Deputy Prime Minister Le Thanh Long has just signed Decision No. 1576/QD-TTg dated December 16, 2024 approving the Plan to implement the Health Facility Network Planning for the 2021-2030 period, with a vision to 2050 (Plan).

Encourage private investment in developing modern, advanced, high-tech services and on-demand services to meet people's health care needs.

The plan aims to effectively implement Decision No. 201/QD-TTg dated February 27, 2024 of the Prime Minister approving the Health Facility Network Planning for the 2021-2030 period, with a vision to 2050 (hereinafter referred to as the Health Facility Network Planning); specify tasks, solutions, and mobilize resources associated with the responsibilities of ministries, central agencies, and localities in implementing the Health Facility Network Planning; develop a roadmap for implementing the list of projects expected to prioritize investment, identify key content, progress, and resources for implementation.

The requirements of the Plan are to closely follow the goals and development orientations of the Health Facility Network Planning; ensure compliance and inheritance of action programs, implementation plans of national-level planning, and approved public investment plans; ensure connectivity and consistency between tasks, programs, and projects of sectors and localities.

Ensuring feasibility, flexibility, and conformity with the socialist-oriented market economy, the context of international integration, and local practices; maximizing resources and the participation of economic sectors to develop the network of medical facilities; allocating resources with focus and key points, consistent with the ability to mobilize capital; harmoniously combining resources, ensuring effective use of capital sources.

Prioritize public investment in developing infrastructure for medical facilities in disadvantaged, remote and isolated areas.

One of the main contents of the Plan is to implement projects according to the Planning. In particular, projects using public investment capital are determined according to the principle of complying with the provisions of the Law on Public Investment, the Law on State Budget and documents of competent authorities related to public investment; effectively using public investment to activate, mobilize and attract all social resources, especially private resources to participate in investment projects to develop medical facilities according to the planning.

Prioritize public investment in infrastructure development for the health care network in areas with difficult economic conditions, remote areas, border areas, seas, islands and areas with limited revenue sources: preventive medicine, tuberculosis, leprosy, mental health hospitals...

The State invests and has appropriate incentive and preferential mechanisms for businesses and research facilities to participate in investing in specialized laboratories for drug research and development.

Encourage private investment in developing high-tech services

For investment projects using capital sources other than public investment capital: Encourage private investment to develop high-tech, modern, advanced services, and on-demand services to meet the health care needs of the people, including high-income earners and foreigners.

Attracting social resources in the following forms: investment in private health facilities; investment in the form of public-private partnerships; borrowing capital, renting or leasing assets; funding and aid from domestic and foreign organizations and individuals; other forms as prescribed by law on management and use of public assets and other relevant legal provisions.

Building specific mechanisms and policies to care for health development

Building and perfecting legal institutions associated with strict and effective law enforcement, creating a legal basis for implementing the health facility network planning. Building specific mechanisms and policies to care for health development and improve the quality of human resources.

Continue to review, arrange, convert, and reorganize health service units; adjust functions and tasks appropriately to ensure meeting the requirements of streamlining, effectiveness, and efficiency of public service units according to Resolution No. 19-NQ/TW dated October 25, 2017 of the 12th Party Central Committee.

Develop human resources for health, increase the scale and improve the training quality of health training schools to ensure the human resource needs of doctors, pharmacists and nurses in terms of both quantity and professional level. Review the human resource structure according to job position requirements in each field, in which it is necessary to focus on increasing the number of epidemiology, public health and specialized specialists for the development of laboratories as well as in other fields related to the control of factors affecting health due to climate change, environment and society.

Promote innovation in the healthcare sector based on big data and the application of artificial intelligence in medicine, promote the application of new scientific and technological achievements in disease prevention, diagnosis and treatment, research, development and production of drugs, vaccines and medical equipment. Enhance potential, focus on prioritizing the development of highly applicable technologies, especially digital healthcare and artificial intelligence in key areas such as biotechnology, pharmacy and biomedical electronics.

Prioritize investment in upgrading 06 hospitals to international standards

According to the plan, priority will be given to investing in upgrading 06 hospitals to international standards including: Bach Mai Hospital, Viet Duc Friendship Hospital, Hue Central Hospital, Cho Ray Hospital, 108 Military Central Hospital, 175 Military Hospital. At the same time, priority will be given to investing in building the Central Highlands Hospital; the National Coordination Center for Human Organ Transplantation in Hanoi, Da Nang, and Ho Chi Minh City.

In the field of preventive medicine and public health, priority is given to investment in building a central disease control center and investing in building 03 regional disease control centers.

In the field of Population - Reproductive Health, priority will be given to investing in the construction of 02 prenatal and newborn screening and diagnosis centers in Thai Nguyen and Dak Lak. At the same time, priority will be given to investing in upgrading 06 prenatal and newborn screening and diagnosis centers in Hanoi, Nghe An, Thua Thien Hue, Ho Chi Minh City, and Can Tho.
