Prime Minister Pham Minh Chinh signed Directive 241/CD-TTg, instructing the State Bank of Vietnam to research and propose the establishment of a national gold exchange to increase transparency and stabilize the market.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 241/CD-TTg, requesting the State Bank of Vietnam (SBV) to urgently research, evaluate, and propose the establishment of a national gold exchange. According to the directive, a report on this plan must be submitted to the Standing Committee of the Government before December 20, 2025.

This move is part of an effort to strengthen the management of the gold market, contributing to ensuring macroeconomic stability. The State Bank of Vietnam will take the lead, coordinating with the Ministry of Finance and relevant agencies to develop an effective, transparent, and practical plan.

The goal of establishing a gold exchange is to complete the legal framework while limiting speculative activities, price manipulation, and potential risks in the market.

Strengthening macroeconomic stability

Besides the task related to the gold market, the directive also requested the State Bank of Vietnam to continue managing monetary policy proactively, flexibly, and effectively. Close coordination with a reasonable expansionary fiscal policy was emphasized to maintain economic stability, control inflation, and ensure the major balances of the economy.

The government has directed that the management of monetary tools such as exchange rates, interest rates, and credit should be carried out cautiously, closely monitoring market developments to maintain the safety and stability of the banking system, while supporting production and business activities.

Credit flows will be tightly controlled, prioritizing areas that drive sustainable growth such as science and technology, digital transformation, green transformation, and social housing.

Developing new financial markets

The directive also assigned the Ministry of Finance the task of leading the pilot implementation of the cryptocurrency market in accordance with Resolution No. 05/2025/NQ-CP. The pilot process must ensure safety, transparency, risk control mechanisms, and protection of the legitimate rights of investors.

The Ministry of Finance was also requested to expedite the completion of the operational mechanism for an international financial center in Vietnam, promote the green bond market, and develop a legal framework for new financial instruments.

Promoting investment and improving the business environment.

To create momentum for growth in the latter half of 2025, the Prime Minister requested accelerating the disbursement of public investment capital, especially for key national projects and infrastructure projects with significant spillover effects.

In addition, the research and development of the "National Single Window for Investment" is also required to be completed by December 2025, with the goal of improving the investment environment and enhancing the efficiency of attracting capital.
