The resolution stated that in the coming time, the world situation is forecast to continue to develop in a complicated and unpredictable manner; the global economic growth prospect is uncertain and uneven, and risks are increasing.

Domestically, our economy has both opportunities, advantages and difficulties, challenges intertwined, but difficulties and challenges are greater.

In that situation, in December 2023 and the coming time, the Government requests Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to closely monitor developments in the international and domestic situation, closely coordinate, synchronously and effectively implement tasks and solutions set out in all fields; promote flexibility, creativity, solidarity and unity in direction and administration; be timely, calm and clear-headed in policy responses; consistently prioritize the goal of promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; strive to achieve the highest level of goals, targets and tasks set out in 2023, especially those estimated targets that have not yet been achieved and create momentum for implementing the socio-economic development plan for 2024.

Among them, focusing on the following contents: Ministries, agencies, and localities, according to their assigned functions, tasks, and authorities, thoroughly grasp and effectively and comprehensively implement the Resolutions and Conclusions of the 8th Central Conference; promptly and effectively deploy the Laws and Resolutions on the Socio-Economic Development Plan, State budget estimates, public investment in 2024... approved by the 15th National Assembly at the 6th Session.

Actively prepare and ensure the best quality of the Laws and Resolutions to be submitted to the National Assembly for approval at the upcoming session, including the Draft Law on Land (amended), the Law on Credit Institutions (amended) and the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.

Resolutely remove difficulties and obstacles, promote disbursement of public investment capital

In addition, strongly promote investment, consumption and export drivers to quickly restore economic growth; accelerate the implementation of 3 strategic breakthroughs, the Socio-Economic Recovery and Development Program, and national target programs; promote opportunities from the domestic market and exports in late 2023 and early 2024; resolutely remove difficulties and obstacles, promote disbursement of public investment capital and mobilize and promote the effectiveness of private investment and foreign investment; promote new growth drivers.

Continue to implement a proactive, flexible, timely, effective monetary policy, prioritizing growth, synchronously coordinating with a reasonable, focused, key expansionary fiscal policy and other policies; focus on removing difficulties for production and business; synchronously and effectively implement policies and solutions on taxes, fees, trade, investment... that have been issued to promote rapid recovery of production and business, especially in industrial production, trade and service sectors.

Research and evaluate the effectiveness of implemented policies and solutions, proactively and promptly report and advise the Government and Prime Minister for consideration and continued implementation in 2024.

The Government directs ministries, agencies and localities to strengthen discipline and administrative order; improve the effectiveness of direction and administration at all levels, sectors and localities, grasp the situation, enhance analytical and forecasting capacity to respond to policies promptly, appropriately and effectively, and avoid being passive or surprised; actively coordinate closely in implementing tasks and solutions to remove difficulties for production and business; effectively handle existing problems and obstacles to restore and develop markets stably, safely, healthily and sustainably, especially the corporate bond market, real estate, securities, labor, science and technology...

Deputy Prime Minister Le Minh Khai directed the State Bank of Vietnam and the State Capital Management Committee at Enterprises to complete handling at least two to three weak banks and projects by 2023.

Boost exports, especially agricultural, forestry and fishery products with competitive advantages to large and potential markets, effectively promote signed trade agreements and treaties; create maximum convenience for businesses in carrying out customs clearance procedures; strengthen negotiations and information exchange, and promptly support businesses in customs clearance of goods through Chinese border gates.

Continue to promote the campaign "Vietnamese people prioritize using Vietnamese goods", trade promotion programs and activities, product promotion, promotions, discounts, connecting domestic supply and demand. Focus on reviewing and removing institutional and policy bottlenecks to unblock, mobilize and effectively use resources, potentials and advantages; promptly detect inadequacies, contradictions, overlaps, loopholes and obstacles in legal regulations to promulgate according to authority or propose competent authorities to amend, supplement and complete; urgently develop and complete draft documents detailing regulations and measures to implement the Laws passed by the 15th National Assembly at the 6th Session, ensuring they take effect at the same time as the Laws take effect, avoiding legal gaps. Focus on organizing law enforcement, focusing on improving law enforcement capacity for cadres, civil servants, public employees, the business community and the people.

Promote comprehensive and synchronous implementation of administrative reforms, especially administrative procedures, to improve the investment and business environment; promote review and arrangement of organization and apparatus, streamline staff, and rearrange administrative units at district and commune levels according to regulations; ministries and agencies review and restructure 53 integrated essential public services, provided on the National Public Service Portal, ensuring reduction of paperwork, travel time and implementation costs; develop, promulgate under authority or submit to the Prime Minister for promulgation of interconnected electronic procedures for interconnected groups of administrative procedures, to be completed in April 2024. Continue to resolutely carry out the work of preventing and combating corruption, negativity and waste; thoroughly implement the conclusion of General Secretary Nguyen Phu Trong at the 24th meeting of the Central Steering Committee on preventing and combating corruption and negativity. Improve the effectiveness of inspection work; properly implement regulations on receiving citizens, promptly and legally resolve complaints and denunciations as soon as they arise at the grassroots level, and prevent the formation of security and order hotspots.

Firmly protect independence, sovereignty, unity, and territorial integrity; maintain political security, order, and social safety. Promote foreign affairs and international integration, especially high-level foreign affairs and economic diplomacy.

Implement price stabilization policy to stabilize the market and prices.

Focus on socio-cultural fields; do a good job of social security, ensure people's lives, protect the environment, prevent and combat natural disasters, and respond to climate change.

Strictly implement Directive No. 26-CT/TW dated November 23, 2023 of the Central Party Secretariat on organizing the 2024 Lunar New Year. Closely follow the situation and developments in domestic supply and demand of essential goods, proactively develop appropriate regulatory plans, implement price stabilization policies to stabilize the market and prices, and ensure the supply of essential goods to serve consumer needs during the end of the year and Lunar New Year.

Fully, promptly, effectively, publicly and transparently deploy social security policies, take good care of people's lives, especially those with meritorious services to the revolution, policy families, people in difficult circumstances, poor households, localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, ensuring that every household and every person has the conditions to enjoy spring and celebrate Tet.

The Government requested to summarize the work in 2023, evaluate the results achieved, what is new, different and more effective than in 2022, the existing problems, limitations, causes, lessons learned and propose directions, tasks and key solutions for 2024 in a practical and effective manner, striving to ensure achieving or completing at a higher level than the set goals and targets.

Deputy Prime Minister Le Minh Khai directed the Government Office and Vietnam Television to develop a visual report on the work results in 2023 and prepare the General Secretary's speech at the 2023 Year-end Conference.

The Ministries of Home Affairs, Finance, and Labor, War Invalids and Social Affairs, according to their assigned functions and tasks, shall proactively develop regulations and specific tasks to implement the new salary regime from July 1, 2024 according to the Central Committee's conclusions and the National Assembly's Resolution, ensuring quality, efficiency, and compliance with the prescribed schedule.

Localities focus on promoting investment, construction and execution of traffic routes, especially expressways passing through provinces and cities.

Urgently and seriously deploy the arrangement of administrative units at district and commune levels for the 2023-2025 period in accordance with the requirements in Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo, Resolution No. 35/2023/NQ-UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee and Resolution No. 117/NQ-CP dated July 30, 2023 of the Government.

Immediately complete the construction of job positions for cadres, civil servants and public employees in administrative agencies, organizations and public service units to prepare for the implementation of salary policy reform according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Party Central Committee.

Closely monitor natural disasters and extreme weather events to proactively and effectively respond to and quickly overcome the consequences of natural disasters, ensure safety of life, minimize property damage and impact on production and people's lives. Strengthen inspection and supervision of food safety, environmental sanitation, and disease prevention and control.

Do a good job of inspection, handling complaints and denunciations, and receiving citizens in the area, not allowing "hot spots" to occur, causing social outrage.

Ensure political security, order and social safety; strictly implement regulations on fire prevention and fighting, and ensure traffic safety in the area during the end of the year and the Lunar New Year 2024./.
