The Government issued a Resolution to thoroughly enforce the 'ban' on going to the boss for Tet

The Resolution of the regular Government meeting in November 2016 has just been issued, specifically requiring Ministers to strengthen discipline, resolutely handle negative and corrupt officials, and thoroughly prohibit the organization of New Year greetings and gift giving in the entire state administrative system during the Dinh Dau Lunar New Year.

Urgently handle 5 huge loss-making projects

In the Resolution, the Government requested the Ministry of Industry and Trade to step up trade promotion, expand export markets, especially the ASEAN market; take the lead in developing plans and solutions to respond to developments related to the TPP and other free trade agreements that we have signed for each sector and product line, and report to the Prime Minister in December 2016.

In addition, the Ministry of Industry and Trade must preside over and coordinate with localities to organize a good wholesale and retail distribution system, first of all in the two major cities of Hanoi and Ho Chi Minh City. This Ministry is responsible for coordinating with the Ministry of Agriculture and Rural Development and other ministries, agencies and localities to ensure the supply of goods to serve the consumption needs of the Lunar New Year, especially essential goods and services for remote, mountainous and island areas.

Ministries and sectors are required to focus on ensuring a safe, warm, and economical Tet for people.

The Ministry of Industry and Trade is also required to urgently find solutions to handle the five ineffective investment projects reported to the National Assembly, ensuring maximum recovery of state capital and assets, and clearly defining responsibilities for strict handling in accordance with the law.

The Ministry of Finance shall preside over and coordinate with ministries, agencies and localities to focus on directing the completion of the state budget collection plan according to the assigned estimates; strengthen inspection and examination, resolutely handle tax arrears, and prevent budget losses; thoroughly save regular expenditures; summarize the public vehicle contracting model to replicate this model, ensuring rationality, efficiency and savings.

In 2017, each central and local ministry, branch will thoroughly save regular expenses, especially expenses for organizing conferences, seminars, festivals, expenses for overseas research and surveys, expenses for purchasing cars and expensive equipment to reserve resources for adjusting basic salaries according to the Resolution of the National Assembly and the Decision of the Prime Minister on the 2017 state budget estimate. Research and propose to supplement regulations related to preventing and combating negativity in equitization, especially the value of the advantage of land lease and land allocation rights into the enterprise value upon equitization.

Urgently develop regulations on resignation

In this Resolution, the Government requests Ministers and Heads of agencies to closely direct the strengthening of discipline and administrative discipline, resolutely and strictly handle negative and corrupt officials and civil servants who do not comply with discipline and administrative discipline; focus on perfecting institutions on corruption prevention and control, promoting decentralization and delegation of power associated with inspection and control, eliminating the mechanism of asking and giving; promoting the application of information technology to control negativity.

Also related to the traditional Tet holiday, the Government assigned the Ministry of Public Security to preside over and coordinate with ministries, departments, branches and localities to strengthen security and order assurance; inspect and check fire prevention and fighting safety, especially in big cities at the end of the year and during the 2017 Lunar New Year; and resolutely handle illegal exploitation of stone, sand and gravel.

The Ministries of Health, Industry and Trade, Agriculture and Rural Development closely coordinate with the People's Committees of provinces and centrally-run cities to strengthen direction for competent agencies to focus on immediately handling urgent issues regarding food safety, especially fake agricultural materials, illegal use of chemicals in food production, preservation, processing and consumption, etc.
