person/day arranged by the locality. This regime is applied from February 8, 2021 (the effective date of Resolution No. 16/NQ-CP).

Detainees, prisoners, inmates, and students in detention centers, temporary detention camps, prisons, compulsory education facilities, and reform schools who are infected with COVID-19 (F0) or must be quarantined (F1) are entitled to a meal allowance of VND 80,000/person/day.
