Deputy Prime Minister Tran Hong Ha has just signed Decision No. 375/QD-TTg dated April 12, 2023 approving the Charter of the Vietnam Journalists Association.

Deputy Prime Minister Tran Hong Ha approved the Charter of the Vietnam Journalists Association.

Vietnam Journalists Association represents the ownership, aspirations and legitimate interests of Vietnamese journalists.

The Vietnam Journalists Association is a political-social-professional organization of Vietnamese journalists. The Association is under the leadership of the Communist Party of Vietnam, the management of the State, and operates in accordance with the law and the Association's Charter.

The Association represents the ownership, aspirations and legitimate interests of Vietnamese journalists, contributing to building Vietnamese journalism to truly be the voice of the Party, the State and the forum of the People.

The Association gathers, unites, and encourages Vietnamese journalists to promote their creativity, contributing to building and protecting the socialist Vietnamese Fatherland, realizing a rich people, strong country, democracy, fairness, and civilization.

The Association operates nationwide in the field of journalism in accordance with the law. The Association is under the State management of the Ministry of Home Affairs and relevant ministries and branches in the fields of operation of the Association. The Association is a member of the Vietnam Fatherland Front.

The Association is organized and operates according to the principles of voluntariness, democracy, equality, publicity, transparency; compliance with the Constitution, laws and the Association's Charter.

Mission of the Association

The Association has the task of building a clean, strong and effective organization that operates in accordance with the provisions of the law on the press, the Association's Charter and relevant legal provisions; participating in supervising compliance with the law on the press; inspecting and supervising the implementation of the Regulations on professional ethics of Vietnamese journalists and the Rules for using social networks of Vietnamese journalists.

Reflect, advise and make recommendations to the Party, State and competent authorities in the development and implementation of strategies, plans, policies and development plans for the press and journalists, and legal documents on the press.

Organize education and training in political ideology, professional ethics, professional expertise and association work for members; request agencies and organizations to protect the legitimate rights and interests of the Association and its members.

The Association coordinates with press management and direction agencies and press agencies at the central and local levels in press activities according to legal regulations; coordinates with state management agencies to propagate and disseminate press laws.

Participate in and coordinate press activities with foreign organizations and international organizations related to the press in accordance with the law; cooperate and participate in regional and international press organizations in accordance with the law of Vietnam and international practices.

Participate in evaluating press products and perform other tasks when requested by competent state agencies; reward and discipline the Association and its members according to the law and the Association's Charter; organize production, business and service activities according to the law to serve the Association's activities...

Organizational structure of the Association

The organization of the Vietnam Journalists Association includes: 1- National Congress of Delegates; 2- Executive Committee; 3- Standing Committee; 4- Inspection Committee; 5- Units and professional departments of the Association; 6- Press agencies and organizations with legal status under the Association.

Provincial and municipal Journalists Associations directly under the Central Government are established in accordance with the law; the Association's branches are directly under the Vietnam Journalists Association.

The Branch is a grassroots organization of the Association, including Branches under the Vietnam Journalists Association, Branches under the Inter-Branch Association and Journalists Associations of provinces and centrally-run cities.

Membership conditions and standards

Members of the Vietnam Journalists Association include: Provincial and municipal Journalists Associations directly under the Central Government established in accordance with the law, agreeing with the principles and purposes of the Vietnam Journalists Association, voluntarily applying to join the Vietnam Journalists Association, and being considered and admitted by the Vietnam Journalists Association (organizational members); Journalists under this Charter are Vietnamese citizens who work in journalism or are related to journalism activities in accordance with the law, agreeing with the principles and purposes of the Association, voluntarily applying to join the Association, complying with the Association's Charter and meeting the following conditions and standards can become individual members of the Vietnam Journalists Association:

1- Meet one of the following conditions:

a) Participate in the information production process in press agencies and news agencies (reporters, editors, directors, cameramen, radio and television scriptwriters, announcers; artists, technicians, editorial staff);

b) Doing research and teaching journalism;

c) Staff of press management and direction agencies;

d) Full-time staff at the Vietnam Journalists Association and the Office of the Journalists Association of provinces and centrally-run cities and the Journalists Association Branches.

Subjects meeting one of the above conditions must have worked at the above agencies for 2 years or more. Special cases will be considered and decided by the Standing Committee of the Vietnam Journalists Association.

2- Standards

a) Have correct political views and stance, clear background;

b) Not violating the Press Law, Regulations on professional ethics, Rules for using social networks of Vietnamese journalists;

c) Education level: College degree or higher (except for members who were admitted before this Charter was issued). Special cases will be considered and decided by the Standing Committee of the Vietnam Journalists Association.

d) Fulfill responsibilities and obligations of citizens and journalists.
