The Government adjusts some goals in new rural construction.
The Prime Minister has just signed Decision No. 1760/QD-TTg adjusting and supplementing Decision No. 1600/QD-TTg dated August 16, 2016 of the Prime Minister approving the National Target Program on New Rural Construction for the 2016-2020 period.
Specifically, Decision No. 1760/QD-TTg adjusts the target for socio-economic infrastructure development. Accordingly, the target is that in the period from 2016 to 2020, socio-economic infrastructure must meet criteria 2, 3, 4, 5, 6, 7, 8, 9, 15 in the National New Rural Criteria Set. Thus, the Decision adds the requirement to meet criterion 15 on healthcare.

Regarding production development associated with restructuring the agricultural sector, shifting the rural economic structure, and increasing people's income, the Decision amends a number of contents on implementing the Science and Technology Program serving the construction of new rural areas in the 2016-2020 period; on developing rural occupations; on improving the quality of vocational training for rural workers.
Decision No. 1760/QD-TTg also amends a number of contents on universal primary education; rural environmental sanitation, pollution remediation and treatment, and environmental improvement in craft villages.
In the solutions to implement the Program, Decision 1760/QD-TTg does not specifically stipulate the ratio of revenue decentralization from land use right auctions and land allocation with land use fees to carry out the task of building new rural areas, but stipulates: Based on the actual situation in the locality and the requirement to arrange the proportion of counterpart funds from the local budget to implement the Program, the Provincial People's Council shall specifically decide the ratio of revenue decentralization from land use right auctions and land allocation with land use fees (after refunding compensation and site clearance costs) in the commune to the commune budget to carry out the task of building new rural areas. (Decision 1600/QD-TTg stipulates that 80% will be left for the commune budget).
Regarding support mechanism, Decision No. 1760/QD-TTg adjusts: Partial support from the State budget for communes to implement: Construction of roads to commune centers, village and hamlet roads, intra-field roads, intra-field irrigation systems, schools, commune health stations, commune cultural and sports centers, cultural houses - village, hamlet and village sports areas, facilities for grassroots information and communication systems, domestic water supply works, residential area wastewater drainage, cemetery renovation, rural environmental landscape, renovation, expansion and upgrading of rural power grid systems; Complete and build new market systems, rural trade infrastructure according to regulations, infrastructure of concentrated production areas, small-scale industry, aquaculture, develop production and services, improve the quality of the criteria that have been met, support the construction of modern sales centers at the commune level, support the development of cooperatives (according to Decision No. 2261/QD-TTg dated December 15, 2014 of the Prime Minister), support the implementation of the pilot project to complete and replicate the new cooperative model in the Mekong Delta in the period of 2016-2020 (according to Decision No. 445/QD-TTg dated March 21, 2016 of the Prime Minister), operating costs of the New Rural Construction Fund. |
