Government holds regular online meeting: Many practical proposals from localities

(Baonghean.vn) - On the morning of July 1, the Government continued its regular online meeting for June 2016 under the chairmanship ofPrime Minister Nguyen Xuan Phuc.

Attending the meeting, on the Nghe An side, there were comrades: Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of relevant departments, branches and sectors.

This morning the meeting continued with the presentation of recommendations and proposals from localities and the response of ministries and ministerial-level agencies to questions and concerns.

The representative of Thua Thien - Hue province proposed to decentralize the restoration and preservation of historical relics to the locality. He hoped that the Government would allow the implementation of additional forms of guarantees for investors operating in the area. Regarding fishermen affected by pollution caused by Formosa Ha Tinh Company's discharge, he proposed to change their jobs towards labor export.

The representative of Yen Bai province proposed that the Government continue to review the implementation of two major programs: hunger eradication and poverty reduction and new rural construction, and adjust the criteria and mechanisms to suit each specific locality.

Representatives of Soc Trang province reflected on some difficulties of Soc Trang and the Mekong Delta provinces, in which the most prominent is the drought and salinity that greatly affects rice production and people's lives. Recommend that relevant ministries and branches need to conduct research and forecast to adjust production planning for people in the Mekong Delta, and take measures to limit landslides along rivers and seas.

Next were the opinions of representatives of the provinces and cities: Dong Nai, Khanh Hoa, Binh Dinh, Hai Phong, Ha Nam, Hoa Binh, Dong Thap, Lao Cai.

Representatives of Dong Nai province proposed a number of contents on compensation and resettlement for the Long Thanh airport project; expanding National Highway 1 through Dong Nai to 4 lanes. For Khanh Hoa province, they proposed a number of issues such as developing a project for the Bac Van Phong special economic zone, Cam Ranh International Airport, and increasing the deposit level in implementing the Law on Public Investment.

Representatives from Binh Dinh province raised concerns about the situation of farmers gradually leaving their fields due to low income from agricultural production; support policies for rural agriculture have not been effective, it is necessary to promote the development of the marine economy, propose to focus resources on supporting the poor and near-poor, and focus on developing education and health care.

Representatives of Ha Nam province hope that the Government will pay attention to implementing inter-regional socio-economic projects.

On the side of Hoa Binh province, some contents were proposed such as speeding up the construction progress of Hoa Binh expressway, requesting to review the decentralization of administrative management units such as land fund management center, branches; should not hand over commune health to the province for management, consider not collecting land use fees for the area used for the national power grid system.

Lao Cai province hopes that the Government will support the expansion of planning and construction of Sapa into a national key tourist area; propose to convert the Yen Bai - Lao Cai inter-provincial road into a national highway; consider issuing and amending regulations on chemical production in the area to protect the environment and abolish projects that pose a risk of causing pollution.

Binh Duong province proposed some ideas on transport infrastructure and industrial zones. Meanwhile, Dong Thap province representative proposed some contents on agricultural restructuring in the area, including a mechanism for Dong Thap Muoi agricultural economic zone.

After the localities spoke and made proposals, representatives of the ministries and ministerial-level agencies answered the opinions of the localities and informed about related programs and policies. Accordingly, Minister of Home Affairs Le Vinh Tan informed about some contents on civil servant recruitment exams; streamlining payroll; management mechanism of public service units, in which aiming to gradually eliminate subsidies for public services.

Officers and soldiers of the Quy Chau District Military Command and people of Cang village built rural roads, responding to the new rural construction movement.

Minister of Agriculture and Rural Development Cao Duc Phat said that in the coming time, efforts will continue to be made to restructure the agricultural sector in association with building new rural areas; maintain and develop markets to stimulate agricultural development; expand production and reduce costs in agriculture, focusing on livestock and aquaculture; continue to direct the rearrangement of state-owned farms and forestry farms; in building new rural areas, there are still some issues that need to be resolved.

Minister of Transport Truong Quang Nghia answered and informed about some contents: adding 4 trillion VND of counterpart capital for investment in transport; restructuring forms of transport, focusing on connecting modes of transport; determined to reduce traffic accident criteria./.
